In 2019, the UK became the first major economy in the world to sign its commitment to net zero greenhouse gas emissions by 2050 into law. Mission Zero, commissioned in September 2022 and published in November 2023, was a landmark independent report into the delivery of the UK's net zero commitment. Chaired by Chris Skidmore, the UK's former Energy Minister who was responsible for signing net zero into law, the review asked how the UK could better meet its net zero commitments, and how it might deliver targets in a way that works for all. Its conclusions set out a new economic narrative for climate policy, demonstrating the financial opportunity that net zero can deliver. In this IPR event, the panellists discuss the UK's transition to net zero. What challenges and opportunities will the UK face? How can we deliver net zero while also creating new jobs, industries and investment? How do we ensure that as we reduce our emissions, the transition is fair and creates a better future for everyone? Chris was first elected to Kingswood Constituency in 2010 and still serves there, the area he grew up in. He took on the portfolio for Minister of Energy in 2019 and since then has had a specific focus on how the UK can really lead on climate issues and deliver net zero.  With its 2019 legislation, the UK became the first G7 country to commit to net zero – but is this leadership role being maintained or wasted? By 2050, the UK is legally required to have reduced its greenhouse gas emissions by 100% from 1990 levels. In this podcast we'll explore how Chris Chaired the independent review into net zero and how the 2050 target could maximise economic growth whilst also increasing energy security and affordability for consumers and businesses. You'll hear about the 129 recommendations made in the review and also the risks presented by relinquishing a leadership role at this point in time.  You'll also hear key thoughts on how the ‘myth of cost' has affected consumer discussion around net zero and the significant pro-business opportunities in the green economy. The Right Honourable Chris Skidmore is the Conservative Member of Parliament for Kingswood. He was the UK's former Energy and Clean Growth Minister attending cabinet who signed the UK's net zero commitment into law in June 2019, and also served as Minister for Universities, Science, Research and Innovation twice between 2018 and 2020. In September 2022 he was appointed Chair of the Net Zero Review, an independent review into the delivery of UK net zero climate commitments. With both Rishi Sunak and Keir Starmer pledging to hit ambitious emissions targets and make the UK a clean energy ‘superpower', the net zero agenda will be a major issue at the next general election. So what needs to be done to switch the UK from being an economy powered by carbon to one that is near emissions free, and does the UK have a credible plan to hit its net zero targets? To explore these critical questions, and examine what government needs to do to meet its climate objectives, the Institute for Government brought together leading politicians and experts from the UK and beyond for a special net zero conference. The Universities Minister laid down a warning to a summit of student-accommodation providers to sort out the "awful and disappointing" problems that have seen more than 20 student housing schemes not completed on time, the BBC reports. In an unprecedented move, Chris Skidmore summoned corporate housing providers after students had been put into temporary accommodation at the beginning of the autumn term. "Students can pay significant amounts for their accommodation and it is unacceptable to let them down at a stressful time," the minister said. Students in Portsmouth were among those affected, when a private housing block was not completed, leaving about 250 without accommodation. Accommodation is funded from student maintenance loans - which means billions of pounds in public spending goes into the student-housing sector. Private landlords have been increasingly undermined by the government which has favoured large corporate landlords with tax breaks denied to the smaller student accommodation providers.  Buy-to-let investors have been quitting the market in droves since punitive property tax measures were introduced by the former chancellor George Osborne. Some estate agents claim that Osborne’s landlord tax grab, combined with the 2016 Brexit vote, has effectively killed the buy-to-let property market, with prices in some areas falling by over 20%. However, plummeting property prices have created buying opportunities, especially among distressed and disgruntled landlords fed up with being treated like second class citizens. Even property investors I meet who have not sold everything have held back on buying further property due to the loss of tax relief on buy-to-let mortgage loans, as well as higher rates on limited company loans.
