Situado entre Perú y Colombia, dos de los grandes productores de esta droga en el mundo, Ecuador ha pasado a ser uno de los puntos de distribución más importantes a nivel mundial, con dos destinos principales: Estados Unidos y Europa. ¿Cómo puede un país que apenas produce cocaína convertirse en un gran exportador? No es un gran productor, pero se ha convertido en uno de los principales puntos de tránsito y exportación de cocaína a nivel mundial. Ecuador decomisó el año pasado 300 toneladas de esta droga, aunque se estima que son apenas una cuarta parte del total que pasa por su territorio -que superaría las 1.000- antes de ser exportada, principalmente a Estados Unidos y Europa. Posición geográfica Según un informe de la Organización Mundial de Aduanas (OMA), un 30% de la cocaína detectada en contenedores marítimos tiene un puerto de carga declarado en Ecuador. ¿A qué se debe este fenómeno? “Lo que ha provocado que Ecuador tenga esta condición es que fundamentalmente nos ubicamos en un espacio geográfico donde confluyen las vías de tráfico desde Colombia, particularmente con un perfil costero bastante amplio. Los principales destinos son Estados Unidos y Europa. Para Europa generalmente lo que se hace es contaminar los barcos que llevan banano, principalmente para hacer que se inserten cargamentos de droga en ellas”, explica a RFI Diego Pérez Enríquez, docente de la Escuela de Seguridad y Defensa del Instituto de Altos Estudios Nacionales en Quito. “Hay que considerar además geográficamente que la frontera de Ecuador con Colombia es un territorio que tiene poca presencia estatal de los dos costados, y eso hace naturalmente que la operación de las organizaciones de tráfico sea bastante más sencilla, bastante más eficiente”, señala asimismo. Empezando a producir Esta frontera compartida con Colombia está en el origen de otra de las alertas en el país: Ecuador está empezando a convertirse en productor. Por el momento las cifras son relativamente bajas, unas 60 toneladas el año pasado. Predominan los cultivos de coca en las provincias de Carchi y Sucumbios, donde se instalan los grupos criminales tras pasar la frontera. “En general, son grupos con una doble identidad. Son organizaciones generalmente colombianas y hay que recordar la operación que tienen las disidencias de las FARC en la zona de frontera con Ecuador”, indica Diego Pérez Enríquez. “Han comenzado a colonizar esos espacios a través de gente propia, gente que viene del lado colombiano, pero también ciudadanos ecuatorianos que en ese costado del país no tienen necesariamente opciones de trabajo, no tienen posibilidades de estudio, no tienen mayores expectativas de supervivencia o para la supervivencia. Y esto, en última instancia, genera un incentivo poderoso para que esas organizaciones se asienten en esos territorios”, detalla el politólogo. Ecuador está considerado como el tercer país del mundo que más drogas decomisa tras Colombia y Estados Unidos. En République Démocratique du Congo, c'est un véritable pilier du régime alimentaire : la consommation y est estimée à environ 250 kilos par an et par personne. Par comparaison, la consommation moyenne de pommes de terre en France est d'environ 50 kilos par an et par personne.Cru, bouilli, transformé en farine ou en semoule : le manioc se décline selon les envies. En RDC, l'un des plats principaux est le foufou : une pâte faite à partir de farine fermentée de manioc, et qui se mange avec des plats en sauce. La transformation de cette racine en farine est souvent artisanale, mais depuis plusieurs années, la filière s'industrialise. Une étape particulière semble cependant poser problème : le séchage. Le lieu a été impulsé par Eddy Ekete, artiste plasticien connu pour ses performances dans des costumes géants dans les rues de Kinshasa. Reportage Aurélie Bazzara-Kibangula. Le groupe d'anciens musiciens y répète toutes les semaines. Le centre culturel est ouvert et accueille tous les artistes. Une résidence conviviale gérée par le sculpteur Eddy Ekete. « C'est une maison coloniale de la première femme qui a obtenu le permis de conduire dans tout le Congo et elle, elle travaillait avec son mari qui est l'oncle de papa Wemba. C'est pour cela, le film La vie est belle, il y a un petit morceau qui s'est fait ici », raconte Eddy Ekete Ndaku ya-La vie est belle est un musée à ciel ouvert. Partout sur les murs sont accrochés des toiles, parfois inachevées, de l'artiste Dolet, des dessins d'étudiants, des graffitis. Il y a aussi des dizaines de costumes aux allures de bibendums géants faits de déchets. Ces créations ont fait la réputation d'Eddy Ekete. « C'est aussi une sculpture et on peut aussi la porter et ça devient une sculpture vivante. Et quand on marche, des fois ça fait peur aux gens parce qu'une statue, quand ça bouge, ça impressionne, ça fait du bruit, raconte-t-il. On se rend compte, c'est la surconsommation de l'Occident qui se contamine aussi ici. Mais on ne se rend pas compte que si on ne travaille pas les déchets, on ne peut pas savoir pourquoi il y a toutes ces maladies, pourquoi il y a tous ces insectes. Parce que la poubelle, c'est un endroit, on vient, on jette seulement et après, on tourne le dos vite. Et maintenant, ce que nous, on fait, c'est que les gens regardent la poubelle », explique Eddy Ekete. Un espace « focalisé sur la Gombe », où l'art rencontre son public « Donc là, il y a une multitude de costumes. Il y en a de toutes formes. Il y a des caoutchoucs. Là, il y a les gobelets d'usage unique, là où on vend des boissons fortes. Il y a des claviers d'ordinateur. Voilà, ce sont des trucs qui traînent dans les rues de Kinshasa », détaille l'un des gérants du lieu. Si le centre veut booster la créativité des artistes, c'est aussi un espace où l'art rencontre son public. « Ici tout est focalisé dans la commune de la Gombe. Du coup, la culture n'est pas décentralisée. Nous, on s'est dit, pourquoi pas avoir une miniature du centre culturel dans la cité ? Les concerts de musique, les spectacles de ballet. Matonge c'est la capitale culturelle », explique Christian Miki Mundiri, membre du collectif. Le centre Ndaku ya-La vie est belle est ouvert aux enfants. Des ateliers y sont organisés avec les artistes. Pour Eddy Ekete, l'important, c'est de transmettre le gout de la création aux futures générations : « Moi, je leur fournis des feutres, des crayons de couleur, des feuilles, mais par terre. Et ça, c'est pour montrer et aux parents et aux autorités, les enfants, là, ils ont besoin de quelque chose parce qu'ils sont concentrés. On garde les enfants des heures et des heures, sans faire du bruit, sans qu'on leur dise quoi que ce soit. En République centrafricaine, les inquiétudes sur l'état de santé du chef de l'État se sont dissipées. Faustin-Archange Touadéra se porte bien et sera candidat à l'élection présidentielle de décembre prochain. C'est ce qu'affirme l'un de ses proches sur RFI. Évariste Ngamana est à la fois le premier vice-président de l'Assemblée nationale et le porte-parole du parti au pouvoir MCU, Mouvement Cœurs Unis. En ligne de Bangui, il répond aux questions de Christophe Boisbouvier et s'exprime d'abord sur la catastrophe qui a provoqué la mort de 20 personnes dans la capitale centrafricaine, le 25 juin dernier. RFI : Le 25 juin, c'était le jour des examens au lycée Barthélemy Boganda de Bangui. Il y a eu une bousculade mortelle qui a tué 20 personnes, dont 19 lycéens. À l'origine de cette tragédie, il y a eu l'explosion d'un transformateur électrique. Que répondez-vous à l'opposition qui dénonce votre irresponsabilité, à vous les autorités centrafricaines, et qui vous accuse d'avoir « failli à votre devoir de garantir la sécurité des élèves » ?  Évariste Ngamana : C'est faux et archi-faux, ce que dénonce l'opposition. Il s'agit ici d'une récupération politique. Nous regrettons tous ce qui s'est passé au niveau du lycée Barthélemy Boganda, mais cet accident malheureux est dû à une explosion du transformateur qui se situe dans l'enceinte même de ce lycée. Et au moment où les élèves composaient, le personnel de l'Enerca, la société nationale d'électricité, est passé faire des travaux d'entretien et c'est par la suite qu'il y a eu cette explosion. Donc une enquête est en cours. Le directeur général de l'Enerca, il est mis aux arrêts et il est entendu, ses collaborateurs sont entendus et si leur responsabilité est établie, à ce moment-là, ils vont être placés sous mandat de dépôt. Mais le cas échéant, ils vont être purement et simplement relâchés. Donc, nous laissons la justice faire son travail et, à l'issue, nous saurons qui a fait quoi.  Pour la première fois depuis 1986, c'est-à-dire depuis presque 40 ans, l'État centrafricain veut organiser cette année des élections locales. La date est fixée au 31 août, mais l'expert des Nations unies Yao Agbetse dit que cette date est compromise par « de sérieux obstacles opérationnels » ...  Vous savez que nous avons des calendriers qui ont été établis par l'Autorité nationale des élections et, effectivement, l'ANE a connu quelques problèmes liés à des questions techniques. Le gouvernement, ainsi que l'Autorité nationale des élections, sont à pied d'œuvre. Une alternative est en train d'être trouvée et, pour ce qui me concerne, je pense qu'il y aura un léger décalage par rapport à cette date, lié à ces problèmes techniques qui sont en train d'être réglés. Dès lors que la liste définitive va être publiée, à ce moment-là, nous saurons à quelle date ces élections locales vont être organisées.  La liste définitive des électeurs ? Effectivement. Alors, vous dites que ces élections locales vont sans doute être décalées. Est-ce à dire qu'elles auront lieu après l'élection présidentielle et les élections législatives prévues le mois de décembre prochain ?  Oui, pourquoi pas. Nous avons attendu depuis plus de 40 ans. Je pense qu'il n'y a pas feu en la demeure. L'essentiel, c'est que ces élections soient organisées.  Lors de cette élection présidentielle, est-ce que le président Touadéra sera bien candidat à un nouveau mandat ?  Le parti MCU a prévu d'organiser son congrès du 25 au 26 juillet et c'est au cours de ce congrès-là que le Mouvement Cœurs Unis va investir son candidat. Et pour moi, il ne fait aucun doute que cela soit le président Touadéra.  Alors, il y a tout de même eu des inquiétudes au sujet de la santé du chef de l'État, puisque le 21 juin, il est parti en Belgique pour se faire soigner. Qu'est-ce qui s'est passé ?  Pour moi, le chef de l'État reste un humain susceptible d'être malade, d'avoir eu quelques maux de tête, ce n'est pas un extraterrestre. Mais cette rumeur vient du fait de la manipulation de l'opposition qui n'espère que la mort du président. Mais c'est Dieu qui détient la vie de tout le monde. Donc, puisque l'opposition est en perte de vitesse, donc cette rumeur, cette manipulation est du fait de l'opposition. Mais le président se porte bien, vous l'avez vu, il a participé au sommet de l'Alliance Gavi [à Bruxelles le 25 juin]. Il est revenu au pays. Il était au chevet des accidentés du lycée Boganda. Le week-end, il a reçu les parents des élèves qui sont décédés. Il est en train de mener à bien sa mission. Il se porte bien et, au moment venu, il sera candidat.  Il y a quand même eu une certaine inquiétude, je crois, le 21 juin. Nos confrères d'Africa Intelligence précisent qu'il a été évacué en urgence vers la Belgique à bord d'un jet médicalisé Bombardier Challenger… Ce que Africa Intelligence dit n'engage que Africa Intelligence, mais je vous dis que le président a profité de son séjour à Bruxelles pour faire quelques bilans de santé. En République démocratique du Congo, il faut remonter le temps jusqu'au 24 novembre 1965, date à laquelle Mobutu a pris le pouvoir. Mobutu, c'était la toque léopard, l'abacost – célèbre costume congolais – mais aussi la canne. Pour le maréchal, c'était à la fois un signe d'autorité et un objet pour valoriser la culture traditionnelle du pays.  Dans les rues de Kinshasa, Mobutu reste l'homme à la toque de léopard et à la canne. Sculptée en bois ou en ivoire, la canne incarnait son autorité. André-Alain Atundu Liongo, dernier chef des renseignements sous Mobutu, se souvient : « Je crois qu'en revenant de cette tournée, où je lui étais présenté pour la première fois, dans l'avion, il était détendu. Il a enlevé son costume. Mais dès qu'on a atterri, il a mis son costume, sa toque et sa canne. C'était un autre homme. Il ne blaguait plus. Il revêtait et incarnait l'autorité. La canne c'est l'autorité et la sagesse ». Pour ce proche collaborateur de Mobutu, la canne était plus qu'un objet d'apparat. « Lorsqu'il était debout, qu'il nous attendait avec impatience, il toquait sa canne. Lorsque la canne était sur la table, il était mécontent. Elle est taillée d'un seul bloc de bois. « Les traditions dans la chefferie... Il y a un arbre précis que l'on détermine. Ça n'est pas n'importe quel arbre. Il détient une force naturellement, explique Jean-Paul Kwungusugu, chef coutumier dans la province du Haut-Lomami. Les gens, quand ils voient le président de la République, on lui remet tout ça par les chefs coutumiers. Attention, le président de la République n'est pas simplement présent par la constitution, les ancêtres sont avec lui. D'ailleurs, c'est ce qui a favorisé les dictatures ». La canne a fait de Mobutu le roi du Zaïre pendant plus de 30 ans, mais elle a aussi servi à faire valoir une culture congolaise au lendemain des indépendances. « Au retour, il se comportait non seulement comme un chef d'État moderne, mais comme un chef traditionnel, indique Placide Mumbembele, professeur de politique mémorielle. Cela s'est davantage consolidé avec sa politique de recours à l'authenticité, afin de pouvoir, comme il le disait lui-même : être soi-même, c'est-à-dire être Zaïre Roi, avec toutes ses traditions ». Mobutu possédait une trentaine de cannes, selon ses proches. Welcome to the Hidden History of Texas I'm Hank Wilson, and I'm talking about the presidios (or forts) the Spanish established alongside the missions.  I'll also talk about how the French became involved with Texas and their influence on the Spanish expansion of both missions and presidios. Before I go further, please if you don't mind subscribing to the podcast, it'd be greatly appreciated. Once the Spanish decided to expand their territory northward from its base in central Mexico, they knew that in order to be successful, they needed to send more than just missionaries, and so they created the  missions.  They also understood that they needed to send soldiers to protect the missions and they needed civilians to build towns.  The combination of presidio, the mission, and the civil settlement became the major foundation the Spanish used for colonization. Martín Enríquez, who was the fourth viceroy of New Spain (1568–80), is generally given credit with being the first to build presidios in the Southwest. He ordered the construction along the main road from Mexico City northward to Zacatecas of casas fuertes (which is translated to "fortified houses"). Over time the name was changed to presidio (from Latin praesidium, "garrisoned place"). The pattern of the early presidios was learned from the Moors and by the early eighteenth century, when Spaniards settled Texas, the patterns had not changed much.

Aan podcast De Dag vertelt hij hoe het is om gay te zijn in Hongarije en waarom hij zich ondanks mogelijke zware repercussies toch uitspreekt en opkomt voor homorechten in zijn land. Juni is pride-maand: op allerlei plekken in de wereld wordt aandacht besteed aan de positie, emancipatie en acceptatie van de regenboog-gemeenschap. De rechten van de LHBTQI-gemeenschap staan op steeds meer plekken onder druk. In Hongarije is dat al langer het geval, maar nieuwe wetten zijn reden tot grote zorg. Nederland leidt daarom in Europa ook nieuw verzet tegen de wetten in Hongarije en een meerderheid van de Tweede Kamer wil dat kabinetsleden naar de Pride in Boedapest gaan op 28 juni. Rod Jones is a project manager for Holder Construction in Ashburn, Virginia.
