El Anatoly Kolodkin, un petrolero ruso llegó a Cuba con unos 730.000 barriles de crudo poniendo pausa al bloqueo energético estadounidense impuesto a la isla desde el mes de enero. Un alivio momentáneo. Tras mantener este bloqueo con mano de hierro, Donald Trump ha considerado que un petrolero u otros más no harán ninguna diferencia. ¿Qué dirección tomará Cuba? Se lo preguntamos al embajador de Cuba en París, Otto Vaillant Frías. Los barriles que llegaron al puerto de Matanzas el martes 31 de marzo deben ser transportados hasta la Habana para ser refinados y convertidos en combustible para aliviar las inmensas necesidades de los cubanos, que viven o sobreviven al ritmo de largos apagones desde enero.Su impacto se sentirá aproximadamente dentro de un mes y durará solamente un par de semanas. La pregunta es si la llegada de este petrolero ruso se permitió desde Washigton para evitar toda confrontación con Moscú o si se autorizó en el marco de las negociaciones anunciadas por el presidente Díaz Canel. "El bloqueo energético establecido por Estados Unidos contra Cuba ha puesto a mi país en una situación muy difícil, crítica, basado en argumentos falsos. Ha establecido una política de amenaza hacia el mundo entero que impide que podamos adquirir petróleo en el mercado mundial. Un barco no va a resolver el problema. Es la realidad. Pero es verdad que representa un alivio a la situación que hoy estamos enfrentando. Cuba demanda unos 100.000 barriles de petróleo diariamente y cubre parte de esa demanda con la producción de crudo nacional", afirma el embajador de Cuba en París, Otto Vaillant Frías.Los expertos del sector estiman que la prioridad debe darse al transporte, a la agricultura y al abastecimiento del agua potable, tres ámbitos vitales para el funcionamiento de la isla. "Se hará una distribución acorde a nuestras necesidades", agrega Vaillant, admitiendo que "tres meses sin recibir un litro de petróleo tiene un impacto gravísimo sobre un país". "Tenemos dificultades, por supuesto. La economía nacional tiene grandes dificultades, la vida cotidiana, los apagones largos, la agricultura, la salud, también tenemos el (problema del) agua, tenemos carencias de medicamentos, de alimentos, hay estrategias para hacer para avanzar en la producción de proximidad, de manera tal que, como no hay transporte, puedan generarse y producirse alimentos lo más cerca posible de las poblaciones", apunta. El turismo, fuente principal de ingresos, está colapsado. Vaillant Frías recuerda que estos apagones no datan de enero, cuando se cerró el grifo venezolano, de donde provenía la mayor parte del aprovisionamiento de petróleo de la isla o de cuando la administración Trump decretó que "Cuba representa una amenaza para la seguridad estadounidense", a finales de enero. Crisis energética aguda Cuba ya había enfrentado al menos siete apagones nacionales desde el 2024. Las ocho centrales termoeléctricas que producen el 40% de la electricidad de la isla están vetustas, necesitan reparaciones constantes. En cuanto a la energía renovable, la instalación de paneles solares chinos se ha extendido pero no es suficiente para la demanda, tanto más cuanto que la energía renovable producida no tiene almacenamiento. Si bien Vaillant Frías reconoce que el problema no es reciente, insiste en los efectos del bloqueo impuesto por Estados Unidos desde el 62 en la degradación de una infraestructura crítica para el funcionamiento del país: "Una de las principales termoeléctricas de Cuba tiene tecnología francesa; esa planta fue comprada por General Electric en el año 2015 y desde esa fecha nosotros no recibimos piezas de repuesto. Ese bloqueo comercial, económico y financiero que de manera integral se aplica de manera extraterritorial en el mundo entero, impide el acceso de Cuba a flujos financieros estables, impide que nosotros obtengamos esas piezas de repuesto, porque el bloqueo también aplica a los armadores, a los suministradores, a los bancos, a los flujos financieros". Un momento clave fue el acercamiento operado entre 2014 y el 2016 por Raúl Castro y el presidente Obama. Un momento breve antes del primer mandato de Trump que, diez años después, aparece como una oportunidad desaprovechada para reformar el sector energético. Para Otto Vaillant Frías, se establecieron, entonces, "canales de comunicación importantes. Pero al mismo tiempo, las medidas coercitivas en el área financiera continuaron aplicándose y se impusieron multas enormes a grandes entidades financieras del mundo, incluidas francesas. No creo que sea un momento desaprovechado. Lo que sucede es que sucesivas administraciones norteamericanas no continuaron lo que se comenzó con Obama". ¿Se perfila para Cuba un escenario venezolano? De toda evidencia, la era de la apertura quedó atrás. Es más, Marco Rubio, secretario de Estado estadounidense y artífice de la política de Trump en Latinoamérica, lo dice sin tapujos. Para él, el régimen cubano debe caer. ¿Se perfila para Cuba un escenario venezolano? "Hemos dicho que el modelo político cubano no entra en ninguna negociación, como no entra en ninguna negociación con ningún otro país. Y además de eso, nosotros también hemos aclarado y hemos dicho que corresponde a los cubanos decidir su sistema político. Que los dirigentes cubanos no están sobre una mesa de negociaciones. Recientemente, la Cancillería cubana habló al respecto y eso se mantiene. Nosotros tenemos la voluntad de avanzar en conversaciones sobre muchos temas bilaterales", responde. Temas bilaterales, más que todo económicos, como el acceso a la propiedad privada en Cuba para la diaspora, como ya lo había anunciado el gobierno cubano. Como en otras ocasiones, la apertura económica funciona como válvula de escape para aligerar la presión estadounidense. Entonces, apertura económica sí, apertura política no. Otra señal reciente enviada desde La Habana es la excarcelación de presos políticos en la que ha intercedido el Vaticano. Van 24 de 55 prometidos y quedan unos 1.200 aproximadamente por liberar. ¿Se liberará próximamente a más presos políticos? "Yo no tengo información sobre el tema", responde Vaillant Frías asegurando que las personas "detenidas han atentado contra la seguridad nacional, han cometido actos violentos".
