On today's episode, Dennis speaks with Sheriff Camrine Marceno of Lee County, FL. Sheriff Carmine Marceno was elected Lee County's 13th Sheriff on November 3, 2020. He was appointed Sheriff of Lee County in 2018 by then-Governor Rick Scott. Marceno began his law enforcement career in Suffolk County, New York before moving to Southwest Florida where he joined the Collier County Sheriff's Office. While with CCSO, he worked as a Patrol Deputy and was a member of numerous specialty units within the agency. He transitioned to a larger public liaison role in community policing, eventually serving as Executive Officer. He is the recipient of numerous awards and commendations. In 2012 he was awarded the Collier County's Distinguished Public Service Award, given to the county's top public servant. Sheriff Marceno joined the Lee County Sheriff's Office in 2013, most recently serving as Undersheriff for more than two years. During that time, Sheriff Marceno assumed supervisory responsibilities for day-to-day operations as a member of Command Staff. Prior to his role as Undersheriff, he was a Captain, serving as the Executive Officer to Sheriff Mike Scott. In March 2017, Sheriff Carmine Marceno graduated from the prestigious FBI National Academy Session 267. The intense 10-week program is by invitation-only for law enforcement managers nominated by their agency because of demonstrated leadership. The grueling session includes course study, specialized training and physical challenges. Gail comes with extensive high level Washington DC experience and during this interview she explains advocacy as an art and discusses what one needs to know about a person's real advocacy why. Gail has more than 20 years of experience in the environment and natural resources public policy arena and working with states and local government. She has more than 30 years' experience in public affairs, non-profit organizations, and governmental affairs. She is the former Director of the Office of Intergovernmental and External Affairs (OIEA) for the U.S. Department of the Interior (DOI), Immediate Office of the Secretary. Her responsibilities were to establish and maintain relationships between the Department of the Interior and Governors, state and local elected officials and the more than 6000 stakeholders and organizations that represent interests related to DOI. Prior to her appointment, Gail served as the Governmental Affairs Officer for the Deepwater Horizon Oil Spill on loan from FEMA to the U.S. Coast Guard. Gail received the Coast Guard Distinguished Service Award, the highest public recognition given by the Commandant of the Coast Guard for her work on the Deepwater Horizon Oil Spill. As the Oil Spill Governmental Affairs Officer, Gail oversaw Intergovernmental Affairs, Congressional Affairs, the Non-Governmental Organization Interaction Unit, VIP and International visits as well as some aspects of Community Relations for the entire Gulf Coast. Lauren Smith-Fields was found unresponsive inside her Plymouth Street apartment on Dec. 12 and later died. The medical examiner has not released the cause of death, and investigators are not commenting. Family says Smith-Fields met an "older white man" on Bumble and it was he who alerted police to her death. Lakeem, her brother, says he asked authorities about the man but was told he was a nice guy with no need to be investigated. Smith-Fields father says the only contact they've had with police is with a "very insensitive, condescending and arrogant detective." The City of Bridgeport issued a statement about the investigation saying, "The Bridgeport Police Department takes these concerns very seriously. The Command Staff of the Detective Bureau is reviewing the handling of this case to ensure that best practices were and are being followed. It is imperative to note that the death of Lauren Smith-Fields remains an ongoing investigation. Our department extends its deepest condolences to the family of Lauren." Since the death of George Floyd in police custody in May of this year, the Seattle Police Department has been attacked from Antifa, Black Lives Matter, the City Council and the Mayor. As a result of pressure from outside groups, the City Council vowed to significantly reduce funding to the agency. This, among other things, have caused an increase in the number of officers that are fleeing the agency. In the last thirty days or so, the agency has lost 33 police officers.The number of officers leaving each month are starting to cause concern with members of the Command Staff within the agency. They are concerned that the agency will get into a position in which they have little resources to utilize in order to keep the city of Seattle safe. Mubin Shaikh is a former Muslim supremacist turned undercover operative for the Canadian Security Intelligence Service and Royal Canadian Mounted Police (RCMP), Integrated National Security Enforcement Team (INSET). Shaikh worked multiple CLASSIFIED infiltration operations, online and on the ground. The last investigation became public when the RCMP in the “Toronto 18" terrorism case of 2006, arrested 18 individuals. In total, 11 aspiring violent extremists were convicted after 5 legal hearings over 4 years in which Shaikh was the main Fact Witness. Shaikh has a Master of Policing, Intelligence and Counter Terrorism (MPICT), is an external SME (Subject Matter Expert) to the Command Staff of CENTCOM, the United Nations Security Council and others, and trains police, intelligence and special operations forces on related topics. He was extensively involved with the ISIS social media boom, having infiltrated their networks online. Some of these individuals went on to be targeted by Coalition forces, some investigated by the FBI (and others), as well as those who were convinced to leave the group completely. He also deals with the Foreign Fighter file, including Returnees and rehabilitation at the international level. Shaikh is also co-author of the acclaimed book, Undercover Jihadi and is featured in a permanent exhibit at the new International Spy Museum in Washington, D.C. under, “Preventing Terror.”

When the Vallejo (Calif.) Police Department began considering the purchase of Automated License Plate Readers (ALPRs), they didn’t just take the vendor’s word that the equipment would be successful in helping to capture criminals and reduce crime. Command Staff wanted to have proof, so with the assistance of a group of researchers from New York University, they employed what has become known as Evidence-Based Policing. They conducted a randomized control trial, which allows researchers to prove or disprove a theory. In this podcast segment, Jim and Doug are joined by Vallejo Police Lieutenant Jason Potts in a discussion about the VPD experiment, as well as Evidence-Based Policing in general.
