中共一直試圖對臺灣實行「認知戰」,影響臺灣人對兩岸關係的看法。之前談到臺海關係時,我也曾說過,中共對臺灣的首要策略並不是動用軍事手段,而是先從心理戰和認知戰入手,這是他們一貫的作法。然而,當提到「統戰」時,許多人可能會認為這是一種秘密行動,充滿陰謀氣息。事實上,中共的統戰策略和部署其實是非常公開和透明的。中共的「中央統戰部」有一個官方網站,詳細介紹他們在過去100年裡的統戰工作。從中共的角度來看,統戰是合情合理的行動,他們不認為自己在做任何不道德的事情。然而,中共經常指責他國「勾結外國勢力」危害國家安全,但當他們自己進行類似行動時,卻認為理所當然。要理解這一點,首先要了解中共的「戰爭思維」。在他們看來,與世界的競爭本質上就是一場戰爭。從這個角度來說,他們的行動不僅合乎邏輯,甚至顯得理所當然。而當其他國家對他們採取類似行動時,他們則視之為「侵略」和「威脅」。從歷史的角度看,統戰這個概念最早是由列寧提出的。當時,他的目標是拉攏小資產階級和知識分子,讓他們至少保持中立,從而集中力量對付階級敵人,這些敵人主要是大地主和官僚資本主義者。到了中共時期,毛澤東進一步發揮了這一思想,並將其推向極致。毛澤東曾說,中共有三大「法寶」:一是黨的建設,二是軍隊,三就是統戰。而與列寧的統戰策略相比,中共的統戰更側重於如何「分化敵人」,利用敵人內部的矛盾來達成自己的目標。要補充的是,統戰的工作不僅僅是由「統戰部」負責的,而是整個中共體系的共同任務。每一個部門、每一個機構,都在不同程度上肩負著統戰的責任。中共的統戰對象不僅是海外世界的人,還包括國內的特定群體,包括民主黨派、無黨派人士、社會知名人士、知識分子、少數民族、宗教人士等。到1978年後,統戰的對象擴展到了非公有制經濟領域(即私人企業的管理和技術人員)。2021年,中共又將「新社會階層人士」列為統戰對象,這些人包括:* 企業管理和技術人員* 中介組織、社會組織的從業人員* 自由職業者* 新媒體從業者;即是我們所謂的「網紅」。如果從香港的角度來看,我會將中共的統戰模式劃分為1997年之前和1997年之後的兩個時期。在1997年之前,又可以劃分為三個階段:* 1949年之前:當時中共的主要對手是國民黨,統戰對象多為有共產主義理想的文化藝術界人士。* 1949年至1967年:國民黨退守臺灣,中共的統戰目標轉向知識分子、文化界和支援中共思想的群體,韓戰期間,統戰重點變為「反美、反帝」。* 1978年至1997年:改革開放後,統戰的重心擴大到工商界、金融界、專業界別、文化演藝界等群體,這也是為了準備1997年香港主權移交。在1997年之後,統戰的範疇變得更加廣泛和系統化。這一過程可以從香港的選舉委員會(選委會)成員的選擇上窺見端倪。最初,選委會分為四大界別:* 工商金融界* 專業界別、文化界、演藝界* 勞工、基層、宗教界* 立法會、區議會、鄉議局等* 後來,選委會又加入了第五個類別,即「港漂」。理論上,這些選委往往在各自的圈子中具有影響力,能夠對其他人施加影響。但根據我多年的觀察,就算四大界別,背後其實有很大一部分是由香港的幾個財閥家族控制的,這對中共來說是極為不安的。對中共而言,這本來是他們對香港統戰的一個藍圖,但後來發現,統來統去都是這幾個家族的人掌控著局面。當時的地產黨有一個想法,認為控制了這些界別後,中共就必須與他們「共治香港」;但這個共治的模式,根本不是中共能接受的。所謂的「共治香港」,只不過是香港地產黨一廂情願的想法。地產黨的這種幻想,是建立在「港人治港」、「高度自治」這幾個詞語的承諾之上,讓他們誤以為,只要控制這些界別,中共就會將香港的治理交給他們。不過,事實正好相反,這種行動讓中共覺得地產黨已經在威脅他們對香港的全面管治。自2007年起,中共不斷嘗試削弱地產黨的影響力,手段包括在專業界別、演藝文化界、勞工界和基層宗教等不同範疇擴大自己的勢力範圍。2007年之後,香港出現了許多以前從未見過的新面孔,也冒出了不少所謂的「中間人」。當我在《蘋果日報》工作時,幾乎每隔幾個月,就會有一些人主動聯絡,說要介紹一位來自內地的「研究人員」給我認識。這些人聲稱是朋友介紹的,我通常也會見一見。見面時,這些所謂的「研究人員」不會表明自己的身份,來自的地區五花八門,有福建、深圳、浙江等地。他們經常詢問《蘋果日報》的運作模式等問題。對於這類問題,我的回答通常是:「香港最有影響力的報章其實是《東方日報》,你找《蘋果日報》是沒用的,你不如去找《東方日報》。」結果,這些人多數不再聯絡我,可能他們覺得我是在「忽悠」他們。我也知道,這些「研究人員」的來意不單純,他們一方面是來收集情報,另一方面是想看我這個人是否具有「統戰價值」。很快,他們就得出結論,認為我這個人沒有什麼統戰價值,於是不了了之。但負責牽線的這些「中間人」,後來有一些卻飛黃騰達,成了高官。我觀察到,從2007年開始,香港的局勢發生了深刻的改變,香港的民主陣營內部矛盾加劇,民主運動出現了分裂的跡象。現在回想起來,這些分裂可能正是統戰行動的結果。但我不想大家陷入恐慌,覺得身邊到處都是「鬼」;因為很多被統戰的人,其實自己也不知道自己已經被統戰了。說一下美國的情況。2008年,中共中央組織部推動了一個名為「千人計劃」的項目,目的是招攬在海外取得博士學位的華人學者,尤其是55歲以下的名校畢業生、科研機構的研究人員和企業的高階技術人員。其實,人才爭奪戰不是今天才有的,早在那時候中共就已經在這麼做了。2020年,這個計劃的名稱悄然消失,但「啟明計劃」依然在運作。美國政府也高度關注這些行動,個別教授和研究人員因參與「千人計劃」而被FBI檢控,原因是他們非法將美國的知識產權轉移到中國。除了在美國的統戰,我對日本沖繩的經歷也印象深刻。第一次去沖繩時,我發現日本共產黨在沖繩的勢力特別大。當時,沖繩的主要遊客來源是來自福建的旅客。我後來查詢了日本政壇的情況,發現日共在沖繩的勢力比其他地區要大得多。根據《關鍵評論網》的報導,2019年日共的八成收入來自於黨內刊物《赤旗》的銷售,總收入達到176億6千萬日元;這樣的收入模式使他們能夠在財政上自給自足。這讓我懷疑,日共是否也是中共的統戰對象。接著是英國的情況。大家可能還記得,不久前,英國律師李正軀被MI5點名為「中共代理人」。李貞駒是中國駐英大使館的首席法律顧問,還是「中國和平統一促進協會」的重要人物。他活躍於英國的政治圈,資助過工黨前能源部長 Barry Gardiner,甚至讓他的兒子進入 Barry的議員辦公室擔任助理。最後,談一下臺灣的情況。根據自由亞洲電臺的報導,今年10月,中國和平統一促進會在香港舉辦了一場活動,並邀請了一名臺灣的退休將領出席,該將領在活動中站立聆聽《義勇軍進行曲》,事後被臺灣軍方罰停領75%的退休金五年。正如八炯和陳柏源(即閩南郎)所說,過去對中共統戰的印象,往往缺乏實質證據。然而,這次他們提供了一個實質的證據,顯示福建的某些人積極地招攬臺灣的網紅。其實不僅僅是網紅,軍方、政界等領域也成為中共的統戰對象。據說,八炯的下一集將專門討論針對政界人物的統戰行動。我想補充一點,我有兩位臺灣學者朋友——佘建源和劉玉晢,他們是一對夫婦。佘建源在高雄的中山大學任教,劉玉晢在臺北的世新大學教書。他們和另外兩位研究員共同完成了一項研究,分析臺灣的宮廟(主要是媽祖廟和關帝廟)對選舉的影響。通過計量經濟學模型,他們試圖找出這些宮廟的活動如何影響選舉結果。研究顯示,許多宮廟對選舉有一定影響,而資金來源也跟中國有關。雖然這在某種程度上是理論推測,但也提供了一些實質證據,說明中共的統戰行動確實對臺灣選舉產生了一定的影響。總結我對不同地方的統戰的觀察——包括香港、美國、日本、英國和臺灣。事實上,很多被統戰的人是「機會主義者」,他們是自願參與的,不用特意去統戰「圈套」,但也有一部分人屬於所謂的「有用的白痴」(useful idiots);這樣的 useful idiots 有些因為反美情緒強烈,導致自己成為中共的統戰目標。只要他們不斷批評美國,就可能成為中共的「可用資源」。此外,在港英時代,有一些人雖然未必真的喜歡共產黨,但他們更憎恨英國的殖民統治,這類人大多是大中華主義的信徒。有些人一開始說自己支持國民黨,但後來一步步被統戰,最終成為中共的幫手。八炯和閩南郎也分享了他們的觀察:最容易被統戰的網紅,很多並不是談政治或時事的,而是討論生活、旅遊等主題的內容創作者。他們的共同特徵之一是「強烈民族認同感」,認為如果沒有一個「強大的國家」,自己就會被欺負。閩南郎本人也說,他年幼時就有這種感受,長大後去美國讀書時感受到「被歧視」,進一步加強了他的這種心態。我在香港也見過類似的情況;有些人認為自己在殖民地時期被歧視,特別是英文不好的情況下,對英國人的態度產生了不滿。這些人中,有一些我認識很多年,最初可能只是前線的社區幹事、區議員,但後來一步步變成了「大中華主義者」,甚至是「建制派」中的活躍人物。另一類機會主義者則較為現實。有些人可能認為,中共不會花太多錢買通所有人。但事實上,從成本效益的角度來看,收買一批網紅的成本並不高。比如說,中共的策略是邀請臺灣的網紅到大陸旅遊、參加活動,這些開支非常有限。根據陳柏源的說法,這些去大陸謀生的臺灣網紅,賺到的錢可能比留在臺灣還少。但問題在於,這些人一旦在臺灣開了頭,宣稱自己在大陸發展,往往就無法「回頭」,最終只能「越洗越深」。在香港的統戰情況中,我也看到類似的模式。我稱這些人為「藍朋友」。很多所謂的「藍朋友」,其實並沒有在大陸賺到大錢,大部分人只能賺到幾萬元。這些「藍朋友」或者所謂的「建制派」中人,從成本效益的角度看,他們的「價格」非常低廉。但這些人通常沒有什麼忠誠度;當利益受到直接衝擊時,他們的立場會迅速反轉。閩南郎和華記正能量的轉變就是一個明顯的例子。 This is a public episode. Prime Minister Rishi Sunak chastised China's premier on Sunday for “unacceptable” interference in British democracy, after a newspaper reported that a researcher in Parliament was arrested earlier this year on suspicion of spying for Beijing.  Sunak said he raised the issue with Premier Li Qiang when the two met at a Group of 20 summit in India. He told British broadcasters in New Delhi that he'd expressed “my very strong concerns about any interference in our parliamentary democracy, which is obviously unacceptable.”  The two men met after the Metropolitan Police force confirmed that a man in his 20s and a man in his 30s were arrested in March under the Official Secrets Act. Neither has been charged and both were bailed until October pending further inquiries.  The Sunday Times reported that the younger man was a parliamentary researcher who worked with senior lawmakers from the governing Conservatives, including Alicia Kearns, who now heads the powerful Foreign Affairs Committee, and her predecessor in that role, Tom Tugendhat, who is now security minister. The newspaper said the suspect held a pass that allows full access to the Parliament buildings, issued to lawmakers, staff and journalists after security vetting.  Tensions between Britain and China have risen in recent years over accusations of economic subterfuge, human rights abuses and Beijing's crackdown on civil liberties in the former British colony of Hong Kong.  Britain's Conservatives are divided on how tough a line to take with Beijing and on how much access Chinese firms should have to the U.K. economy. More hawkish Tories want Beijing declared a threat, but Sunak has referred to China's growing power as a “challenge.”  Former U.K. Conservative leader Iain Duncan Smith said news of the March arrests “gives the lie to the government's attempt not to see China as a systemic threat.”  U.K. spy services have sounded ever-louder warnings about Beijing's covert activities. In November, the head of the MI5 domestic intelligence agency, Ken McCallum, said “the activities of the Chinese Communist Party pose the most game-changing strategic challenge to the U.K.” Foreign intelligence chief Richard Moore of MI6 said in July that China was his agency's “single most important strategic focus.”  In January 2022, MI5 issued a rare public alert, saying a London-based lawyer was trying to “covertly interfere in U.K. politics” on behalf of the Chinese Communist Party. It alleged attorney Christine Lee was acting in coordination with the Chinese ruling party's United Front Work Department, an organization known to exert Chinese influence abroad.  An opposition Labour Party lawmaker, Barry Gardiner, received more than 500,000 pounds ($685,000) from Lee between 2015 and 2020, mostly for office costs, and her son worked in Gardiner's office. Lee and the Chinese government both deny wrongdoing.  China has repeatedly criticized what it calls British interference in its internal affairs and denied meddling in the politics of foreign nations.  Sunak and Li met days after Foreign Secretary James Cleverly visited Beijing, the highest-level trip by a British politician to China for several years. Chinese President Xi Jinping did not attend the G20 meeting in India.
