During this week's episode of NAPS Chat, House Committee on Oversight and Reform Senior Policy Advisor and Parliamentarian Ethan Van Ness, joins Bob to discuss this past Tuesday's landslide 342-92 vote in favor of H.R. 3076, the Postal Service Reform Act of 2022. In addition, Ethan chats about how Committee Chairwoman Carolyn Maloney (D-NY) and Ranking Republican James Comer (R-KY), along with their Senate counterparts, collaborated on specific elements of the measure to promote its passage. The House-passed H.R. 3076 could be considered by the full Senate as early next week, because on Thursday, Senate Majority Leader Chuck Schumer (D-NY) filed a cloture petition, alerting Senators a cloture vote on the bill would come up at 5:30 PM EST on Monday. Invoking cloture clears the way for debate and a vote later in the week. Passage of a cloture vote requires 60 "Yes" votes.

Our featured “Buen Hombre” this week is none other than Ethan van Thillo of the Digital Gym Cinema, the Media Arts Center San Diego, the San Diego Latino Film Festival, the Teen Producers Project, Tu Cine, Frontera Film Makers, Little Saigon Stories and numerous other San Diego local art/media initiatives that bring diverse and often overlooked segments of our San Diego communities to to independent films and film production.  Ethan van Thillo is Founder and Executive Director of the DigitaMedia Arts Center San Diego. Since 1989, he has been working in media arts field programming Latino film festivals for the University of California, Santa Cruz, Cine Acción in San Francisco, Cine Estudiantil at the University of California San Diego, and the National Latino Communications Center in Los Angeles. Ethan has curated 100s of programs at festivals and/or special events in 45 libraries across California, Mexico City, Morelia, Las Cruces, Nuevo Laredo, San Antonio, Tijuana, Sacramento, and San Diego. In 1995, Ethan transformed the Cine Estudiantil into the San Diego Latino Film Festival. In 1999, to broaden the scope of the festival following four successful years, Ethan established the non-profit Media Arts Center San Diego in 1999. With Halloween right around the corner, we felt it's as timely as ever to revisit this episode from earlier this year. Sometimes, the scariest thing is what you don’t see onscreen. It’s a lesson taken to heart by the folks behind two of the best horror projects of the first half of 2018 — the AMC miniseries The Terror and the gigantic hit movie A Quiet Place. In this special horror showcase episode, Todd talks to Soo Hugh and David Kajganich, the showrunners and head writers of The Terror; and then with Erik Aadahl and Ethan Van der Ryn, the sound designers of A Quiet Place. All four talk about how to build horror unconventionally — The Terror by starting from a real, historical event that didn’t actually involve supernatural interference (though the TV show adds a fearsome creature to chow down on stranded sailors) and A Quiet Place by stripping out almost all spoken dialogue. This week we have two interviews with people who have 'horror' based project out right now.The first interview is with Aaron Martin, creator of the horror anthology series 'Slasher', which returns to Pick TV for its 2nd Season titled 'Slasher: Guilty Party' on Tuesday, 1st May 2018 at 10pm. Inspired by those 80’s & 90’s slasher movies, the show is every inch a teen slasher fest with some very inventive and violent deaths. We got to chat with Aaron on the phone to talk a bit about the show and his inspirations behind it. Aaron has previously worked on shows such as 'Being Erica', 'Degrassi: The Next Generation', 'Killjoys' and 'Saving Hope'.The second interview is with Ethan Van der Ryn and Erik Amdahl of E² Sound, the supervising sound editors for horror movie 'A Quiet Place', which is in UK Cinemas right now. Because the premise of John Krasinski and Emily Blunt’s horror film debut is, “if they hear you, they hunt you,” Ethan and Erik’s jobs were crucial in immersing the audience in this thriller. The lack of dialogue in the movie makes each sound an integral part of building suspense and amplifying terror. We chat about working with composer Marco Beltrami, the challenges of working on the film, and what their job entailed.Together Ethan & Erik have garnered 7 Oscar nominations and 2 wins ('King Kong' and 'The Lord of the Rings: The Two Towers').
