On February 21, 2025, the President of the United States issued a memorandum to members of his cabinet and other executive agency directors describing the administration's investment policy. The statement begins by stating that investment policy is key to the country's national and economic security. While investment by “allies and partners” can create jobs and wealth for the United States, investment by “foreign adversaries,” including China, is not in the national interest. The United States will establish new rules to prevent American companies and investors from investing in certain Chinese industries and will use all available legal tools to restrict PRC-affiliated individuals from investing in strategic sectors in the United States. The memorandum raises many questions, among them: what might change as a result? What specific restrictions are likely to be imposed on inbound and outbound investment? In an interview conducted on February 28, 2025, Nicholas Borst, in conversation with Steve Orlins, discusses the implications of the policy for U.S.-China economic and trade relations. Unbeknownst to most Americans, the Chinese Communist Party has waged "unrestricted warfare" against the United States for decades. In May 2019, it went even further, declaring in its main propaganda outlet, People's Daily, a whole-of-society "People's War" on our country. In the intelligence business, these are known as clues. Unfortunately, the U.S. government has basically chosen to ignore such ominous realities. Until now. On February 21st, President Trump took action. In a memorandum to relevant senior subordinates, he established the "America First Investment Policy," announcing, among other things, that "The United States will…use all necessary legal instruments to further deter United States persons from investing in the PRC's military-industrial sector." With this initiative, Mr. Trump has set the stage for ending a national security travesty: Wall Street's continued underwriting of our mortal enemy. Bless you, President Trump. Let's roll. Populism—the political term that describes a group of self-described common people who oppose elite—has turned up in what for many is an unexpected place: the push for a worldwide transition to clean energy. Even though they're vital to preventing the most catastrophic consequences of the manmade global climate crisis, clean energy measures are encountering pushback from multiple sources ranging from local citizens groups, to cost-conscious consumers, to self-styled conservationists, to right-wing politicians, and to corporate boardrooms. Harvard Kennedy School Professor Robert Z. Lawrence and Professor Dustin Tingley from Harvard's Department of Government say a number of forces are shaping the new clean energy pushback, including genuine popular resentment in some communities left over from economic transitions like the loss of manufacturing jobs due to globalization. Robert Lawrence is a former member of the President's Council of Economic Advisers and an economist who studies trade policy. Dustin Tingley is a political scientist researching the politics of the climate crisis and co-author of the new book “Uncertain Futures: How to Unlock the Climate Impasse.” With time running out for the world to make significant reductions in fossil fuel use, they join PolicyCast host Ralph Ranalli to discuss strategies and policy ideas to keep the momentum going toward a sustainable energy future.Policy Recommendations:Robert Z. Due to her own experience from an over-the-counter DNA kit in 2014, she was shocked to her core to find the man who had raised her was not her genetic father. It took Alesia four years of sleuthing to discover the identity of her biological father. Unfortunately, he'd passed years before. After connecting with her genetic family, she discovered four members had brain tumors just like she'd experienced. Had she known she had a genetic predisposition, her doctors could've diagnosed her tumor much sooner. Kara Rubinstein Deyerin is RTK's Chief Executive Officer.
