The cavalry has come over the hill and it's being led by Matt Zarb Cousin of all people! Gambling reformer says Take Affordability Checks Off British Racing: High profile gambling reform campaigner stands up for British Horseracing The man who led the campaign against FOBTs says: “It's time for racing to get the target off its back and cut the cord with online casino. Matt Zarb Cousin says that a separate wallet and platform for horseracing would exempt the sport from affordability checks — and would have the support of campaigners. The impact of the affordability checks, which the gambling industry has imposed on horseracing fans, is clearly shown in the latest official figures from the UK Gambling Commission. Turnover is down by £3.2B — a fall of 28% since the intrusive and offensive requests for personal financial details from punters were introduced. Meanwhile during the same period turnover for online casino has rocketed in the opposite direction. Not all gambling products cause the same levels of harm and horseracing punters are being subjected to the protections needed for much more addictive non-skilled products like online slots. Despite years of virtual signalling by the “supposed friends of the sport” no-one has properly made the case for an exemption from affordability checks for horseracing. The British Horseracing Authority has never advocated on behalf of the racehorse owners and punters, who ultimately pay their wages, by proposing to extricate racing from online casino. Instead, those supposedly lobbying for racing's interests have argued against affordability checks, despite them being needed to curtail rampant online slots and casino growth which is coming at the expense of racing revenue. Under the proposal advanced by Matt Zarb-Cousin, horseracing customers of betting companies would be exempt from affordability checks as betting would be offered on a different platform to online casino with a separate wallet, subject to a system of regulation that acknowledges a 300 year old national heritage sport should not be subjected to the financial risk checks needed for the casino product. Funds would be completely ring-fenced from other gambling products and money would remain in the racing eco system, as cross-promotion to products like online casino would be constrained.

Are regulators doing enough to safeguard people against betting companies and their aggressive customer acquisition strategies?Problem gamblers account for 46% of betting company revenue while making up only 5% of players. Up to 1 in 20 British men will, at least for a time, be a problem gambler, something that can take decades to recover from. So what are regulators doing to help? Here to answer this is Matt Zarb-Cousin, a former teenage problem gambler who went on to co-found Gamban, the award-winning software that blocks devices from accessing gambling sites and apps. He is also a long-time industry campaigner advocating for gambling regulation reform in the UK.In this episode, we discuss: (1) how current regulation is insufficient to address modern betting technology; (2) what regulators could do to reduce harm; and (3) how sports betting is being spread into new markets, in part, to ‘bait' people onto more dangerous games such as slot machines. Please feel free to reach out to the show onWeb: sustainingsport.comInstagram: @sustainingsportLinkedin: /sustaining-sportFacebook: @sustainingsportTwitter: @SustainSportPodDonate to our Patreonor contact us at: benmole@sustainingsport.com

Years of soft-touch regulation and the universal adoption of smartphones have created a “perfect storm of addictive 24/7 gambling”, making “the lives of two million people miserable” – according to a House of Lords Select Committee report looking into the betting industry. Its 66 recommendations include a ban on “loot boxes” in video games, which can often be bought for real money and offer a randomised reward; many see this as a dangerous gateway to gambling for children. It wants to ease the industry out of sports sponsorship; half the Premier League football clubs are currently supported by betting companies. It wants new taxes on gambling with the money used to fund addiction clinics. What, if any, is the moral equivalence between problem gambling and other forms of addiction to recreational activities like drinking and smoking? If it’s a public health issue rather than a matter of individual free choice, how heavily should gambling be restricted? Perhaps, because gambling addiction can often have a wider social impact, hurting families and friends as well as the addicts themselves, it should be compared to drug abuse. If that’s reasonable, why not just treat gambling like any class A drug and make it illegal? Gambling enthusiasts and libertarians see it as a leisure activity which offers harmless fun to the vast majority of punters. They believe there is nothing intrinsically immoral about the industry, although most admit that betting companies do have a duty of care to vulnerable clients. Are problem gamblers the hapless victims of a heartless racket or does that rob them of moral agency and free them of personal responsibility? Is problem gambling a disease, a moral failing or just the downside of freedom? With Dr Henrietta Bowden-Jones, Brigid Simmonds, Christopher Snowdon and Matt Zarb-Cousin. Producer: Dan Tierney.
