This Day in Legal History: Wyoming Territory SuffrageOn December 10, 1869, the Wyoming Territory made history by enacting the first law in the United States to grant women the right to vote. Signed into law by Governor John A. Campbell, the legislation represented a bold step toward gender equality in a country where voting rights for women were otherwise non-existent. This groundbreaking decision was influenced by a mix of progressive ideals and pragmatic concerns. Some lawmakers supported the measure as a genuine effort to recognize women's rights, while others believed it might attract settlers to the sparsely populated territory.The law not only granted women the right to vote but also allowed them to hold public office, a rarity even in international contexts at the time. On Monday public safety officials from across the country gathered in downtown Minneapolis to talk about strategies for reducing violent crime. It's part of a summit hosted by the Justice Department. One of the federal officials in Minnesota for the summit is Steven Dettelbach, the director of the Bureau of Alcohol, Tobacco, Firearms and Explosives. It's the agency responsible for enforcing federal gun laws. Dettelbach was appointed by President Joe Biden and confirmed by the Senate in 2022. He joined MPR host Nina Moini to talk about the oversight of gun sales, ghost guns and how he's advising the next administration about reducing gun violence.

Despite support from fellow Democrat Leroy Tre' Hutchins, all motions failed. Only the proposal for more school counselors received cross-party support from Republican Brad Wheeler, but it was defeated in a 3-3 tie due to Democrat Nichelle Davis's absence. Sayler emphasized the importance of giving board members the opportunity to vote on these issues. Republican Board Chair Randy Scamihorn opposed the amendments, citing trust in district staff to prioritize necessary legislative actions and concern over lengthy priority lists being ignored by state legislators. Ultimately, the board unanimously approved a legislative priority list centered on financial sustainability, educational access, and safety and stability. The election is just days away. In fact, it's the day after this episode is released to the public. The time to cover the daily developments on the campaign trail is over. Now, it's time to look ahead at what the realistic expectations on gun policy should be for a potential Trump or Harris administration. To do that, I've brought somebody from an outlet on nearly the opposite side of the spectrum from The Reload. Jennifer Mascia has been a reporter at The Trace, a non-profit publication with ties to Everytown for Gun Safety, since it was founded. She is well-sourced inside the gun-control movement and closely follows gun politics news. She joins the show to help suss out the most likely policies Trump or Harris would pursue and by what means. Mascia and I agreed legislation is the least likely area for change since Republicans are likely to gain a Senate majority regardless of who wins the presidency--but only a narrow majority. Instead, the real action will be in court appointments and executive actions. There, Harris may be more restrained by both a Republican Senate and the amount of gun action President Joe Biden has already undertaken. Trump is likely to continue judicial appointments in line with his first term while potentially firing the ATF Director Biden appointed and undoing his executive actions, though it's hard to say how far he'd expand beyond that.
