Mayfair Street Partners is renovating 633 N. Liberty St. in Winston-Salem. This building falls into one of the census tracts known as an Opportunity Zone. EDDIE GARCIA/WFDD When the Tax Cuts and Jobs Act was passed, the legislation included six pages that could have a big impact on cities. It’s a program built to entice long-term investment in low-income communities, areas that are called "Opportunity Zones." Listener Walter Fyler wants to know more about the program, and what the formation of Opportunity Zones could mean for our cities. For this edition of "Carolina Curious," Eddie Garcia spoke with business and city leaders in Winston-Salem in search of the answer.   In downtown Winston-Salem, it seems like a new brewery or restaurant is opening up every other week.  Mayfair Street Partners, an investment group from Alpharetta, Georgia, has multiple hotels planned downtown and recently announced a new food and entertainment center. Local managing director Simon Burgess says this two-story mixed-use development will feature duck-pin bowling, golf simulators, virtual reality games, restaurants, and events space. Sounds nice — but that’s not all. “On the roof, we’re putting five see-through igloos so you can use the roof bar in the winter,” he says. Yes, a rooftop igloo bar. You won’t have to go to a major metropolitan to try this one out. Part of the reason is that a large swath of downtown Winston-Salem has been designated as an Opportunity Zone. That’s a geographic region identified as economically distressed, where certain investments made there get tax advantages. These regions are called census tracts, and North Carolina has 252 marked as Opportunity Zones.  Winston-Salem has 10 of them, 11 if you include the county. And this big tax break can entice developers. Mark Owens, CEO of the Winston-Salem Chamber of Commerce, says capital is flowing from all over into the city. “It has attracted investors from New York, different parts of the country, to look at Winston-Salem,” says Owens. “And maybe they have looked before, but they’re looking in the Opportunity Zones.” This map of Winston-Salem shows some of the areas marked as Opportunity Zones in green. There are 11 such designations in the area. Photo courtesy of the North Carolina Department of Commerce.   Not just anyone can take advantage of investing in an Opportunity Zone. Here’s how it works: Step one: an investor sells an asset and makes a profit, generating capital gains. Step two: that money is reinvested into an Opportunity Zone fund.  Step three: a good deal of waiting. To get the full tax benefit, the investment has to be held for at least 10 years. Then the investor is permanently excluded from paying those capital gains taxes on it. So, who exactly is making these investments, and how many have there been in Winston-Salem?  It turns out these investments aren’t directly tracked. The Winston-Salem Chamber of Commerce, champions of the program, doesn’t even know for sure. “They’re private transactions between people, so we’re not involved,” says Owens. “So it’s hard for us to know the true number of transactions.” City government also appears to be somewhat out of the loop. Business licenses haven’t been required in North Carolina since 2015, so cities don’t have a paper trail to know who’s opening up shop in an Opportunity Zone. Winston-Salem City Assistant Manager Evan Raleigh says there’s little limit on what those taking advantage of the program can build. “Because it is private-sector led, and the government isn't actively sitting at the driver’s seat, and there’s no mechanism by which an Opportunity Zone would have to tell us, ya’ know, we’re really more in the observer role more than anything,” Raleigh says. There are still zoning regulations in place that dictate what can go where, but the private market can make these investments in Opportunity Zones with little to no local oversight. But what about those distressed areas that Opportunity Zones were designed to serve?  That's where Vincent Wilkins comes in. He and his cousin Marlin Wilkins started The Emergent Group to put together a homegrown Opportunity Zone fund.  “I’m not interested in downtown. Downtown is taken care of, pretty much,” says Wilkins. "But let's build up those individuals that are on the outskirts of it because they need the help too.” Wilkins says that while their fund is still being developed, they have some ideas about what they would invest in — something like a mixed-use office and apartment building funneling into downtown. They say it’s a no-brainer to include some kind of housing, and would like to see more investors taking up that charge. But pointing investors and developers into economically underperforming areas is a challenge.  “And I know it's difficult because most people say ‘Hey, it's in a place that's been a desert for economics,’” Wilkins says. “And that’s where me and Marlin come in, because we’re used to working in a place that was distressed for whatever reason. And distressed has so many categories.” The development gold rush is happening right now, but this tax incentive is still in its infancy. He earned his bachelor's degree in computer science from North Carolina State University., Jeanette ManfraAssistant Director for Cybersecurity, Department of Homeland Security’s Cybersecurity and Infrastructure Security Agency. Ms. Manfra leads the Department of Homeland Security (DHS) mission of protecting and strengthening the nation’s critical infrastructure from cyber threats. Previously, Ms. Manfra served as Assistant Secretary for the Office of Cybersecurity and Communications (CS&C) for the National Protection and Programs Directorate (NPPD) before the agency became CISA on November 16, 2018. Prior to this position, Ms. Manfra served as Acting Deputy Under Secretary for Cybersecurity and Director for Strategy, Policy, and Plans for NPPD. Ms. Manfra also served as Senior Counselor for Cybersecurity to the Secretary of Homeland Security and Director for Critical Infrastructure Cybersecurity on the National Security Council staff at the White House. Before joining DHS, Jeanette served in the U.S. Army as a communications specialist and a Military Intelligence Officer. , Matt TurekProgram Manager, Information Innovation Office, Defense Advanced Research Projects Agency (DARPA). Dr. Matt Turek joined DARPA’s Information Innovation Office (I2O) as a program manager in July 2018. His research interests include computer vision, machine learning, artificial intelligence, and their application to problems with significant societal impact. Prior to his position at DARPA, Turek was at Kitware, Inc., where he led a team developing computer vision technologies. His research focused on multiple areas, including large scale behavior recognition and modeling; object detection and tracking; activity recognition; normalcy modeling and anomaly detection; and image indexing and retrieval. Turek has made significant contributions to multiple DARPA and Air Force Research Lab (AFRL) efforts and has transitioned large scale systems for operational use.  Juanita Broaddrick is a retired registered nurse and former nursing home owner.   In 1999, she burst into the public consciousness when she accused President Bill Clinton on national television of raping her as he ran for Governor of Arkansas.  It was a TV appearance she dreaded but felt compelled to come forward after being deposed by Independent Counsel regarding the events of April 25, 1978.   The NBC Dateline interview, however, was held by NBC until after the Impeachment hearing was over and finally aired two weeks later opposite the Grammy Awards.After the trauma of relating the horrific events on national TV, Juanita wanted nothing more to do with the media and faded from the public eye until the Presidential Campaign of 2016.    It was then she heard about a tweet Hillary Clinton had made late in 2015.  Hillary tweeted, "I want to send a message to every survivor of sexual assault.  Don't let anyone silence your voice. You have the right to be heard.  You have the right to be believed….and we're with you".   Juanita could stay quiet no longer, remembering how she and the other victims of Bill Clinton had been harassed and threatened by Hillary Clinton. She asked her grandson to show her how to use Twitter.On January 6, 2016, Juanita tweeted, "I was 35 years old when Bill Clinton, Arkansas Attorney General, raped me and Hillary tried to silence me.   I am now 73….it never goes away."   The tweet went viral, instantly, and she has been tweeting in support of Donald Trump ever since.   Juanita, along with other victims of Bill Clinton, appeared with Mr. Trump at the 2nd presidential debate October 9, 2016, in St. Louis.  She has been interviewed numerous times on Fox News by Sean Hannity, Laura Ingraham, Martha MacCullam, Judge Jeanine and Jesse Watters,  on CNN by Jake Tapper and SE Cupp, on OAN TV by Graham Ledger and on CRTV by Eric Bolling.  She continues to do  interviews on national radio shows, including the Sean Hannity radio show.  Juanita has written a book about her life and the years of trauma and emotions of being raped by a powerful man.   Now as we see the women coming forward telling their stories of sexual assault by another powerful Attorney General from New York, she remembers what it was like so many years ago.   Their comments in the New Yorker are a haunting reminder of what she went through.  One said, "What do you do if your abuser is the top law-enforcement official in the state?"   Exactly, …….her thoughts four decades ago.  And now we see the double standard by the Democrats by elevating the uncorroborated allegations of Dr. Christine Ford while turning their backs on Broaddrick during the impeachment of Bill Clinton 1999.  p.p1 {margin: 0.0px 0.0px 0.0px 0.0px; font: 14.0px Helvetica; min-height: 17.0px} p.p2 {margin: 0.0px 0.0px 0.0px 0.0px; font: 18.0px Helvetica} p.p3 {margin: 0.0px 0.0px 0.0px 0.0px; font: 18.0px Helvetica; min-height: 22.0px} span.s1 {font-kerning: none} Juanita's book is titled, "You'd Better Put Some Ice on That".  Those are the words Bill Clinton said to her after he raped her, referring to her swollen, bleeding lip.  Those words will forever be a reminder of that day in 1978.  

Back in the summer of 2003, the Minnesota Timberwolves made a splash on the trade market, acquiring veterans Sam Cassell and Latrell Sprewell. The two players formed a powerful trio with Kevin Garnett and won 58 games during the 2003-04 season. Garnett won MVP and Minnesota won their first playoff series in franchise history on their way to a Conference Finals appearance.Though the Wolves brought back the same cast for the 2004-05 season, the team fell apart. Coach Flip Saunders was fired and the team missed the playoffs.
