Les cibles privilégiées de la loi sont deux groupes de presse, Opera Mundi dirigé par Paul Winkler, et les Editions Mondiales de Cino del Duca , principaux importateurs de bandes dessinées américaines. * Il s'agit pour les promoteurs du texte de condamner les bandes dessinées trop violentes ou contenant des allusions sexuelles trop évidentes. La loi trouve ses racines avant la guerre lorsque les mouvements de jeunesse et d'éducation populaire s'attaquent à la vulgarité et à la bêtise du Journal de Mickey, de _Tarzan_et de Mandrake.
