La trastienda de Ciudad Abierta en Ritoque FM estuvo marcada por el cansancio acumulado de un fin de semana de intenso trabajo técnico y comunitario . El equipo humano de la radio trabajó de forma mancomunada hasta altas horas de la madrugada para levantar la transmisión especial desde el evento gastronómico Cerro de Sabores junto al equipo de Cristian Sangrecita y, posteriormente, desmontar e reinstalar todo el equipamiento en los estudios de la emisora . A este esfuerzo se sumó el viaje del jefe técnico, Angelito, quien debió trasladarse hasta La Ligua para subir a caballo un cerro junto a César con el fin de realizar reparaciones en la planta de transmisión . A pesar de que originalmente la mañana del lunes estaba destinada al descanso de los conductores y técnicos, el espíritu de la radio de comunidad se impuso para dar espacio a una conversación fascinante en los micrófonos . El invitado estelar de la jornada fue Cristián Enríquez, un dibujante, escritor y destacado gestor cultural de las calles de Valparaíso, conocido popularmente en el puerto como "El emperador de las ratas" . Con 27 años portando un apodo inspirado en su signo del horóscopo chino correspondiente al año de la rata (1972), Cristián Enríquez ha dedicado su vida a escribir, tallar madera y crear cómics sin perder el pulso de la realidad porteña . Su proceso de creación intelectual se apoya de manera fundamental en la ilustración del artista Juca (hijo del creador del icónico cómic Anarco), a quien contrata para digitalizar y profesionalizar sus bocetos en blanco y negro . Su obra más popular es "Basurín", una historieta en dos tomos que funciona como una ácida crítica ciudadana contra la municipalidad y como la voz de los habitantes sobre lo que le falta a la ciudad . Además de la crítica social, Enríquez explora la fantasía histórica en "Playa Las Torpederas: El Refugio", un libro ilustrado escrito hace siete años donde describe un diálogo místico con la playa, la cual cobra vida en forma de mujer y lo traslada espiritualmente al pasado precolombino de Valparaíso —un paisaje entonces cubierto de palmas chilenas— para enseñarle el respeto de los aborígenes por la naturaleza . Este universo místico de la costa continuará pronto en su secuela titulada "Raíces Profundas" . El impulso creativo del "Emperador de las ratas" abarca diversos géneros, entre ellos la novela en primera persona "Estela de un cabalgante", una obra sobre cuatreros y ladrones de bancos inspirada en la historia de amor y migración de sus padres en el norte y el sur de Chile, y que comenzó con la redacción de un poema lírico . Su primera publicación, "El pueblo perdido", nació en las aulas nocturnas del liceo La Barra mientras Enríquez cumplía el sueño de su madre de terminar la educación media tras una separación, un texto tan singular que fue traducido al francés por una joven extranjera . Toda esta vocación artística, que incluye cuentos infantiles dedicados a su nieta Kelly y cuadros tallados en xilografía, es costeada gracias a sus oficios paralelos como maestro jardinero, pintor de fachadas, paisajista y carpintero . Con orgullo, el creador confesó además que su talento corre por sus venas de forma hereditaria al revelar su parentesco directo con Lucila Godoy Alcayaga (Gabriela Mistral), su tía bisabuela, un lazo familiar derivado de sus ancestros de origen moro provenientes de Calayaca . En République démocratique du Congo, le dialogue national promis par Félix Tshisekedi reste encore sans cadre précis. Le chef de l'État assure qu'il sera différent des précédents et qu'il permettra de renforcer la cohésion nationale. Mais plusieurs questions demeurent : qui pourra y participer, qui en fixera les règles et quels sujets seront mis sur la table ? L'opposant Martin Fayulu réclame notamment la participation de Joseph Kabila et de Corneille Nangaa, chef de l'AFC/M23, tandis que le pouvoir exclut de dialoguer avec ceux qu'il considère comme liés au Rwanda. Martin Fayulu appelle également à une mobilisation nationale le 15 septembre. Il répond aux questions de Patient Ligodi. RFI: Félix Tshisekedi promet un dialogue différent de tous les dialogues qu'a connus ce pays pour vous. En quoi doit-il justement être différent, ce dialogue ? Martin Fayulu : Pour nous, le dialogue doit être un dialogue sincère, un dialogue qui aborde toutes les questions qui concernent le Congo. Un dialogue qui aborde les causes profondes de la crise congolaise, les causes internes lointaines et récentes, les causes externes lointaines et récentes, afin de trouver des solutions pour mettre le pays sur les rails. Ce que vous évoquez là, c'est un tout petit peu le synonyme de la Conférence nationale souveraine organisée au Zaïre en 1990. Vous pouvez le comprendre comme ça, mais pas avec la durée de la Conférence nationale souveraine, pas avec 2850 participants. C'est une réunion, un dialogue qui doit être court dans le temps. Le gouvernement avait annoncé qu'une ordonnance présidentielle fixerait les modalités de ces dialogues. Acceptez-vous sur le principe que Félix Tshisekedi fixe par ordonnance le cadre d'un dialogue auquel il est lui-même partie prenante ? Non, ce n'est pas à Félix Tshisekedi de fixer le cadre ou de fixer les matières à traiter. Nous, nous savons ce que nous devons aborder, toutes les questions concernant le pays. Mais c'est à lui de voir avec les évêques et les pasteurs comment on convoque cette réunion. C'est à lui de voir, c'est aux évêques. Nous, nous pensons que depuis le 17 juillet dernier, les évêques et les pasteurs ont reçu le « GO » pour l'organisation de ce dialogue national inclusif. C'est-à-dire que vous n'attendez pas une ordonnance ? On n'attend pas forcément une ordonnance, mais on attend que le dialogue soit convoqué le plus rapidement possible. Le dialogue est évoqué depuis plusieurs mois. Le 17 juillet, vous venez de les rappeler. Félix Tshisekedi en a accepté le principe. Une ordonnance est annoncée, mais elle n'est toujours pas publiée. Maintenant, le président annonce une prochaine adresse à la nation pour préciser les contours justement du dialogue. N'avez-vous pas le sentiment d'être entraîné dans une succession d'annonces pendant que le temps passe ? Nous pensons que Félix Tshisekedi est en train de vouloir gagner du temps, mais il doit savoir qu'il y a une échéance. L'échéance, c'est 2028. En décembre 2028, qu'il le veuille ou pas. Qu'il y ait organisation de dialogue ou pas, qu'il y ait élection ou pas, Félix doit partir. Nous l'avons dit, qu'il n'y a pas de troisième mandat possible pour Monsieur Tshisekedi et pour quiconque. En 2028, que Tshisekedi le veuille ou pas, il doit partir. Donc, s'il pense gagner du temps en essayant de trouver des subterfuges pour nous court-circuiter et donner un coup de massue après, je crois qu'il se trompe. Vous avez explicitement demandé la participation de l'ancien président Joseph Kabila et de Corneille Nangaa, qui est le coordonnateur de l'AFC/M23. Le mouvement politico-militaire qui contrôle une partie de l'est de la République démocratique du Congo. Tous deux ont été condamnés par la justice congolaise. Concrètement, comment rendez-vous leur participation possible ? Je vois que ça fait polémique et Monsieur Tshisekedi et son gouvernement discutent avec l'AFC/M23 à Doha. Ils ont élaboré huit protocoles d'accord et ces huit protocoles d'accord, les belligérants, c'est-à-dire l'AFC/M23 et le gouvernement congolais à la tête duquel se trouve Monsieur Tshisekedi, ils veulent nous les imposer, ils vont imposer ça à la société civile congolaise, ils vont imposer ça à l'opposition congolaise. En République démocratique du Congo, l'épidémie d'Ebola s'accélère à un rythme alarmant. En deux mois et demi, plus de 3.200 personnes ont été infectées, plus de 1.400 sont mortes et près de 580 ont guéri. En République démocratique du Congo, direction Kinshasa, dans la commune de Kasavubu. C'est là que se trouve un bar emblématique, ouvert au lendemain de l'indépendance. Une adresse chargée d'histoire, c'est l'un des bars les plus anciens de Kinshasa où se sont produits les plus grands noms de la rumba congolaise et où militants politiques et intellectuels avaient leurs habitudes. De notre correspondante à Kinshasa, Sur la scène du Kimpwanza Bar, l'orchestre de Werrason est en pleine répétition. Les portes du Kimpawanza bar ont ouvert dans les années 1950. À cette époque, les plus grands orchestres de rumba congolaise s'y produisent. Werrason est fier de s'inscrire dans cet héritage. « C'est un endroit historique où nos anciens ont commencé avant nous. Ils ont commencé à répéter là-bas. Les Zaïko Nyoka Longo, Viva La Musica aussi de Papa Wemba. Notre musique, là, qu'on fait, il y a des références. » Sur les murs du Kimpwanza Bar, de grands rideaux noirs et argentés créent une ambiance feutrée propice aux discussions politiques. Le bar était aussi un lieu de rendez-vous des intellectuels de l'époque. Explications de Christian Moleka, politologue. « Les bars à Kinshasa ont été l'ancêtre du café politique où les élites se rencontraient autour des mouvements culturels, puisque les partis politiques n'étaient pas autorisés avant 1955. D'ailleurs, juste en face du bar, trône la statue de l'ancien président Kasa-Vubu. « Il est habillé en uniforme de commandant suprême des armées et il a justement baptisé Kimpwanza. Ce bar, au nom de Kimpwanza, en kikongo signifie "l'indépendance".» Pierre Anatole Matusila avait 13 ans en 1960. Il est depuis devenu le président de l'Abako, un mouvement culturel qui s'est mué en parti politique. « Après les événements du 4 janvier 1959, quand notre parti était dissous et ses dirigeants arrêtés, les manifestations, les revendications contre l'ordre colonial se sont fait sentir plus au Bas-Congo. Donc, il y avait un grand mouvement pour contraindre la colonisation belge à fixer la date de l'indépendance. Donc, dans ces mouvements, en tout cas, les Bakongo avaient porté le flambeau de ces combats. » L'indépendance du pays est fixée au 30 juin 1960. Grand Kallé compose la célèbre chanson « Indépendance Cha Cha ». Et la légende dit qu'elle est jouée pour la première fois à Kinshasa au Kimpwanza Bar. En République démocratique du Congo, les malewa sont des petits restaurants de rue, prisés des Kinois pour la pause déjeuner. On y mange des plats locaux, populaires et surtout bon marché. De notre correspondante à Kinshasa, Bienvenue chez maman Mireille, la gérante d'un malewa, ces petits restaurants à ciel ouvert qui s'installent chaque midi sur les trottoirs de Kinshasa, la capitale de la RDC. Sur une table en bois brinquebalante sont disposées plusieurs casseroles, qui contiennent les plats du jour. « Pour le repas, nous avons aujourd'hui du porc, du gombo, de la courge, du poisson, des haricots et du poulet », explique-t-elle. Cela fait six ans que Mireille gère son malewa. Tous les matins, elle part au marché acheter ses produits et les cuisine directement sur place, avec du simple charbon de bois. « J'ai appris à cuisiner avec ma tante. Je partais avec elle à son malewa et je l'aidais à cuisiner. Je ne gagne pas beaucoup d'argent, mais au moins, j'ai un petit travail, sinon je n'ai rien. Je suis très fière quand les clients disent que c'est bon chez moi. C'est le bouche-à-oreille qui amène les clients », confie-t-elle. J'ai bien mangé, c'est bien pour le ventre », témoigne-t-il. À ses côtés, Ange, une fonctionnaire qui travaille dans le quartier, est une habituée des lieux. « Elle prépare vraiment très bien. Elle met des épices comme on prépare à la maison à Kinshasa », assure-t-elle. Dans cette capitale tentaculaire, rares sont ceux qui ont le temps de rentrer chez eux pour le déjeuner. Le malewa est donc une solution pratique pour Christopher. « J'habite loin du centre-ville, et je quitte la maison très tôt le matin sans manger. À midi, j'ai faim, je mange quelque chose chez Mireille, c'est juste à côté du travail et ça me permet d'avoir de l'énergie pour le reste de la journée », explique-t-il. Au Cameroun et en République démocratique du Congo, des efforts sont faits dans la gestion du secteur aurifère, mais ils restent insuffisants et les revenus de l'or sont de moins en moins reversés dans les caisses de l'État. C'est en somme la conclusion d'un rapport de l'Institut d'études de sécurité (ISS) publié ce mois-ci. Selon l'ITIE (Initiative pour la transparence dans les industries extractives), le Cameroun a par exemple déclaré en 2023, 22 kilos d'or exportés, alors que les importateurs affirment en avoir acheté 15 tonnes. On en parle ce matin avec la professeure Aïcha Pemboura, chercheuse à l'Observatoire du crime organisé et de la violence en Afrique centrale de l'ISS. Elle répond aux questions de Magali Lagrange. RFI : Comment fonctionne au Cameroun l'exploitation des sites aurifères ? Qui les exploite ? Aïcha Pemboura : Il y a beaucoup d'acteurs sur le terrain de l'exploitation de l'or au Cameroun : des étrangers – des opérateurs notamment chinois – mais aussi des entreprises minières camerounaises.  Cet ensemble d'acteurs ont jusqu'ici souvent évolué dans une forme d'opacité. C'est pour cela que les autorités camerounaises, ayant reconnu ce dysfonctionnement, ont déployé des forces pour sécuriser certains sites illégaux et suspendre des activités illégales, dans un certain nombre de sites identifiés. Des autorisations sont délivrées aux exploitants des sites aurifères. Comment ces exploitants obtiennent-ils les autorisations, y compris d'ailleurs des exploitants étrangers ? Il y a eu, jusqu'ici, beaucoup d'opacité dans le secteur parce que, dans le contexte de fragilité de la gouvernance minière, l'existence d'un certain nombre de réseaux d'influence locaux économiques, administratifs ou parfois politiques, peut contribuer à limiter l'effectivité des contrôles et à faciliter certains contournements de la réglementation. Vous parlez dans votre document, par exemple, d'intermédiaires camerounais. Est-ce qu'on sait quel type d'intermédiaires agissent dans ce secteur ? Il faudrait davantage d'investigation pour vous donner des réponses encore plus précises.                                                                                                                                                                                 Vous parlez aussi de plusieurs entreprises chinoises, notamment, qui sont protégées par de puissantes élites. Est-ce qu'on a plus de précisions sur ces protections dont bénéficient certains opérateurs, y compris chinois ? Il a été documenté que certaines entreprises chinoises ont pu bénéficier des faiblesses des dispositifs de contrôle. En réalité, dans notre article, nous évoquons le cas de deux pays : le Cameroun et la République démocratique du Congo. Les problèmes sont très semblables, mais avec quelques différences contextuelles. Nous évoquons, en ce qui concerne ces opérateurs étrangers, chinois notamment, que les défis ont conduit ces autorités camerounaises et congolaises à renforcer progressivement leur dispositif de gouvernance. L'enjeu ici est également d'assurer un suivi, d'évaluer leur application réelle sur le terrain et de renforcer les capacités institutionnelles afin de garantir leur efficacité, leur impact et leur durabilité dans le temps. C'est tout l'enjeu. En République démocratique du Congo, vous notez aussi une présence dans le secteur aurifère, une présence chinoise dans les provinces de l'est notamment. Est-ce que ce sont les mêmes opérateurs qu'au Cameroun ? Est-ce que ce sont les mêmes réseaux d'exploitation ? Certes, les opérateurs de nationalité chinoise, nous pouvons les retrouver tant en République démocratique du Congo qu'au Cameroun. Mais les contextes étant différents, il faut préciser qu'en RDC, certaines zones minières sont affectées par la présence de groupes armés, ce qui complexifie fortement la gouvernance du secteur. Dans ce pays, les mesures sont plus développées en raison de l'importance du secteur aurifère et des risques de financement de groupes armés. Dans les deux pays, Cameroun comme RDC, l'exploitation de l'or échappe en grande partie au contrôle, et donc aux réglementations en vigueur, avec quelles conséquences pour les communautés riveraines ? La situation est préoccupante : destruction des terres, pollution au mercure, au cyanure. Il faut que les opérateurs nationaux comme étrangers rendent des comptes et que les communautés soient indemnisées. Concernant l'activité elle-même, ces communautés riveraines des sites aurifères participent-elles à l'exploitation ou sont-elles complètement exclues de ces activités ? Il est difficile de dire qu'elles sont véritablement exclues, parce qu'il y a l'exploitation artisanale. Il faudrait donc pouvoir avoir une vue d'ensemble des acteurs. Est-ce qu'on connaît le circuit de l'or qui est extrait du Cameroun et de RDC ? Le rapport ITIE a mentionné le marché de Dubaï, comme l'un des principaux débouchés. Il y a beaucoup de difficultés dans la compréhension de tout ce processus, dans la transparence et dans la traçabilité de cette chaîne de valeur. Il faut un renforcement des capacités administratives et une meilleure coordination entre les différents services de l'État pour qu'on puisse avoir une transparence des attributions de permis, déclaration des volumes produits, des flux commerciaux et des débouchés. Au Cameroun, par exemple, le gouvernement dit vouloir assainir le secteur. Qu'est-ce qu'il faut faire pour assainir durablement le secteur de l'exploitation aurifère ? Plusieurs actions sont déjà en cours. Il s'agit notamment de renforcer les inspections sur les sites miniers, d'améliorer la traçabilité de l'or, de formaliser davantage l'exploitation artisanale et d'assurer un meilleur suivi des opérateurs. Mais ces efforts gagneraient à être accompagnés d'une coopération régionale plus étroite. Les réseaux de contrebande ne s'arrêtent pas aux frontières, on le sait. La réponse doit donc également être régionale, notamment entre les pays de la communauté économique des États de l'Afrique centrale (CEEAC). En République démocratique du Congo, le football ne se joue pas seulement avec les pieds. Dans les rues et sur les terrasses de Kinshasa, c'est le football de table, autrement dit le baby-foot, qui trône et rassemble aussi les passionnés. Un loisir pour certains, une véritable discipline pour d'autres, avec ses compétitions et ses joueurs professionnels.  De notre correspondante à Kinshasa, « Il faut avoir la maîtrise du ballon, il faut avoir la maîtrise du joueur ! » Moment de détente pour ce groupe d'amis. Ils ont pris l'habitude de se retrouver dans ce bar du quartier Kintambo pour quelques parties de baby-foot après le travail. « Baby-foot, en français, c'est la toute première fois que j'ai entendu ça.
