Hay utopías o distopías, según el rincón en el que te tocara, que han sido. ¿Recuerdan la globalización? Un mundo sin fronteras (ejem), con una integración de sus economías tendente al infinito que iba a convertir la violencia en comercio (nótese que esto era un adelanto). Un mundo sin política y sin historia. Dicho así parece un cuento, pero algunos de sus mandatos principales han resistido décadas, así que era un buen cuento; o se contó con una mano muy firme, tanto da. Uno de esos mandatos que se volvió ley en nuestro contexto de hegemonía neoliberal fue que el Estado no tenía mayor interés en y por lo tanto no debía organizar ningún sector productivo o alcanzar algún objetivo social. Es verdad que se trataba de un planteamiento discursivo, es decir, de otro cuento, pero esta interdicción de la intervención pública (¿han oído lo de los efectos perversos del control de precios, por ejemplo, de la vivienda?), unida al vigor de sus alternativas de mercado (¿recuerdan la eses que iba haciendo Laffer por las páginas salmón?), formaban parte del canon de la política de masas. Hemos dedicado este Pol&Pop a hablar con Paolo Gerbaudo (“Controlar y proteger. El retorno del Estado”, ed. Verso) sobre qué sustituye o se disputa con el neoliberalismo el liderazgo de los signos, ahora que estamos de acuerdo en que el neoliberalismo está en crisis y en que, vaya, no tenemos mucha idea sobre lo que está pasando en el hueco de esta crisis. Gerbaudo mantiene que, pasada la década populista que postcedió al crack de 2008, se ha consolidado un neoestatismo. Es decir, se ha renovado cierto consenso sobre la necesidad de incrementar la intervención estatal en asuntos, sobre todo económicos y de seguridad, respecto a los que, al menos discursivamente, aquella se había proscrito. Esta interpretación, que rivaliza y también se encabalga con otras a las que hemos estado dando vueltas estas temporadas, tiene al menos dos aspectos muy significativos. En primer lugar, esa hegemonía neoestatista no implica que todos los sectores políticos la declinen y la implementen del mismo modo. Poca sorpresa si volvemos aquí sobre la condensación de fuerzas sociales ambivalente que es lo estatal. Enfoques reaccionarios y socialistas agrupan un conjunto de problemas y soluciones antgaónicas respecto a este paso al frente del Estado: Proteger ¿el planeta o las fronteras? ¿la vida o el territorio? ¿la libertad real o el linaje?. Controlar ¿a los de las plantas altas o a quienes limpian los cristales? ¿a los vigilados o a los vigilantes? Por eso, este neoestatismo no viene acompañado de optimismo ni de pesimismo, sino de la constatación de un cambio en el terreno de juego. En segundo lugar ¿qué terreno? El discursivo. Pensar en este terreno no deja de ser resbaladizo. Que los gobiernos socialdemócratas digan que algo les resulta prioritario ¿significa que se va a hacer algo en ese terreno? Qué les vamos a contar. Pero que se consuma de forma masiva la idea de que “no hay mejor política industrial que la que no existe” ¿es, de verdad, lo mismo que exteriorizar como proyecto de país la transición verde? Se trata de una ambivalencia que no solo atañe a la distancia entre lo que se dice y lo que se hace, sino también a los espacios del decir y del hacer que permanecen intangibles (como la estructura de los grandes beneficios y los ingresos del Estado) y los que se encuentran en el prime time de la comunicación política (las políticas sociales o territoriales). Además, tanto el decir como el hacer son poca cosa sin las bases suficientes sobre las que sostener esas posturas, lo que nos lleva, en los finales de este post y del capítulo, a la cuestión de los bloques y las alianzas. Emma hosts Paolo Gerbaudo, Director of the Centre for Digital Culture at King's College London, to discuss his recent book The Great Recoil: Politics after Populism and Pandemic.  Emma first starts off by covering the amoral impending execution of Melissa Lucio, despite growing evidence that she was not responsible for the death of her child. Then, Emma touches briefly upon the pro-wrestling promo that is the preview for Donald Trump's sit down interview with Piers Morgan. Paolo joins Emma afterwards to explain the concept behind the "Great Recoil", as well as the question of what kind of management system is most functional/beneficial for this particular market economy. Paolo also explains the concept of what the left should and does value in terms of the idea of "security"-social security, environmental security, as opposed to the traditional definitions that entail physical protection (ahem, military spending.) He notes that there is overwhelming evidence globally that people thrive within their lives when provided with social safety nets in order to succeed. Paolo then defines the concept of "neo-statism", and how a concept of delivering public goods without the necessitation of a market justification would open up so many more avenues to improve people's overall wellbeing. Emma and Paolo then touch on the question of how the prospects of democracy look globally in an era demanding more of state action regardless of political system, what happens when a country doesn't have an efficient public health, transit, and infrastructural sector can lead to (ahem, COVID, the entire US economy), and how these concepts being discussed either dovetail or mesh with the idea of "populism" as its been exemplified in the 2010's with Donald Trump and Bernie Sanders's campaigns. They then touch on bureaucracy and how, while sometimes a bad word, it can be used to benefit the most vulnerable people (incentivizing young bureaucrats, working class bureaucrats and how people with access to this knowledge and literacy can transmit it to people who've never had the luxury of hiring people to understand it.) They finally touch on the US's booster shot efforts, the massive economic and social infrastructure of Amazon, and how outsourcing this type of bureaucracy to consultancies and corporations only weakens public sector structure to do what it would be capable of doing without these obstacles. Who draws the boundaries of the “self” in self-organization? Isn't a spontaneous event organized? From where does the suspicion of being organized spring? How can organizations combine the resources and move beyond competition in political processes? Why is translating specific organizational forms from one context to another so difficult? In this episode, Spadework talks with Rodrigo Nunes about the new grammar of organization he's developed in his just released book, Neither Vertical nor Horizontal: A Theory of Political Organization. While typically Spadework focuses on highlighting organizational practices, this episode draws our attention to the conceptual realm of organization. This is because organization is always mediated through ideas, concepts, and discourses about organization. The ways we think and talk about organization frames our actions and conditions our practices, which can either be conducive to greater organizational capacities, or inhibitive.  This is an important terrain of struggle precisely because of the incredible organizational task facing humanity today: the less than 10 years we have to bring carbon emissions down 45% according to 2010 levels in order to stay the hand of existential catastrophe.  Rodrigo draws on two decades of political experience spanning back to the alter-globalization movement and across continents and political projects in order to provide us with a renewed vocabulary to help us break through the conceptual barriers that have restrained social movements for so long. What is proposed here is a framework that at onces deprives us of the certainties we once enjoyed but provides us with a sobriety capable of meeting the task at hand. I heard about this term for the first time in an article I read recently by Paolo Gerbaudo for the New Statesman ("The age of the hyperleader: when political leadership meets social media celebrity" https://www.newstatesman.com/politics/media/2019/03/age-hyperleader-when-political-leadership-meets-social-media-celebrity). Paolo uses the term in referring to certain types of politicians who may be more popular than the parties they represent and are particularly adept at using social media to engage with their constituents. I’m using the term in referring to people you and I may know in the business world. These are people who can be game-changers. They can single-handedly attract more attention to the brands and businesses they represent than those entities can themselves. These are people you want on your side. These are people you want working on your behalf.
