Shannon Watts is the founder of Moms Demand Action, a grassroots group fighting against gun violence. With 10-million supporters and a chapter in every state, Moms Demand Action and its partner, Everytown for Gun Safety, have stopped the NRA's priority legislation and passed hundreds of gun safety laws across the country, most notably the Bipartisan Safer Communities Act, the first gun safety bill in 26 years. Shannon is also an active board member of Emerge America, which recruits and trains women to run for office, and Advance Peace, a community-based organization that works to end cyclical and retaliatory gun-violence in American urban neighborhoods. Buckle up for a wild one. The nation is rethinking public safety, with major cities taking steps to defund the cops and Minneapolis dismantling its police department in earnest. So what's happening in California? On Wednesday, Sacramento City Council held a maddening emergency meeting, taking obvious measures to minimize and marginalize voices from the public and ultimately ending the session with milquetoast police 'reforms' that will simply not make the Sacramento Police Department any less violent or irresponsible. The meeting began with police chief Daniel Hahn telling a story of a ~very dangerous~ Sacramento, and council members bandying about terms like "gang violence." Then, when the head of Advance Peace--a proven community initiative geared toward giving at-risk children and young adults outlets that will turn them away from cyclical and retaliatory gun violence--council members Angelique Ashby and Larry Carr went on the offensive. They want more cops and fewer proven grassroots programs, you see. It was all downhill from there, with council members extolling the virtues of the long-debunked #8cantwait initiative, the Sacramento Community Police Review Commission chair expressing his frustrations with a non-responsive city hall and, finally, the council resolving to create a toothless inspector general position for the purpose of "public safety accountability." No consideration whatsoever toward defunding the cops. We try to keep our show around an hour, but sometimes it just strikes us that we need to dedicate more time toward a topic (see our episode with Conrad Crump as an example). The Fresno City Council voted Tuesday to approve its billion dollar budget , just in time for the July 1 deadline. However, it will have to be reconsidered in three months. Fresno Mayor Lee Brand proposed the council pass a continuing resolution that would keep city expenses at the same level as last year, at least for 90 days. But the city council still asked that certain community demands be honored. “When the mayor came forward about a month ago with a doom and gloom budget, he also asked us to be a rubber stamp and the council said no,” said Council President Miguel Arias. Throughout the budget hearings, councilmembers insisted on having park employees, not police, handle graffiti. Residents demanded the council allocate $300 thousand dollars for Advance Peace, a gun violence prevention program. Both resolutions passed , along with the continuing resolution. Building the Future: Freedom, Prosperity, and Foreign Policy with Dan Runde
In this podcast, Dan Runde is joined by Ambassador James Michel, a Senior Advisor to the Project on Prosperity and Development at CSIS and former chair of the Development Assistance Committee of the Organization for Economic Cooperation and Development (OECD). In January 2018, Ambassador Michel published a CSIS report, Managing Fragility and Promoting Resilience to Advance Peace, Security, and Sustainable Development. The OECD estimates that by 2035, 80 percent of extremely poor people will live in the 56 contexts identified as fragile in 2016. The United States and other development actors are going to be increasingly focused on these fragile contexts, and Ambassador Michel provides recommendations for each of their approaches. Countries experiencing significant fragility, while amounting to about 20 percent of the world’s population, are projected to be home to 80 percent of the world’s extremely poor by 2035. Societies affected by poor governance, limited institutional capability, low social cohesion, and weak legitimacy tend to exhibit erosion of the social contract, diminished societal resilience, and low levels of economic and human development. Spillover effects of fragility include increased risks of armed conflicts, forced migration, spread of diseases, organized crime, and terrorism. He holds a Master of Science degree from George Mason University’s School for Conflict Analysis and Resolution and a black belt in the Japanese martial art of Aikido. He is a former employee of the Association for Conflict Resolution, the American Bar Association Section of Dispute Resolution, the Ohio Commission on Dispute Resolution and Conflict Resolution and the D.C. Court Services and Offender Supervision Agency as an ADR Specialist.
