Running a business in Ireland is expensive. Energy bills are one of the biggest overheads for businesses across the country, and the building you operate from has more impact on those bills than most business owners realise. New research from Procure.ie analysed at 80,526 non-domestic building energy ratings (BER) published by the Central Statistics Office (CSO), which measures the energy performance of commercial and public buildings such as offices and warehouses across Ireland between 2009 and 2025, to find out which counties are leading the way. Counties were then ranked by how many of their buildings achieved an A rating, the highest score a building can get. Kildare came out on top by a landslide, with 7% of its buildings (235 out of 3,355) rated A. That's almost double the national average of 3.6%. The county has become a hub for modern, energy-efficient commercial development, with planners recently approving a €3 billion data-centre campus by Herbata at Naas, and Kildare's pharma and semiconductor sites being built to high standards. Three counties share second place, each with 5% of their commercial buildings A-rated. County Dublin leads the trio with 296 out of 5,915 buildings achieving an A rating. Meath follows with 134 out of 2,672 buildings A-rated. The new 21,000 sq ft Thrive Centre of Business Excellence opened in September 2025, offering dedicated climate action services and adding to the county's growing reputation for energy-smart business. Westmeath completes the joint second-place trio, also at 5% (84 out of 1,684 buildings). In September 2025, Westmeath County Council signed contracts to upgrade its three biggest buildings (Áras an Chontae in Mullingar, the Civic Centre in Athlone, and Athlone Regional Sports Centre) to high energy-efficiency standards. Ballymore Group has also announced plans for a new sustainable town in Athlone, designed for 100,000 residents by 2040, with 90% of its energy coming from renewables. Longford (4.1%) and Laois (4%) rank in third and fourth place respectively, showing that even smaller counties can make a massive impact. Longford County Council received €793,822 from the EU Just Transition Fund to develop the Longford Enterprise and Energy Centre, and Laois County Council recently signed a multi-million-euro funding agreement with the Sustainable Energy Authority of Ireland (SEAI) to retrofit buildings across the Midlands. The Rebel County rounds out the top five, with 291 out of 7,263 commercial buildings achieving an A rating. Cork has more commercial buildings in this dataset than any county outside Dublin, and it is one of Ireland's biggest business counties for a reason. Pharma, tech, and manufacturing companies have all planted roots there. At the other end of the list, Limerick City has the highest proportion of G-rated commercial buildings in the country at 17%, making it the worst-performing county in Ireland. Kilkenny and Sligo are not far behind at 16%, with Louth and Monaghan following at 14%. A lot of this comes down to older heritage buildings and ageing warehouses along the Dublin-Belfast route. Researchers from Trinity and the ADAPT Research Ireland Centre for AI-Driven Digital Content Technology are leading a newly funded project to transform how AI is integrated into mobile and wireless communication systems. The NAIRA project (Native AI for Energy Efficient and Sustainable Radio Access Networks) is a pioneering initiative that envisions a new generation of intelligent, energy-aware networks capable of learning, adapting, and optimising themselves in real time. At its core, NAIRA seeks to embed AI natively within the very architecture of the Radio Access Network (RAN), moving beyond traditional approaches where AI operates as an external optimisation tool. This shift introduces Agentic AI, a new class of autonomous, goal-driven agents that can make local and collective decisions across the network. By doing so, NAIRA will enable networks that can autonomously reconfigure and optimise, while dynamically balancing energy efficiency, service quality, and operational cost. The three-year project, funded for €2.5 million via Call 7 of the Disruptive Technologies Innovation Fund (DTIF), will be coordinated by Prof. Marco Ruffini from Trinity's School of Computer Science and Statistics and ADAPT, and his co-PI, Dr Merim Dzaferagic. Industry partners include Dell Technologies, Red Hat Ltd., Intel Research and Development Ireland Ltd., Software Research Systems Ltd., and Tyndall National Institute. Prof. Marco Ruffini said: "NAIRA responds to the rapidly growing energy consumption of communication infrastructures, which is one of the most pressing global challenges - both from a logistical and sustainability perspective." A new policy paper from NexSys, an all-island, multidisciplinary energy research programme, has highlighted that the current standards for ventilation in energy-efficient homes in Ireland do not always support healthy indoor air quality. 'As part of Ireland's commitment to a sustainable future, there is a big focus on building energy-efficient homes and promoting deep retrofitting of existing premises to increase their energy efficiency,' says lead author Dr Divyanshu Sood, a Senior Energy Systems Researcher at the UCD Energy Institute. 'Energy efficiency in buildings is important for sustainability, but we need to ensure that the air quality inside the house is both comfortable and healthy for the people in those buildings.' Poor indoor air quality is associated with an increased risk of respiratory symptoms and potential cardiovascular problems, as defined by the World Health Organisation. The NexSys policy paper draws from a study of nine energy-efficient homes in Ireland with natural ventilation. The study showed a buildup of carbon dioxide, volatile organic compounds and particulate matter in living rooms, kitchens and bedrooms as a consequence of people living and cooking in the houses without an adequate supply of air. The paper makes policy recommendations to improve indoor air quality in energy-efficient homes, including allowing for mechanical ventilation and making occupants more aware of the need to open windows and doors and ventilate living areas. 'While current building standards meet energy-efficiency requirements, they do not explicitly require indoor air quality to be considered in design. They assume compliant ventilation will dilute pollutants, and do not account for how occupants' everyday activities can affect air quality,' says Dr Sood. 'The standards work on paper, but our study shows that once people move in and carry out everyday activities - such as cooking, burning scented candles, or using sprays - inadequate ventilation often has a negative impact on indoor air quality over time,' says Dr Ibrahim. The new policy paper summarises research conducted as part of the ALIVE project in the University of Galway and University College Dublin. The ALIVE project tracked air quality, energy usage and user behaviour in nine houses that had been newly built and complied with energy standards, achieving A2 or A3 BER ratings. Each home was occupied by adults and children. The new policy paper outlines several policy recommendations that are needed to address the potential impact of current energy-efficiency standards on indoor air quality. They include changing how indoor air quality is monitored to ensure safety, combining natural and mechanical ventilation to improve air switching and indoor air quality, and house occupants being made aware of the importance of opening windows to improve indoor air quality. "Opening a small window may noticeably affect indoor temperature, but it can greatly improve air quality. Our study found that when occupants recognise poor air quality and understand ventilation in airtight homes, they take timely actions that swiftly dilute built-up pollutants, as shown by several 'shining example' houses", says Dr Ibrahim. "Summer overheating is another significant challenge highlighted by our study, where factors such as inadequate ventilation, poor building orientation, and limited shading can increase the risk of indoor overheating", says Dr Sood. 'This is an opportunity to improve the health and living standards of people living and working in energy-efficient buildings,' says Dr Sood. In the meantime, Dr Sood suggests that people living in energy-efficient homes can improve indoor air quality by opening windows to bring fresh air in. Building an energy efficient house that is affordable! Raised on the Monterey Peninsula (California), Larry Weingarten has been self-employed most of his working life. He got his general contractor's license in 1982. Hot water has been an interest in its many forms, so Larry has been a member of the National Association of Corrosion Engineers (NACE) and The American Society of Heating, Refrigeration, and Air-Conditioning Engineers (ASHRAE). In 1992, he and his wife completed the Water Heater Workbook. He has written articles on water heating and energy for various trade journals and has taught about these topics for PG&E, California State Parks, Affordable Comfort and others. Larry finished building an off-grid home in 2006 which was designed to be very efficient, comfortable and inexpensive. It was the 13th home to meet the '1000 Home Challenge', a competition for creating super-efficient homes. With over 50 years of dealing with man-made things and their makers, he has come to believe that self-sufficiency is an important goal to work towards.
