In their lawsuit, filed in Holt County District Court, the family blamed his death on the negligence of NPPD and the Nebraska Department of Natural Resources in failing to maintain the 93-year-old structure and failing to warn the public about the risk the dam posed the community.

Ice rubble on the Niobrara River broke up the 93-year-old dam, and one man, Kenny Angel, died in the aftermath of the collapse.The dam’s owner – the Nebraska Public Power District – has now received funds from the Federal Emergency Management Agency to officially decommission the dam two years later.“Let’s make it clear: We do not plan to rebuild," said Mark Becker, a NPPD spokesperson.

First came the launch of its National Risk Management Center last month. Now the Homeland Security Department is renewing its pitch to Congress. It wants approval to reorganize and streamline its cybersecurity functions. The plan has broad support on the Hill and from the Trump administration. But this is Washington, and the plan to reshuffle the DHS cyber office has stalled for more than a year. Federal News Radio's Jory Heckman had more on Federal Drive with Tom Temin.
