Il décrit l'ampleur des besoins, particulièrement en Ituri. RFI : Vous venez d'arriver. Qu'avez-vous sur place ? Florent Uzzeni : J'ai vu beaucoup d'acteurs qui sont ici pour apporter leur aide. J'ai vu une coordination qui se met en place par le ministère de la Santé, par l'Organisation mondiale de la Santé (OMS). Mais concrètement, il n'y a pas encore d'action très efficace sur le terrain. L'Ituri est éloignée. C'est long avant de pouvoir acheminer du matériel et des ressources humaines. Il y a une volonté que les choses changent, mais il reste encore beaucoup de travail à faire. Quand vous dites qu'il reste beaucoup de travail à faire, que manque-t-il concrètement ? L'exemple le plus frappant, c'est qu'aujourd'hui, dans Bunia, il n'y a plus de place dans les différents isolements des structures de santé. C'est-à-dire que si quelqu'un pense avoir Ebola ou a des symptômes, il ne peut pas être accueilli dans les hôpitaux, dans les centres de santé puisque tout est plein. Une des urgences est de mettre en place des centres de traitement, de pouvoir tester les malades qui sont suspects pour soit les prendre en charge dans le centre, soit les renvoyer chez eux, les libérer. C'est un problème majeur aujourd'hui sur Bunia, sur Mungwalu. Quand vous parlez de centres qui sont pleins aujourd'hui, de quel centre parlez-vous ? Il n'y a plus de place pour en accueillir de nouveaux. Parlons de Mungwalu. Quelle y est la situation actuellement ? La situation à Mungwalu est tout aussi catastrophique, dans le sens où le centre qui pourrait accueillir ces patients est plein, et donc les malades restent dans la communauté au risque d'en infecter d'autres. C'est toute notre urgence et tout le travail que l'on essaie de faire avec le ministère de la Santé pour rapidement augmenter la capacité d'isolement des patients Ebola. Combien de patients Ebola sont aujourd'hui à l'hôpital général de Mungwalu ? Aujourd'hui, il y a 24 patients hospitalisés dans ce centre. Les chiffres fluctuent régulièrement, mais clairement, il y a un besoin d'augmenter, de doubler, de tripler la capacité de prise en charge des patients ayant la souche « Bundibugyo » d'Ebola. Les cas suspects ont aussi besoin d'être hospitalisés dans un isolement spécifique. Nous avons aussi ce problème que les tests prennent énormément de temps avant d'être acheminés à Bunia, d'être traités. Les patients occupent des places d'isolement pendant longtemps avant que l'on puisse confirmer ou infirmer leur statut sérologique et donc qu'ils soient, ou non, malades de la souche « Bundibugyo » d'Ebola.  Combien de temps faut-il attendre pour que les tests quittent Mungwalu pour arriver à Bunia? Il faut attendre plusieurs jours avant que les tests soient faits. C'est quelque chose de commun en tout début d'épidémie. Maintenant, les choses s'accélèrent et on espère que, d'ici à la fin de la semaine, le processus sera en place pour que l'on ait des résultats en moins de 24 heures, ce qui n'est pas le cas aujourd'hui. Il y a également deux signalements à Fataki. Selon nos informations, MSF déploie également des équipes pour des cas suspects. Nous avons des équipes qui travaillent depuis des mois dans le camp de réfugiés de Fataki, un immense camp de plus de 65 000 personnes. Nos équipes, avec celles du ministère de la Santé, ont participé à la prise en charge de cas très suspects de la souche « Bundibugyo » d'Ebola. Malheureusement, un cas est décédé. Actuellement, nous faisons le suivi des contacts pour vérifier si les patients, les personnes qui ont été en contact avec ce cas, développent des symptômes ou non. Nous avons monté un petit isolement pour potentiellement pouvoir prendre en charge les cas suspects. Nous appelons tous les acteurs à ne pas oublier les besoins de la communauté qui ne sont pas que liés à la souche « Bundibugyo » d'Ebola. Vous avez toujours des femmes enceintes qui ont besoin de soins, des enfants qui ont besoin de vaccination, des cas de paludisme qui doivent être traités. La Radiobox, un studio de radio mobile « tout-en-un » conçu par l'ONG Making Waves, est devenue un outil de sensibilisation déployé à grande échelle par la Croix-Rouge française dans ses missions, notamment en Afrique (Guinée, Tchad, Cameroun). En février 2020, dans L'atelier des médias, était présenté un prototype d'un objet appelé Radiobox. Alexandre Plank, réalisateur radio de métier, racontait avoir travaillé avec l'ONG Radio Sans Frontières au Kurdistan irakien au moment de la bataille de Mossoul, en 2016-2017. Pour lui, « l'intuition première de la Radiobox elle vient (...) de voir l'ennui de gens éloignés de leur famille, éloignés de leur ville et n'ayant pas la possibilité de faire quoi que ce soit ». Le succès reposerait sur la simplicité : « Si on arrivait à simplifier le dispositif radiophonique, les gens l'utiliseraient. » Le défi technique était de créer un objet robuste et accessible. Il a été relevé par le technicien et bidouilleur Anthony Capelli. Aujourd'hui, la version 4 de la Radiobox tient dans un sac à dos et fonctionne sur batterie.  La Radiobox au service de la santé communautaire Pour la Croix-Rouge française, cet objet est une solution « low-tech » idéale pour les zones reculées. Loïc Judeau, référent technique santé aux opérations internationales de cette assocation, a immédiatement été séduit par cet outil qui « est extrêmement simple et qu'un enfant de 6 ans en quelques minutes peut mettre en œuvre ». Déployée d'abord au Tchad puis en Guinée, la Radiobox permet de transformer des séances de sensibilisation classiques en véritables événements communautaires. L'efficacité est au rendez-vous. Des études d'impact menées par la Croix-Rouge montrent que 91 % des auditeurs au Tchad déclarent avoir changé positivement leur comportement de santé après une émission. Pour Loïc Judeau, la force du dispositif réside dans l'horizontalité de la parole : « C'est plus efficace que les moyens de sensibilisation traditionnels parce qu'on reprend le système de pairs-aidants. C'est la maman qui va témoigner, c'est le patient qui va venir témoigner et donc forcément ça va beaucoup plus parler à la communauté. » Briser les réticences : l'exemple du Dr Ousmane en Guinée En République de Guinée, le Docteur Ousmane Camara utilise la Radiobox pour des campagnes de vaccination ou la prévention de maladies. Pour ce médecin-animateur radio, l'outil a changé la donne dans les villages où la couverture radio est inexistante. « C'est un outil qui favorise activement la résilience des parties prenantes », explique-t-il, précisant que la Radiobox aide à « casser les réticences, donner la parole, permettre à ceux qui sont les plus réticents dans les activités communautaires à s'approcher ». L'impact va au-delà du moment de l'émission en public. Les contenus sont enregistrés et diffusés via WhatsApp ou YouTube, créant une viralité positive. Le Docteur Ousmane souligne que cette approche a « beaucoup permis cette amélioration dans la communication avec les bénéficiaires au niveau communautaire ». De l'urgence humanitaire au podcast pédagogique Au-delà de la sensibilisation, la Radiobox s'invite dans les situations d'urgence, comme lors du passage du cyclone Chido à Mayotte, pour donner la parole aux victimes. La Croix-Rouge explore également de nouveaux formats, comme le podcast Ça décale, qui plonge l'auditeur dans la tête des secouristes lors d'interventions d'urgence. Qu'il s'agisse de former des ambassadeurs ou de mener des projets de « démocratie sonore » en Seine-Saint-Denis – comme l'explique Alexandre Plank en fin d'émission –, la Radiobox prouve que la radio, loin d'être reléguée au passé, reste l'un des moyens les plus puissants pour restaurer le lien humain là où il est le plus fragile.

En République démocratique du Congo (RDC), « le pouvoir prépare un braquage constitutionnel », déclare l'un des principaux leaders de l'opposition. Vendredi dernier, le premier vice-président de l'Assemblée nationale, Isaac Jean-Claude Tshilumbayi Musawu, disait sur RFI vouloir changer la Constitution pour résoudre un certain nombre de problèmes avant la prochaine élection présidentielle de décembre 2028. L'ancien ministre Olivier Kamitatu réagit ce mardi 28 avril. Il est l'un des pères de la Constitution de 2006, actuellement en vigueur. C'est aussi le porte-parole de l'opposant Moïse Katumbi, qui est arrivé officiellement deuxième à la dernière présidentielle. Il répond aux questions de Christophe Boisbouvier. RFI : Olivier Kamitatu, « il faut changer la Constitution, notamment pour mieux répartir les compétences entre l'État central et les provinces » dit le premier vice-président de l'Assemblée nationale. Qu'est-ce que vous en pensez ?   Olivier Kamitatu : tout ce qu'il faut dire, c'est un monument de contrevérités, un véritable catalogue de mensonges et je dirais même une leçon d'hypocrisie. Parce qu'en réalité, les problèmes institutionnels qu'il a relevés, l'élection des sénateurs, les compétences des provinces, la gouvernance locale, seraient bloqués par l'article 220. C'est juridiquement faux et manifestement de très mauvaise foi. L'article 220, effectivement, protège un nombre limité et précis de dispositions qui sont intangibles, parmi lesquelles la forme républicaine de l'État, le suffrage universel, le nombre et la durée des mandats présidentiels. Mais il ne protège nullement le mode d'élection des sénateurs ni les compétences des gouverneurs. Ces matières relèvent des lois organiques que le Parlement peut modifier à la majorité absolue sans toucher à un seul mot de la Constitution. Cette manipulation est d'autant plus grossière que monsieur Jean-Claude Tshilumbayi sait pertinemment que la vraie disposition intangible qui les embarrasse, c'est l'alinéa 2 de l'article 220, celui qui interdit formellement toute révision portant sur la limitation du nombre des mandats présidentiels. C'est cela et cela seul qu'ils veulent supprimer.   Alors le premier vice-président ne dément pas que cette nouvelle Constitution pourrait permettre à Félix Tshisekedi de briguer un troisième mandat, mais il dit que c'est le vœu de la population et que même à Kinshasa, qui vote plutôt pour l'opposition, les gens ont dit oui à un troisième mandat, quand le président a félicité les footballeurs congolais pour leur qualification à la Coupe du monde.   Écoutez, cet argument fait rire. Aucune démocratie sérieuse ne peut confondre l'acclamation des stades avec une délibération citoyenne. Là, monsieur Jean-Claude Tshilumbayi a touché véritablement à une indignité politique. Ce qu'on a entendu, effectivement, un petit nombre dans ce stade disait oui, allez, troisième mandat. « Tina trois » jusqu'au troisième. Et d'autres scandaient « Tina, Sénat » jusqu'au Sénat. Parce que finalement, après son mandat, il doit aller au Sénat, y dormir et y passer le reste de sa vie. C'est ça que les Congolais ont demandé au stade de Kinshasa.   Alors vous parlez d'indignité politique, mais concrètement Olivier Kamitatu, qu'est-ce que vous pouvez faire pour empêcher le pouvoir congolais actuel de changer la Constitution par un vote du Congrès par exemple, vu que l'UDPS y dispose d'une majorité écrasante à l'Assemblée nationale comme au Sénat ?   Écoutez, la même Constitution nous fait le devoir de nous opposer à un braquage constitutionnel, parce que c'est à cela qu'on assiste aujourd'hui. L'article 64 de la Constitution nous dit bien que tout Congolais a le devoir de faire échec à tout individu ou groupe d'individus qui prend le pouvoir par la force ou qui l'exerce en violation de la loi et de la Constitution. Ce que nous avons réussi il y a dix ans, et bien pour le Congo, nous le réussirons aujourd'hui contre ceux qui veulent faire ce braquage constitutionnel.   Ce que vous avez réussi il y a dix ans, c'est-à-dire ?   C'est-à-dire qu'il y a dix ans, il y avait exactement les mêmes velléités de vouloir changer la Constitution pour rester au pouvoir. Et c'est là où on doit s'élever contre le cynisme absolu de l'UDPS. Parce que, il y a dix ans, des jeunes Congolais sont descendus dans les rues de Kinshasa pour défendre exactement ce que Jean-Claude Tshilumbayi est en train de détruire : la limitation des mandats, le respect de la Constitution, le refus du glissement. Ces jeunes gens, je vous le rappelle, ils s'appelaient Rossy Mukendi Tshimanga, Thérèse Kapangala. Ils avaient pour eux leur jeunesse, leur courage, leur foi dans une Constitution que l'UDPS leur avait appris à considérer comme un bien sacré. Nous avions demandé à cette jeunesse de se lever pour défendre, au péril de sa vie, cette Constitution. Nous, le G7, à l'époque, l'UDPS était à nos côtés et aujourd'hui qu'est-ce qu'on voit ? Ces gens qui crachent sur la mémoire de Rossy Mukendi Tshimanga, qui piétinent le sacrifice de Thérèse Kapangala. Ils trahissent chacun de ceux qui ont cru dans leurs promesses, qui ont payé de leur liberté et de leur vie la fidélité à une cause que tous ces leaders ont abandonnée aujourd'hui, dès lors qu'elle ne leur servait plus. Nous leur devons au minimum de ne pas nous taire.   Alors c'est vrai qu'il y a dix ans, Joseph Kabila s'est cassé les dents sur son projet de pouvoir briguer un troisième mandat. Face à la résistance de l'opposition du G7 et de l'Église catholique, il a dû renoncer. Mais le premier vice-président de l'Assemblée dit qu'à l'époque, le régime s'était discrédité par ses manœuvres pour se cramponner au pouvoir, ce qu'on appelait le glissement, et que la situation est complètement différente aujourd'hui.   Mais il oublie un fait capital : c'est sous Félix Tshisekedi que la situation sécuritaire à l'Est s'est dramatiquement dégradée. Et donc ce régime voudrait se prévaloir de son bilan catastrophique pour se maintenir. Il n'y a pas de justification morale possible à un tel renversement des choses, en voulant dire que non, non, non, ça a totalement changé.
