Operation Epic Fury may be over, but the Iran war is far from resolved. On this week's episode, American Enterprise Institute Kori Schake joins Ian Bremmer to discuss the conflict's global ripple effects.  With the Strait of Hormuz effectively closed to commercial shipping, the US finds itself in what Schake calls a Mexican standoff, unable to force Iran's hand without dramatic escalation, and unwilling to accept the humiliation of ceding control of one of the world's most critical waterways. Meanwhile, Washington's two biggest rivals are gaining ground. Russia is cashing in on higher oil prices at a moment when the Kremlin was under mounting financial pressure over Ukraine.  In Beijing, the Trump-Xi summit took place with the White House in a weakened position. The US needs China's help pressuring Iran, and Xi knows it. As Schake puts it: "It's an important measure of just how much President Trump has lost in starting the war in Iran and pursuing it in the way he has, that he's having to go appeal to China, America's most powerful potential adversary, for assistance in delivering us from a problem of our own creation." The costs for US allies are adding up too. Partner countries are absorbing economic pain they had no hand in creating, with energy prices squeezing European economies. Schake also raises a harder structural question: with Patriot systems redirected from Europe to the Gulf and munitions stocks stretched thin, the war has laid bare the limits of the American defense industrial base, and what it means for the credibility of US commitments around the world. America's Founding Fathers feared a standing army would inevitably threaten civilian governance. Yet 250 years later, the U.S. military remains a strange outlier among nearly every nation that has ever existed—maintaining its strength and popularity while never attempting a coup. How did America get this right when so many other nations, from Turkey to Latin America, have seen their militaries seize power? The story begins with George Washington, who inspired mutinous soldiers to become the first army in a thousand years not to threaten democracy. But Washington's example alone doesn't explain America's success. Structural factors—dispersed urban centers, a benign international security environment, and urgent domestic threats from Native American conflicts—created a weak federal army and strong militia system that prevented military consolidation of power. Today's guest is Kori Schake, author of The State and the Soldier: A History of Civil-Military Relations in the United States. We see many counter-intuitivie things, like how the Founding Fathers had it backwards. The creation of a professional military actually reduced challenges to civilian control. We know this because key crises tested this system that the US military was able to overcome without seizing power. They include Alexander Hamilton's ambitions to raise an army for foreign conquest, Aaron Burr's plot to overthrow the United States, Andrew Jackson's unauthorized invasion of Florida, Ulysses S. While we celebrate the remarkable achievement of 250 years of the US military being a bulwark of democracy, it is important to understand the intentionally laid foundations on which America's civil military relations tradition rests. Military deference to civilian authority and the legislature is a principle pioneered and championed by General George Washington, setting a powerful precedent for commanding officers to follow… with some instructive exceptions. As we look toward the New Year, and wearily at the political posturing of some military leaders, Kori Schake reminds us of a central theme from her new book, The State and the Soldier (Polity, 2025): “We want a military that's not partisan. We want a military that is subordinate to whatever lunatics the American public see fit to put into high office.” How are military leaders inherently political? How do we avoid forcing them to make partisan choices? And, as we have discussed all year, why does Congress refuse to exercise the powers it has, even in this realm?Kori Schake is a senior fellow and the Director of Foreign and Defense Policy studies at the American Enterprise Institute. Before joining AEI, Dr. Schake was the deputy director-general of the International Institute for Strategic Studies in London. She has had a distinguished career in government, working at the US State Department, the US Department of Defense, and the National Security Council at the White House. Arguing that some places in the United States – primarily those governed by Democratic officials – are rampantly crime-infested, President Donald Trump has been deploying military forces to cities from Los Angeles to Washington, DC. Former National Security Council official Kori Schake tells host Steve Clemons that Trump is trying to enlist the US military to get involved in his culture war issues, such as immigration and political dissent. She warns that US forces should be kept out of politics “so that the American public continues to have confidence and trust in the military”.

The Washington Roundtable discusses the President's use of the military for political ends, and the “almost unlimited” powers he would unlock by invoking the Insurrection Act, with Kori Schake, the director of foreign-and-defense-policy studies at the American Enterprise Institute.
