Boone County's presiding commissioner says Proposition L is needed to fund a new county jail. Presiding Commissioner Kip Kendrick joined host Mike Murphy for the hour Saturday morning on 939 the Eagle's “CEO Roundtable.” Mike and Commissioner Kendrick tackled several topics, including the jail, Proposition L, the county budget, the purchase of an animal hospital and Boone Health and Boone Hospital. Commissioner Kendrick and Boone County Sheriff Dwayne Carey support Proposition L, which will be on your November ballot in Columbia/Boone County. Proposition L calls for adding three-eighths-of a cent to the county's current one-eighth cent law enforcement sales tax to fund a new county jail. Commissioner Kendrick tells listeners that the county spent $2.56 million in 2025 housing inmates in other counties. For the first half of 2026, that cost is $2.12 million, according to Kendrick. Commissioner Kendrick was elected presiding commissioner in 2022 and is unopposed for re-election in November:

We are all exposed to leadership lessons throughout our lives, yet most of the time we don't even realise it. As children, adults were the authority figures and we simply accepted that they were in charge. In sport, perhaps we became team captain or perhaps we didn't, but we weren't analysing what successful leadership actually meant. At university, we may have taken responsibility for a club or activity without consciously thinking about the intricacies of leading people. Then we enter the workforce and everything changes. Suddenly there are hierarchies, different levels of responsibility and designated leadership positions. Eventually we may be promoted into one of them. The interesting question is: who actually taught us how to lead? For many leaders, the answer is nobody. Why are so many people promoted into leadership without being taught how to lead? Organisations frequently promote people because they are successful at their existing jobs, then expect them to work out leadership for themselves. The responsibilities change dramatically, but structured leadership development doesn't necessarily arrive with the promotion. We enter companies at junior levels and gradually accumulate experience and successes. Eventually we are trusted with a project, then perhaps a small team and later a whole section. Suddenly we are responsible for other people's performance. Yet we may never have received any leadership training. We are somehow expected to know how to motivate people, communicate expectations, delegate work, handle mistakes, make decisions and develop team members simply because somebody changed our job title. That is quite an assumption. Being technically good at your job and being good at leading other people are completely different skill sets. Do now: Before promoting someone into leadership, ask what specific preparation they have received for actually leading people. Where do new leaders learn their leadership behaviours? Most new leaders unconsciously assemble their leadership style from people they have observed throughout their lives. Parents, teachers, sports coaches, classmates and previous bosses all become part of an informal leadership education. The problem is that we probably weren't consciously studying these people. We simply absorbed their behaviour. A boss who micromanaged everything may have taught us that leaders should control people closely. Another boss may have demonstrated trust and delegation. A sports coach may have taught us about discipline, while a teacher showed us encouragement. Eventually we cobble these influences together into our own disparate, idiosyncratic form of leadership. There may be some excellent components in there. There may also be some terrible ones. Most importantly, there is no guarantee that our collection of inherited leadership behaviours contains everything we actually need. Do now: Examine where your assumptions about leadership came from and decide which behaviours deserve to be retained, changed or discarded. When does a manager become a serious student of leadership? The turning point comes when leaders realise that trial and error isn't enough and consciously decide to study leadership as a professional discipline. This creates a major dividing line between leaders. Some simply keep going. They rely on experience, instinct and whatever leadership behaviours they have accumulated. They make mistakes, adjust and try again. Their organisation may reinforce this approach by refusing to invest in leadership development and expecting managers to work everything out themselves. Others eventually realise there is much more to leadership than they originally imagined. They start searching. They read books. They watch videos. They listen to podcasts. They study successful leaders and begin looking for structured approaches to the challenges they encounter. That change in mindset is critical. The leader stops thinking, "I should already know this," and starts asking, "What do I still need to learn?" Do now: Treat leadership development as an ongoing professional responsibility rather than something you were supposed to magically acquire when you were promoted. Can leaders teach themselves using books, podcasts and online content? Today's leaders have extraordinary access to leadership knowledge, so there is little excuse for relying entirely on trial and error. Books, podcasts, videos, articles and online resources make leadership ideas more accessible than at any previous point. I am part of that content creator army myself. I produce podcasts, articles, social media content and books on business, selling and leading in Japan. The broader point is that aspiring leaders can now access enormous amounts of leadership information. The challenge is no longer finding information. It is selecting useful information and then actually applying it. Reading twenty books on delegation doesn't automatically make you good at delegating. Listening to a podcast on coaching doesn't mean you can conduct an effective coaching conversation tomorrow morning. Self-study is valuable, but knowledge has to be converted into behaviour. Do now: Build leadership learning into your routine, but always ask how you will apply each useful idea to a real situation with your team. Why do leaders need practical training as well as executive education? Strategic executive education and practical leadership training solve different problems, and effective leaders need both perspectives. One helps you fly the plane at 30,000 feet; the other helps you deal with the mud and the blood of everyday leadership. I have been fortunate to attend executive courses at Harvard, Stanford and INSEAD business schools. These were great experiences and valuable opportunities to examine business and leadership from a broad strategic perspective. But leaders also need immediately implementable skills. How do you encourage innovation? How do you communicate effectively? How do you plan? How do you handle mistakes? How do you delegate? How do you make decisions? How do you conduct performance reviews? How do you coach and develop people? These are not abstract leadership concepts. They are the nuts and bolts of the job. Do now: Balance high-level strategic development with practical training that improves what you actually do with your people every day. Why is practical leadership training so valuable? Practical leadership training is powerful because participants apply broad structures to their own real-world challenges rather than merely analysing somebody else's case study. University and business school case studies can be fascinating. They expose us to complex situations and force us to analyse how other organisations and leaders responded. The difficulty is translating somebody else's case into your daily reality. Practical leadership programmes can reverse the process. Instead of giving everyone the same case, they provide frameworks and structures and ask participants to apply them to their own situations. Two leaders from the same company and industry may therefore produce completely different answers because each is dealing with a different leadership reality. There is another benefit: your classmates. Their successes, failures and experiences provide ideas you may never have considered. Leadership development becomes a shared learning process rather than an isolated intellectual exercise. Do now: Choose leadership development that forces you to apply concepts immediately to the actual people and situations you are responsible for leading. The Best Leaders Never Stop Being Leadership Students Leadership isn't automatically bestowed on us when we receive a new title. The promotion may give us authority. It may give us a larger salary, a bigger office or a more impressive business card. None of those things guarantees we know how to lead. Most of us begin with an improvised leadership model assembled from the people we have observed throughout our lives. We then add our own successes, mistakes and experiences. That can take us some distance. But modern business is too complex to rely indefinitely on trial and error. At some point, every serious leader has to become a serious student of leadership. Read the books. Listen to the podcasts. Watch the videos. Study other leaders. Learn from colleagues. Seek out teachers. Take practical courses. Examine your own behaviour and constantly ask what you could be doing better. And don't restrict your development to theory. Learn how to communicate, delegate, innovate, coach, plan, make decisions, conduct performance reviews, handle mistakes and develop people. These are the daily realities of leadership. The title "leader" may have been given to you by the organisation. Actually becoming one is your responsibility. When the leadership student is ready, the teacher appears. Police in Durban have arrested a 46-year-old suspected serial rapist accused of raping 16 women between 2014 and 2025. The suspect allegedly targeted women in Cato Manor, as well as victims in Plessislaer and Taylor’s Halt. Police say he followed women from taverns to their homes, where he allegedly raped and robbed them. In some cases, he allegedly broke into homes and raped women at knifepoint. Investigators linked the cases through DNA evidence and identified a common modus operandi. The show details viewing techniques for globular and open clusters—highlighting targets like the egg-shaped globular M19, the historical Ptolemy's Cluster (M7), and the beginner-friendly M23. Additionally, they explore iconic Milky Way nebulae, including the active star-forming Lagoon Nebula (M8) and the nearby Trifid Nebula (M20) with its distinctive three-lobed dark dust lanes.   1. M10 & M12 (Globular Clusters in Ophiuchus) - Binoculars: Sweeping through central Ophiuchus reveals these two bright globulars in the same binocular field. They appear as soft, distinct bluishgray spheres. - Telescope: In an 8-inch telescope, M12 resolves well into individual stars across its core, while M10 appears somewhat more tightly packed, brighter toward the center, and slightly fuzzier at the edges. - Compare the two side-by-side: Despite being located near each other in our sky, M12 has lost a significant portion of its lower-mass stars due to repeated passages through the Milky Way's dense galactic disk.   2. M107 (Globular Cluster in Ophiuchus) - Binoculars: A challenging target for binoculars; requires dark skies and averted vision to spot as a minute, faint smudge. - Telescope: Small-to-medium telescopes reveal a delicate, somewhat un-concentrated patch of light with a loose core. - M107 contains noticeable dark dust lanes or obscuring regions, which is relatively rare for a globular cluster, giving it a unique visual texture in medium-to-large scopes.   3. M9 (Globular Cluster in Ophiuchus) - Binoculars: Similar in scale to M107, though slightly brighter and easier to catch in 10x50s on a clear night. - Telescope: Small scopes show a bright, unresolved central nucleus surrounded by a faint, grainy halo. - M9 is located remarkably close to the Galactic Centre—only about 5,500 light-years away from it. It lies near dark nebulae like Barnard 64, making the surrounding starfield visually compelling.   4. M19 & M62 (Globular Clusters in Ophiuchus) - Binoculars: Separated by about 4 degrees, both fit easily into a standard binocular field of view south of M10/M12. They look like round, soft patches brightening toward their centers, with M19 appearing noticeably brighter. - Telescope: Smaller telescopes show compact, fuzzy disks. Moderate magnification begins resolving outer stars on both. - M19 is famous for being one of the most distinctly oblate (egg-shaped) globular clusters known, likely due to tidal forces from its proximity to the galactic core. - M62 has an asymmetric core, heavily deformed by galactic tidal forces, and hosts a rich population of millisecond pulsars.   5. M6 (The Butterfly Cluster) & M7 (Ptolemy's Cluster) Scorpius - Naked Eye: Both are bright and obvious to the naked eye under dark skies near the "stinger" of Scorpius. - Binoculars: Binoculars provide the absolute best view. Both clusters fit together in a wide 10x50 field. M7 is larger and brighter; M6 displays a striking butterfly-like star arrangement. - M7 is one of the oldest recorded deep-sky objects, noted by Ptolemy in 130 AD. - The orange giant star BM Scorpii, which sits on the wing of the "Butterfly" in M6 and adds a nice pop of stellar color contrast.   6. M8 (The Lagoon Nebula) Sagittarius - Naked Eye: Appears as a distinct, hazy patch in the Milky Way band above Scorpius. - Binoculars: Shows as a huge, glowing oval patch—larger than the full Moon—with several bright stars embedded within it. - Telescope / Filters: A UHC or O-III filter enhances the dark dust lane ("the lagoon") bisecting the bright nebulosity. - M8 is an active star-forming region containing Bok globules (collapsing clouds of protostellar gas) and the famous "Hourglass Nebula" region at its core.   7. M20 (The Trifid Nebula) Sagittarius - Binoculars: Located just 1.4 degrees northwest of M8. Appears as a faint, ghostly glow surrounding a central triple/multiple star system. - Telescope: Medium scopes under dark skies reveal the dark dust lanes splitting the bright emission portion into three distinct lobes. - M20 is a rare "triple threat" nebula containing an emission nebula (red in photos), a reflection nebula (blue in photos), and a dark dust lane network (Barnard 85) that gives it its name.   8. M21 (Open Cluster) Sagittarius - Binoculars: Situated right next to M20. Appears as a small, compact, bright knot of stars. - Telescope: Low-power views easily resolve 20–30 stars packed tightly together. - The "Trifid Trio": In wide-field eyepieces or binoculars, you can view M8, M20, and M21 all in a single field of view, offering one of the most spectacular Milky Way vistas available to visual observers.   9. M23 (Open Cluster) Sagittarius - Telescope: Low magnification is key. Small telescopes easily resolve over 80–100 stars spread across a wide field in subtle arc-like patterns. - M23 sits against a rich background Milky Way star field, making low-power wide-field views ideal. In other unpleasant news, the FBI raided Eric Swalwell's home and took his phone and computer as part of an investigation into his relationship with suspected Chinese spy Christine Fang, because some people really do make it too easy. The USS Abraham Lincoln was finally relieved of its nine-month deployment and is heading back to San Diego — a direct result of its crew publicly threatening to take their own lives. The publisher of Stars and Stripes announced his retirement citing "fundamental differences" with Hegseth's Pentagon, one week after the publication broke the Abraham Lincoln story, so do what you will with that information. Meanwhile, North Korea fired ballistic missiles hours after Kim Jong Un's sister dismissed Trump's requests for a diplomatic meeting and denied they'd even been in contact, which is a remarkable response to throwing South Korea under the bus for nothing. Russia flew a naval drone into Romanian airspace, which Romanian jets destroyed, and the EU Commission president called it hybrid warfare without naming Russia, which is the diplomatic equivalent of a strongly worded letter. And Trump is fighting to build a ballroom at his golf course in the Irish village of Doonbeg, where his only obstacle is a local hermit with no phone or social media who has blocked thousands of development projects across Ireland purely for sport.
