LAFCo Independence Transition Plan (Item 8) The Commission voted 6-0 to approve a high-level transition plan to separate LAFCo from Sacramento County operations and establish it as an independent agency. Employment & Benefits Model: The approved model directs LAFCo to hire its own staff and establish independent classification, compensation, and labor policies. For retirement, the Commission recommended remaining with the Sacramento County Employee Retirement System (SCERS), as transferring to CalPERS would require an expensive evaluation report to calculate unfunded liabilities and transition costs. Because the county health benefits pool was unavailable, the Commission selected CalPERS for healthcare, as it was lower cost and offered the greatest plan variety. Financial Structure: The Commission approved building an independent financial and accounting system. While there are upfront costs, this system will provide more detailed and transparent budget reporting. Phased Implementation: The transition is divided into two phases. Phase One establishes accounts payable as a system test bed, while Phase Two transitions LAFCo into becoming its own employer. Establishing a retirement plan for "classic" or legacy employees hired before the Public Employment Reform Act of 2012 may require state legislation, which extends the overall runway. Opening an Independent Bank Account (Item 9) The Commission voted 6-0 to authorize opening an independent bank account for accounts payable under Phase One. Opening the account will not trigger immediate fund transfers or check-writing. LAFCo already holds a federal Employer ID Number, but they are negotiating with a reputable accounting firm experienced with other LAFCos to establish their system and secure a state ID number. CALAFCO Board Nominations (Item 10) The item was dismissed as nominations can also be made from the floor over the next two months if anything changes. Executive Officer's Report SDRMA Claim-Free Award: LAFCo received an award from the Special District Risk Management Association (SDRMA) for submitting zero insurance claims. World Headquarters Relocation: The agency successfully completed its office relocation to 1000 G Street on September 1st, remaining operational despite minor tech glitches. Staff Recognition: Policy Analyst Grabow saved the agency approximately $1,000 in disposal fees by selling surplus property on Facebook Marketplace. She also unpacked 30 to 40 totes of office supplies in a single day, ensuring the office is stocked with paper and paperclips. Astro Sheet Updates: The project tracking Astro Sheet was significantly pared down to show only active or immediate horizon projects to avoid speculation. A consultant will be brought in next month to help manage ongoing projects. Commissioner Comments (Item 12) Metro Fire Municipal Service Review (MSR): Commissioner Jones, a Metro Fire Director, clarified that Metro Fire is not in a $140 million deficit, as capital improvements are fully funded by voter-approved Measure O funds. Jones also noted that reported response times appear slow because they encompass the entire window from the initial call and dispatch (which can involve multiple agencies) rather than just the station alert to turnout time, and they aggregate both Code 2 and Code 3 responses. Groundwater & Meeting Request: Commissioner Wichert requested a meeting with Mr. Enriquez to discuss groundwater levels, which he felt should have been evaluated by the consultant during the comment period. Adjournment (Item 13) The Commission adjourned to a closed session regarding existing litigation at 5:56 PM.

In this episode, Mark talks with Colleen Megowan about the history and initial founding of the AMTA and how she became the first executive officer for the organization. She talks about what she does as Senior Fellow, and her dreams for the future of AMTA, including research on including AI in modeling instruction, developing modeling methodology for math instruction and for elementary education, and an online journal for research modelers have done in their classrooms. Guest Colleen Megowan-Romanowicz Colleen Megowan-Romanowicz has taught high school and university physics, mathematics, and integrated physics and mathematics in California and Arizona for over 30 years. She learned the Modeling Method of Instruction for physics teaching in 1998 and found it to be so uncannily effective that she wanted to figure out how and why it worked. This ultimately led to a PhD in Physics Education Research at Arizona State University (ASU) focused on Modeling classroom discourse in 2007 under the direction of noted physicist David Hestenes, the theorist who originated Modeling Instruction and enjoyed 16 years of NSF support for its development and dissemination. In 2005 she helped found the American Modeling Teachers Association (AMTA), and later became its first Executive Officer. She continues her work in support of AMTA and modeling instruction research as Senior Fellow at AMTA. On this episode we're diving into the Russia-Ukraine conflict. Inevitably that conversation involves a little bit of drone technology talk, but we focus mostly on the human demands of this kind of warfare. When every single piece of equipment, food, etc. has to travel the last several miles on foot, what does that require of the individual soldier? When there is near constant visual and thermal surveillance, how do operations have to adapt? We break down all that and more, with some time saved at the end to talk about the ACFT implementation, since our guest played a key role in that as well. Major General Kline graduated from Shippensburg University, Pennsylvania in 1992 and was commissioned as a Field Artillery officer where he served three years as a Fire Support Officer and later a MLRS platoon leader before transferring to the Aviation branch until his promotion to Major General.Major General Kline commanded tactical aviation units at the company, battalion, and brigade levels. His aviation command assignments include A Company, 5th Battalion, 158th Aviation Regiment in Germany; 5th Battalion, 101st Aviation Regiment (Task Force Eagle Assault) in Fort Campbell, Kentucky and the 3rd Combat Aviation Brigade located at Hunter Army Airfield in Savannah, Georgia. In combat, Major General Kline served as the Executive Officer for 5th Battalion, 101st Aviation Regiment in Tikrit, Iraq from 2005-2006; Deputy Brigade Commander for 101st Combat Aviation Brigade in Bagram, Afghanistan in 2008; Battalion Commander of 5th Battalion, 101st Aviation Regiment at FOB Wolverine near Qalat, Afghanistan from 2010-2011; and Commander of Task Force Forge in Helmand, Afghanistan from 2015-2016. In his final position, he served as Treasury's Chief Technology Officer and Deputy Chief Artificial Intelligence (AI) Officer in the Office of Chief Information Officer.As Treasury's Chief Technology Officer, Mr. Peretti establishes, leads, and manages a comprehensive, multi-year strategic and long-range planning process that promotes the vision for IT and ensures consistent progress toward accomplishing the CIO's vision, while identifying and leveraging common technology solutions to support business processes and work methods and/or to improve effectiveness of current technologies while also developing appropriate policy for emerging technology such as Artificial Intelligence, Machine Learning, Biometrics and Quantum Computing. As Treasury's Deputy Chief AI Officer, Mr. Peretti supported Treasury's Chief AI Officer in advancing the Department's deployment of this emerging technology. In this capacity, he oversaw the publication of Treasury's report, Managing Artificial Intelligence-Specific Cybersecurity Risks in the Financial Services Sector, and directed the subsequent lines of effort. Additionally, serving in this position has seen him designated as the Executive Officer for the Department's AI Governance Board as well as the Department's representative to the Office of the Director of National Intelligence's CAIO Council. In addition, Mr. Peretti leads the development of domestic and international operational resilience policy, including cyber, as part of Treasury's Sector Risk Management Agency responsibility for the financial services sector. In this role, he spearheads Treasury's efforts to increase multi-directional sharing of cyber threat and vulnerability information. He also serves as the United States's designated subject matter expert at the Group of 7 Cyber Expert Group (G-7 CEG). Mr. Peretti has served at the Treasury for over 22 years with increasing levels of responsibility, including being named the Senior Career Official Executing the Duties of the Assistant Secretary for Financial Institutions during the transition from the Obama to the Trump Administration. Based on his expertise in critical infrastructure protection and operational resilience, he was detailed to the Department of Homeland Security, Cybersecurity and Infrastructure Security Agency's National Risk Management Center during the intial response to the COVID-19 pandemic and served as the first Senior Advisor for Security and the Economy. He also speadheaded DHS response to the SolarWinds cyber incident. A sought-after speaker and presenter, Mr. Peretti has been the recipient of numerous awards and honors throughout his career. Most recently, he received the 12th Annual Billington CyberSecurity Leadership Award at the 2023 Annual Billington CyberSecurity Summit. Prior to joining the Treasury, Mr. Peretti was an associate in Shook, Hardy & Bacon's Corporate Banking and Finance Section in Washington, D.C., and was the General Counsel for the Wright Patman Congressional Federal Credit Union. The Joint Readiness Training Center is pleased to present the one-hundredth-and-thirtieth episode to air on ‘The Crucible - The JRTC Experience.' Hosted by MAJ Amy Beatty, the Task Force Executive Officer Observer-Coach-Trainer from Task Force Sustainment (Division Sustainment Support Battalion / Light Support Battalion) on behalf of the Commander of Ops Group (COG). Today's guest is MAJ Alice Bechtol, the Executive Officer for the 325th Light Support Battalion of 3rd Mobile Brigade, 25th Infantry Division. The 325th Light Support Battalion, known by its Hollywood call sign “Mustang” and guided by the motto “Support to the Front,” serves as the sustainment backbone of 3rd Brigade Combat Team. Stationed in Hawaii and aligned to fight in the Indo-Pacific, the battalion traces its lineage to the Army's modular transformation era, evolving from a Brigade Support Battalion into a Light Support Battalion under the Army's restructuring efforts. As part of the “Bronco” Brigade within the 25th Infantry Division, the 325th LSB has adapted its structure and sustainment concepts to meet the demands of archipelagic and jungle operations, emphasizing smaller distribution packages, agile base cluster designs, and expeditionary logistics capable of supporting dispersed maneuver forces across restrictive terrain. This episode examines lessons learned from a Light Support Battalion (LSB) executing a DATE-Pacific archipelago rotation at JPMRC, with a strong focus on sustainment command-and-control, base cluster design, and staff proficiency under high turnover. A central theme is the deliberate investment in MDMP repetitions prior to deployment—conducting multiple internal reps despite 80% personnel turnover—to build shared understanding and accelerate staff performance in the box. Leaders discuss the importance of not waiting for a “perfect” higher headquarters order, instead executing concurrent MDMP, publishing early, and refining through FRAGOs to maintain tempo. The battalion's approach to battle tracking—assigning mission numbers to both forecasted and unforecasted sustainment requirements—allowed the staff to regain control of chaotic demand signals and manage flash taskings without losing visibility. Additionally, the LSB experimented with splitting its staff between tactical and main command posts to preserve survivability while maintaining continuity in day/night operations, accepting friction in order to train to the harder standard. The discussion also highlights the sustainment realities of operating in a Pacific archipelago environment, where terrain, vegetation, and dispersed maneuver elements require smaller, more agile distribution packages. Leaders describe efforts to break bulk commodities down earlier in the sustainment chain, leverage smaller platforms, experiment with caches, and refine fuel and water distribution concepts to better support infantry formations operating at slower movement rates in restrictive terrain. Integration with the Division Sustainment Brigade under the new R-struct proved beneficial, particularly through synchronized battle rhythms and shared intelligence and communications awareness, while maintaining strong habitual relationships with maneuver battalions and their Combat Logistics Companies (CLCs). The overarching takeaway is that success in this environment required disciplined MDMP, flexible sustainment packaging, protected staff development, and a willingness to adapt systems and processes in real time to preserve tempo and survivability in LSCO. In Episode 285, I sit down with father–son jiu-jitsu black belts Jeff and Aaron Tiegs. It's wild how small the world is—Aaron and I first connected through jiu-jitsu, and I've had him up to train my athletes a couple of times because he's an exceptional grappler and instructor. Last week, when he came up to teach, he brought his father Jeff with him. Jeff and I quickly realized we were Rangers together back in 2000 at Alpha Company, 2/75. I was a private and he was the company Executive Officer. Obviously, with that rank gap, we didn't forge a friendship back then, but he was an exceptional Ranger who was respected by everyone. Connecting again all these years later was a real pleasure. The three of us sat down and talked about life, the military, jiu-jitsu, and more.
