The federal spending bill calls for a reduction in Medicaid spending by an estimated $930 billion over the next decade. The shared federal-state health program currently provides insurance coverage to more than 70 million Americans with low incomes. Effects of the cuts will not only be felt by low-income Pennsylvanians, but through the state's hospitals and even nursing homes. The Trump administration is holding up nearly $7 billion dollars in federal funding that Congress had already approved for educational programs. Pennsylvania and other states were slated to get the money on July 1st. The State Department of Labor and Industry continues to offer support to workers impacted by the idling of the Cleveland-Cliffs Steelton plant. Assistance has included transition information and a job fair. Two Pittsburgh universities are among those working to understand the impact artificial intelligence is having on jobs. The study aims to get ahead of technology shocks that may change how people work. Developers in Pennsylvania who want to skip the line for certain environmental permits can apply through a new program from the state Department of Environmental Protection called Streamlining Permits for Economic Expansion and Development, or SPEED. A Dauphin County judge collapsed while riding his bike and was taken to Penn State Hershey Medical Center, where he was pronounced dead last Friday. Judge Michael J. Smith was a Magisterial District Judge of 20 years. In Centre County, efforts to strip control of a troubled rural water company from its longtime family owner have hit another roadblock, again delaying a permanent fix to years of unreliable service. Rock Spring Water Company and owner J. Roy Campbell recently rejected a $65,000 offer from nearby State College Borough Water Authority to buy the private system, according to reporting by our partners at Spotlight PA. Nine people were rescued from the Swatara Creek by the Hershey Volunteer Fire Department on the 4th of July. It happened near the Hershey Dam, a low-head dam operated by Pennsylvania American Water. Spoiler alert, state lawmakers did not have a budget agreement in place by midnight, when the current fiscal year ended. However, that does not mean the state will immediately miss payments for public services. That would change if the impasse stretches over several months, meaning payments for county services and schools would be the first to be affected. Senate Democratic Leader Jay Costa is upbeat though, saying he doesn't expect the months-long delays that have plagued past budgets. In Washington, the Senate's latest draft of the budget bill would quickly phase out lots of clean energy tax credits — including one for the production of clean hydrogen. That means new hydrogen businesses planned for the Philadelphia region could be scrapped. Pennsylvania organizations that fund science are experiencing an increase in applications for their grant dollars - and likewise, they're trying to increase funding requests, following the Trump administration's broad cuts to research funding. Dauphin County's Cleveland-Cliffs steel plant began idling operations Monday, affecting hundreds of workers as well as the entire community in Steelton. The company's decision leaves about 500 union workers and 60 salaried employees without jobs. Amazon plans to spend $20 billion to build two data centers in Pennsylvania, a move that state officials say will generate thousands of jobs over the next decade. But the full economic picture includes many unknowns - such as the centers’ full impact on electricity supply and prices, and the amount of tax revenue the state will forfeit to Amazon. The WNBA is expanding to 18 teams over the next five years with Cleveland, Detroit and Philadelphia all set to join the league. Philadelphia's team would launch in 2030. In the wake of Steelton's Cleveland-Cliffs plant temporarily laying off more than 500 employees, a southwestern Pennsylvania state senator says his new bill could encourage new investment in aging steel plants. The Pennsylvania State Police will no longer carry shotguns in their cruisers. Early May rainfall, along with expected rainfall this week, may ease Lancaster County's severe drought status. Berks County officials are reviewing a report analyzing the county inmate population and its finding that jail is too often used as a default tool to address social issues such as poverty, homelessness and substance use. Pottsville Mayor Mark Atkinson is resigning for health reasons. The Hershey Bears continue their quest for their third straight Calder Cup, as well as their 14th AHL championship overall. Last year, a nonprofit group in Pittsburgh, with a partner in Philadelphia, was awarded a large federal grant as part of a $2 billion climate justice program through the Inflation Reduction Act. The investigation into hundreds of potentially fraudulent voter registration forms is ongoing, six months after it was first announced in the week before Election Day last fall. Thousands of people packed into the Farm Show Complex in Harrisburg last Friday evening to hear from U.S. Senator Bernie Sanders. This is Small Business Week in Pennsylvania. A PA college football team recently held a drive to add students to the national registry of potential bone marrow donors. Steelton's Cleveland-Cliffs plant is temporarily laying off more than 500 employees. The company calls the move an "idling" of the plant, which produces rails that carry freight and passengers, along with steel for heavy machinery, power plants and military equipment such as submarines. 100 firefighters from dozens of fire companies battled a fire Saturday at a Snyder County modular home manufacturer. Damage, at Apex Homes of PA located in Middleburg, is estimated at $5 million. Pennsylvania utility regulators are bracing for a surge in electricity demand driven in large part by the opening of new, power-intensive data centers. Heading into the month of September, we are heading into the peak of hurricane season. The Central Pennsylvania region just experienced remnants of Hurricane Debbie in the past week. ABC 27's Meteorologist Dan Tomaso, says hurricane season is roughly between August though September. “Most of our impacts from any hurricane or tropical storm will be from heavy rain. And really, if you think about it, where these storms come from, thousands of miles away, it's the tropics. So that tropical air moves with the circulation. And unfortunately, if there is a tropical storm or a depression remnant, whatever, and it lingers over a certain period of time, it can lead to very heavy rain. Debby was unique in that it dropped a very narrow band of very heavy rain, and it didn't linger. It was only here for about 12 to 16 hours, but it was here long enough that parts of the Susquehanna River basin picked up 5 or 6in of rain, which can locally lead to problems. And as we saw, that can lead to flooding. It can also lead to, water table issues that unfortunately water supply can be affected. And I know residents of Mechanicsburg, parts of eastern Cumberland County, had water boil issues, that they had to boil their water first before using it. So all those things come with unfortunately, these storms and you know it for some people that may have just moved to this area, may not think is think of Pennsylvania as a state that could get affected, but absolutely it can be” National Weather Service confirmed an EF1 tornado touched down in Dauphin County on Friday. The tornado had a peak wind speed of 105 per mile and was 300 yards wide. It touched down near Gibson Street around 4:33 a.m. traveling 3.48 miles north according to the National Weather Service. “So Harrisburg, the surrounding area was on the eastern side. There tends to be a lot of spin and that moisture, that humidity actually can help some of these updrafts lift and create tornadoes. And so unfortunately, we do say Wednesday when the track seemed about final, that it was going to go west of the mid-state, that we could be in line for some brief tornadoes. And the timing was very unfortunate that it was 430 in the morning. We were standing by ready, but a warning was never issued. And the tornado did hit parts of Harrisburg, from about the Steelton area northward into Susquehanna Township.” Tomaso suggested there will be more hurricanes coming to the East Coast region in the next couple of days. So unfortunately, there's already another storm that will likely become a hurricane here in the coming days. That's her nest. So it is currently a tropical storm and strengthening over the Caribbean that will likely head out to open water. And then unfortunately, it could its path could take it in the direction of Bermuda and possibly eastern Canada. So that's the next storm. But as I mentioned earlier in the interview, we are now moving into the peak part of the season, and all indications are this is going to be an extremely active season already. We can see signs of that with Debbie in Nest. So for instance, so the East Coast still could see another storm or two that comes up through or possibly even more. We're hoping it doesn't get to that point because as we just saw the heavy rain that comes with these things. Yes, it's a good thing when you have a drought, but if you had repeated storms like this, it is not a good thing. So it is something that is actively on our mind that we're going to be tracking every single storm that develops. And you may say, where do they develop? Well, well, east of the Caribbean sometimes. So over the central antic ocean again, where there's no human being anywhere in sight. And so we track them from that spot onward. And so, for instance, we were tracking Debbie for about ten days. And so by the time day five, day six came about, that's when we started to really pick up on the trends that this is going to be a Pennsylvania problem, too. Former Dauphin County Chief Detective Thomas Brennan's phone rings between 3 am and 4 am from a responding officer requesting assistance on a crime scene. When the detective arrives, he notices a car pulled close to a ditch. Brennen, who received training at the FBI Behavioral Science Unit during his tenure with the state police, knew immediately what he was dealing with when he arrived at the Conrail crime scene. After Brennan asks the officer for details, the officer explains that a Conrail train security guard had stumbled onto a man attacking a woman. The man was startled and he ran off. Thankfully the victim was injured but alive so he called for police and waited with her until help arrived. Detective Brennan noted that the vehicle's trunk was open and inside was what many would call a “kit” such as rope, and duct tape, as in things to help someone kill or at least bind another person. Outside the car on the ground were plastic mats, seemingly to cover the ground inside the ditch. It was now clear to Brennan that this man had planned to kill his victim, put her in that ditch, and drive away. What was also clear to the detective was that this was not this man's first time killing someone, he had done it before and he knew what he was doing. Patriotism and a rush to serve in the military characterized America when the U.S. entered World War I in 1917. Those who didn't enlist in hopes of fighting in Europe or tried to avoid the military draft were called slackers. At the time, baseball was by far the American Pastime. Dozens of Major League baseball players like Ty Cobb and Christy Mathewson did enlist. But some of the biggest names in the sport like Babe Ruth and Shoeless Jackson played in baseball leagues formed by Bethlehem Steel plants or shipyards. There were teams in Lebanon and Steelton and most of the best players joined teams in Pennsylvania and Delaware. A new book called Work. Fight. Or Play Ball – How Bethlehem Steel Helped Baseball's Stars Avoid World War I -- chronicles the industrial and shipyard leagues. Pulitzer Prize winning journalist and author William Ecenbarger was on The Spark Monday and talked about the history when the U.S. entered World War I,"There was something called the work or fight order. It was issued by the War Department. That was what we called the Pentagon back then. And it said that either you have to work in a central industry or be drafted in the armed forces. It affected any young men between 18 and 32. And, so, the essential entities were, farming. That was one, munitions plants and, steel mills and shipyards. So, that was one way to to get out of the draft was to work in one of those industries." A man by the name of Charles M. Schwab (not the investment and financial Charles Schwab) was the president of Bethlehem Steel, who formed a six-team baseball league where Bethlehem mills and a shipyard were located -- Bethlehem, Lebanon, Steelton, a plant near Boston, Sparrows Point near Baltimore and a shipyard in Wilmington, Delaware. Ecenberger indicated superstar Shoeless Joe Jackson of Chicago White Sox should have had a draft exemption but everything changed when Jackson's local draft board in Greenville, South Carolina classified him as 1A on the draft board,"In 1918, some of the major leaguers figured out that if they could get on one of those teams, they would be in a central industry and they would be exempt from the draft. And so there began a slight exodus. Shoeless Joe Jackson was deferred from the draft. He had a dependent wife. He had his mother who was dependent on him. He had two sisters who would depend on him. And three of his brothers were already in the military. But somehow his draft board rescinded his exemption, and he became 1A. And that's when he fled to the shipyard in Wilmington. And, so after that, the major leaguers said, well, if he can get drafted, anybody can get drafted. So, that really pushed the exodus to these teams." Reportedly, Jackson actually did some work while employed at the shipyard in addition to playing baseball. Ruth played one game for the Lebanon team while he was on the roster of the Boston Red Sox,"Babe Ruth's job title was Blueprints Messenger, and no one quite knew what that meant. But I've talked to people who who remember him at the steel mill, and, they said that he showed up in very expensive clothes, would hang around for a couple of hours, talked about baseball, and then walked out. And that was it. That was his work day." In its two years of existence, the Lebanon Bethlehem team won the championship the first year and Steelton the next. Dozens of major league and minor league players dotted the rosters of the Bethlehem Steel League. However many did get drafted or enlisted. Several were killed. The war and shortage of men actually changed baseball history. Ecenbarger said the Red Sox were short on outfielders and they knew Ruth, who was a very good pitcher at the time, could hit, so they moved him to the outfield. For Dad's Washington wine he brings the Horse Heaven Hills AVA wine. For his snacks he Brings the Philly cheese Steak sandwich from Brood and Barley. Dad couldn't decide which cheese would go best so he brought two; Humboldt Fog and Steelton. He also brought apples and Carmel dipping sauce. Josh brought the Velvet Devil Merlot for his wine. For his snacks he brought Toulouse sausage with caramelized onions., duck prosciutto, bresaola air dried beef, and an oatmeal and cranberry cookie. They have a great time eating and drinking these really overlooked Washington State wines.
