The ANC's Babalwa Lobishe was on Thursday elected as the new mayor of the Nelson Mandela Bay municipality while his former boss, Gary van Niekerk, is now her deputy. The pair swapped roles after they both briefly resigned to allow the new election to take place at a special Council meeting. Both were swore-in in their new positions just a few hours later. This shake-up was imminent as the ANC has long been eyeing reclaiming the mayoral chain from van Niekerk. While some have welcomed the swap others are not impressed saying the change will not improve service delivery to the metro's 1.2 million residents who have long complained about crime, water and electricity. South Africa's rooftop solar installation industry has a bright future and is on track for its second-best year on record, despite the suspension of load shedding in March. That's according to Andrew Middleton, co-founder and CEO of GoSolr, one of South Africa's largest rooftop solar installation companies, who spoke to TechCentral editor Duncan McLeod on the TechCentral Show (TCS) earlier this week. According to Middleton, citing figures from Eskom, 749MW of rooftop solar capacity has been installed in South Africa this year, taking the total to 5.9GW. Some 162MW of new rooftop solar was added in the third quarter, down 267MW from the same three months in 2023, when load shedding was frequently at stage 4 or higher. The figures are contained in the latest quarterly report published by GoSolr on the state of the industry. Hive Hydrogen South Africa has signed an agreement with Genesis Eco-Energy to implement 372 MW of wind power in the Western Cape, in support of the development of its R105-billion green ammonia project at Coega in the Eastern Cape. The Coega green ammonia hub is a flagship investment project in South Africa, led by Hive Energy and co-developer BuiltAfrica. BuiltAfrica, which has a 25% stake in Hive Hydrogen South Africa, was founded in 2009 by former Eskom CEO and former Standard Bank chairperson Thulani Gcabashe as an investment and development business focused on sectors that support sustainable development. Gcabashe is the current chairperson of Hive Hydrogen South Africa. The two wind farms of independent power producer (IPP) Genesis Eco-Energy are expected to bring with it significant employment opportunities. Hive Hydrogen South Africa's green ammonia project, which has been tabled at the Presidential Investment Summit in Sandton, was awarded Strategic Integrated Project status by the Ministry of Public Works in November 2022. A total of 3 480 MW of power will be generated to supply the plant and will bring much-needed investment to the transmission network. The project development will also enable other IPPs in the Beaufort West region to connect their power generation assets to the grid which will reduce loadshedding. "We've been working with Genesis on these two outstanding projects of theirs for over a year and are delighted to have finalised implementation terms with them to ensure a meaningful supply of power is secured for the project," Hive Energy Africa CEO Colin Loubser stated in a media release to Mining Weekly. Hive Hydrogen South Africa will continue working with Genesis to secure additional power for the Coega green ammonia project which, once the first phase is built, will require three further phases to supply power. "The Hive Green Ammonia project will incorporate our large-scale wind farms to deliver significant benefits to the Eastern Cape province, creating large numbers of jobs in a struggling economy. We're thrilled to be part of delivering this energy solution," said Genesis MD Davin Chown. BuiltAfrica participated in the early rounds of renewable energy procurement under the South African government's Renewable Energy Independent Power Producer Procurement Programme, or REIPPPP. During this period two solar generation plants were built and are in operation. In addition to this, BuiltAfrica, which has been chaired by Gcabashe since its inception, was involved in energy efficiency projects aimed at lowering peak demand on the power system. Hive Energy, headquartered in the UK, is the 75% stakeholder of Hive Hydrogen South Africa and is the principal funder and co-developer of the project, which is located in Midrand, Gauteng, and Nelson Mandela Bay, Eastern Cape. Hive Energy was founded in 2010 by Giles Redpath to participate in the significant solar photovoltaic expansion across England. The company now operates in 17 countries globally with its largest projects in Spain. It is developing eight green hydrogen/ammonia projects globally. Once complete, the projects will have the capacity to produce some 8 500 000 t of hydrogen/ammonia each year to support the global drive to net-zero emissions by 2050. The year 2023 saw seismic shifts in South Africa's political discourse. The state of the African National Congress is perilous, to say the least, and it's facing a major onslaught from opposition parties who have been chipping away at its core support. Cadre deployment, loadshedding and State corruption are some of the ANC's major challenges, with the Democratic Alliance the loudest voice in making this known to the country. The DA held an elective conference early in the year, where incumbent leader John Steenhuisen solidified his support. It was at the same conference during which the idea of a unified opposition emerged. Known first as the moonshot pact, it evolved into what is now known as the Multi-Party Charter. Political analysts, however, believe the DA is still hamstrung by its own internal challenges. The DA's coalitions at local government have been somewhat of a damp squib - and, while it governs the City of Cape Town with a majority, it was unsuccessful in Johannesburg, Port Elizabeth and Ekurhuleni. The only success it attained was the coalition agreement in the City of Tshwane. Political analyst Mpumelelo Mkhabela said the DA's internal elections were a success, but not without drama. "The person who contested John Steenhuisen subsequently left the position as councillor of Johannesburg. She is now no longer active in party activities. One can claim the ramifications of that contestation led to Mpho [Phalatse] being out in the cold. The fact that, soon after that congress, she left, and there was no post-conference reconciliation after a brutal battle," he said. They eventually managed to form a stable coalition in Pretoria. They managed to work together with other parties. They learned an important lesson: to humble themselves and work with other parties. Under [Tshwane Mayor] Cilliers Brink, there is some stability there. "In Ekurhuleni, it had to succumb to the ANC and Economic Freedom Fighters coalition - similarly, in the City of Joburg. The DA failed in Joburg because they could not accommodate the Patriotic Alliance (PA). That is the consequence of the fact that the PA has proven to be a problem for the DA, even in the Western Cape. "The DA finds itself uncomfortable to go into a coalition with a party that is threatening it in other parts of the country. I think the DA disappointed its coalition partners, like ActionSA, primarily because it can't have the PA in the same coalition." Also, in the Nelson Mandela Bay metro, there were setbacks. "They have succeeded in holding one coalition and have failed in three others," Mkhabela said. Steenhuisen said that, when he came into the leadership role, he inherited a party that was 12% at the polls. "The leader had just walked off the job and trotted all over the party as he walked out the door. It was met with headlines from, ironically, News24, which famously said it was the death of the DA. Well, here we are in 2023, on the cusp of an election where the DA is up in the polls. "Nobody talks about the next government in South Africa without talking about the DA. That is not bad for a party that was destroyed and written off as dead," he said. According to Steenhuisen, the DA will be the second-largest party in the country. "We will be, as we currently sit just 7% away from the ANC, with the opportunity that, if things go right, we will overtake them. Where we govern, we have been able to deliver for South Africans. We have not spoken about creating jobs and pushing more people into the unemployment line. What we do, backs up our offer to South Africans. You [are] going to need a strong DA to rescue South Africa," he said. Political analyst Daniel Silke said the DA still found it very difficult to break from its traditional support base. "It has made some progress in communities in South Africa - but, numerically, they do not seem to have built on its percentage of the broader vote in South Africa. Health Ombudsman Professor Taole Mokoena and Minister of Health Dr Joe Phaahla have expressed outrage at the actions of two nurses from a clinic in Motherwell, Nelson Mandela Bay. This comes after the nurses sent a raped teenager, Zenizole Vena, who was in desperate need of medical attention, to walk to a police station. Vena died a few hours later. Health Ombud Professor Mokoena has asked for a disciplinary hearing and that the nurses be reported to the South African Nursing Council.  Mokoena say the nurses negligence contributed to Vena's death. Nelson Mandela Bay's 10-party coalition is now seven months old and, according to executive mayor Retief Odendaal, has already notched up some remarkable wins. Apart from keeping all partners onside in reputably the largest governing coalition on earth; focused maintenance and fast-tracking of existing projects has removed the very real threat of the city's taps running dry. Although the Democratic Alliance, with 48 seats, dwarves the next most prominent coalition member's three seats, Odendaal says a partnership approach was adopted from the get-go and is reaping dividends. This is a template which may be applied to address instability elsewhere, especially Gauteng, where smaller members of coalitions complain about not being adequately respected.
