The U.S. and China plan to spend billions of dollars refurbishing key railway lines in southern Africa that link critical resource mining hubs in Zambia and the Democratic Republic of the Congo with ports on both sides of the continent. For the U.S., it's the Lobito Atlantic Railway that goes from the copper belt in Zambia 1,300km west across Angola to the Atlantic Ocean. However, China is looking in the other direction: proposing to spend upwards of a billion dollars to refurbish the TAZARA railway, which also begins in Zambia and heads almost 1,900km West to the Tanzanian port of Dar es Salam on the Indian Ocean. But building and managing these railways isn't going to be easy given the complex politics in the region. Akashambatwa Mbikusita-Lewanika, a former managing director of the TAZARA railway, and Solange Chatelard, a prominent China-Zambia scholar at the Université Libre de Bruxelles, join Eric & Géraud to discuss why Beijing and Washington face such formidable challenges in this new logistics competition. Professor Anthony King gives a talk for the Changing Character of War seminar series. Command has long been a major concern for military historians and security studies scholars. Focusing on the divisional headquarters and specifically on staff procedure, the 'decision point', this paper analyses the transformation of command in the 21st century. It claims that in contrast to the 20th century, when forces institutionalised a relatively individualised system of command, command in the 21st century has become a highly professionalised and collectivise practice. Specifically, through devices like the Decision Point, staff play an increasingly important role in structuring and directing the decision-making process. Professor Anthony King is Professor in War Studies at the University of Warwick. He specialises in the study of the war and the armed forces and is particularly interested in the question of small unit cohesion. His most recent publications include The Combat Soldier: Infantry Tactics and Cohesion in the Twentieth and Twenty-first Centuries (Oxford, 2013) and (ed.) Frontline: Combat and Cohesion in the Twenty-first Century (Oxford, 2015).

Speaking about Brexit and its impact on UK universities the Bynum Tudor Fellow for the 2017-18 academic year, Lord Bilimoria CBE, delivered a timely and highly relevant Bynum Tudor Lecture for 2017. Lord Bilimoria asked whether the Government was making universities a priority, and whether they are appreciated by either the public or the Government. He went on to highlight the importance of international students to both universities and the wider UK economy before pointing out the loss of funding which will result from leaving the EU, he then drew this conclusion: 'Brexit is a huge mistake. It is a sword hanging over our universities, be it our students, academics and our research.'
