David discusses: Sustainable homes with Passivhaus accreditation are already seeing 5-10% increase in value above the market. His warning to our listeners is this, listen closely, an EPC takes 30 minutes to assess. It's the biggest investment most people will ever make, surely 30 minutes due diligence isn't enough when we are on the cusp of what will be the biggest shake up of the property market in our lifetime. David's team spend 3 days evaluating buildings for customers, its a small investment when you think of the risk. Buyers should educate themselves so they don't end up with re-work from a poorly thought through plan Quality Quality Quality!!! Insulation, you are better off having less and it installed properly, than a shed load badly. Air-tight, insulation doesn't work if the building is as draughty as a barn. Windows, you should be looking at triple-glazed because our climate is not right for double. Ventilation, an MVHR can recover well over 90% of the heat we would normally lose from a building using from ventilating, also filters the air and has heaps of health benefits. Would you like to wake in the morning feeling full of energy from breathing fresh circulated air? An EPC will tell you if it has insulation, but it won't tell you if it is insulated! Theres a high difference. Air-source heat pumps, amazing when installed in the right house, unfortunately, 99.99% of houses in the UK are not ready for them and they the owners bills and demand on the grid will rise NOT decrease. At this time they are a false eccomy. David recommend to look up the AECB and Passive House Trust if you are serious about making informed decisions in property investing. With the introduction of the Renters Reform Bill to Parliament on the 17th May 2023, this long awaited proposed legislation affecting the private rented sector in England moves closer to becoming law. The headline part of the bill has been the proposed abolishment of the so called “no fault eviction” known formally as the Section 21 notice. For Landlords who have initial concerns about the impact this may have, it is worth noting that the Section 21 Notice is not a commonly used tool for seeking possession. When used, it is primarily for reasons that are likely to be included in changes made to the Section 8 notice, such as needing to move back into the property or selling the property. There is no doubt though that the proposed changes are a shift from the current legislation in place. The main proposals in the bill include: Abolishing Section 21 notice evictions, which allow landlords to evict tenants without a reason. Reforming the Section 8 notice process, to expand and strengthen the grounds for repossession for the landlord Introducing a new type of tenancy agreement, which would give tenants more security Creating a landlords' register where all landlords must register themselves and their properties on a Property Portal A new Ombudsman covering all private landlords to improve dispute resolution Applying the Decent Homes Standard (DHS) to privately rented homes Changes to how and when rent increases can be implemented The Government has said the Bill “will introduce comprehensive, fair and efficient grounds to ensure landlords have confidence they can regain possession when it is reasonable. We will expedite landlords' ability to evict those who disrupt neighbourhoods through anti-social behaviour and introduce a new ground for persistent rent arrears” It is important to note that although this bill has been introduced to parliament it has not yet become law. At this time, we cannot confirm the date the Bill will become law. It must pass through both Houses of Parliament where amendments are expected to be made. The government does however plan to have the Bill pass into law in the lifetime of this Parliament, which is currently due to run to Dec 2024. MARIUS NEWS: The impact of coronavirus on the market: Banks call for freeze on UK housing market https://www.ft.com/content/c08ec3d9-079e-40ff-baae-11388c650f6c Coronavirus lockdown hits lenders’ ability to offer mortgages and evaluate properties Banks are pressing for a full suspension of the housing market after the UK government told buyers and sellers to delay transactions because of the coronavirus outbreak. In talks between lenders and ministers, banks have expressed concern about the impact of the pandemic on valuations. They are also concerned about granting credit when the economy is in freefall, according to senior bankers. The government has urged buyers and sellers to delay moving. It said no visitors were allowed into properties while the ‘stay-at-home’ measures were in force, including estate agents, surveyors or potential buyers. Lloyds Banking Group and Barclays, two of the UK’s biggest lenders, are temporarily pulling many of their mortgages. Lloyds has stopped offering mortgages or remortgages through brokers unless the customer has a deposit of at least 40 per cent of the value of the property. Laura Conduit, a property lawyer at Farrers, said: “The strict legal position is if you have exchanged and have a completion date, you must complete on that date. A two per cent stamp duty surcharge for non-resident homebuyers was announced by Chancellor Rishi Sunak in his Budget. Treasury forecasts predict a surge in buyers ahead of the April 2021 deadline with stamp duty receipts expected to increase by £250 million in the coming tax year before dropping by £355 million in 2021-22. They are then expected to pick up again in 2022-23, before holding at £105 million per year. The Chancellor said the money raised from this tax will be used to fund 6,000 new homes for homeless people. The new surcharge for overseas buyers is expected to affect 70,000 of the UK’s total 1.2 million annual property transactions, with most of the impact likely to be in London, the UK’s most international market. London’s upfront buying cost may have increased but, with some of the lowest owning costs and selling taxes, it still costs considerably less to be an overseas buyer than in Hong Kong, where overseas buyers pay an additional 33.3 per cent of the purchase price in tax. NEWS OF THE WEEK: Mansion Tax scrapped after PM vetoes the idea The government will not announce a Mansion Tax at next month’s Budget. Another unexpected statistic is that some 59 per cent of agents use portals as their primary marketing tool; suggesting the other 41 per cent do not. These are the findings of a major study conducted by Zoopla. It says that its recent State of the Property Nation survey - which involved speaking with 6,000 consumers and over 650 agents across the country - revealed that some 12 per cent of house hunters now using Facebook to browse for homes, a 50 per cent increase from the same time a year ago. It says that 53 per cent of the agents surveyed are also set to beef up their digital and email marketing with nearly two thirds also planning to make more use of social media. Email remains the communication method of choice for consumers, however, with the survey revealing that 47 per cent of those wanting homes to rent or buy set up email alerts via portals. Perhaps unsurprisingly, email alerts are most popular with Londoners where over six in 10 are signed up. Portals remain important to agents and house hunters alike with almost six in 10 of agents surveyed using them as their primary marketing tool. Amongst consumers, 77 per cent use portals to conduct their property search. The appeal has gone out from the Home Buying and Selling Group, which has drawn up an agreement and proposed it to the Government. The initial recommendation from the HBSG working group is that the agreement will be conditional upon the information available at the point of acceptance of offer and the buyer’s and seller’s circumstances. Both parties will be expected to pay a commitment deposit which they may lose if they breach the terms of the agreement. Any deposit monies paid will be protected by an arbitration process. However, while the Government has expressed interest in such agreements in the interests of speeding up and securing transactions, both the industry and consumers appear to be split on whether reservation agreements will be successful. They are already successfully used with existing homes sales and purchases by some agents and also in the new homes industry. Those that use them believe they improve the process and that they do save consumers time and money.
