I am Dominic Bowen, and I am the host of the International Risk Podcast.At 7am on the 15th of August, after ten days of marathon sessions and a final overtime session that stretched more than 24 hours, the Chair of the UN Intergovernmental Negotiating Committee on Plastic Pollution formally adjourned INC-5.2. What was meant to be the final round of talks on a global plastic treaty ended not with a breakthrough but with collapse. Despite two draft texts, delegates left Geneva without a consensus on a legally binding agreement. The deadlock revealed stark fault lines: on one side, a majority of countries demanding binding rules to tackle plastics across their full lifecycle — turning off the tap at the source. On the other hand, a minority of petrochemical and oil-producing states are pushing for a nationally determined approach, focused narrowly on recycling and waste management after production. The result? Paralysis by consensus: a process where the need for unanimity allowed a small group of obstructionists to stall the world's response to a rapidly escalating crisis.Today, we're joined first by Christina Dixon, Ocean Campaign Leader at the Environmental Investigation Agency. For several years, Christina and her team at EIA have been pushing for a global treaty to tackle plastic pollution and she was present at the UN Environment Assembly in 2002 when nations adopted the resolution to begin negotiations on a legally binding treaty to end plastic pollution. Christina has more than 15 years of experience driving change through policy and strategic communication, including her previous role as Global Campaign Lead at World Animal Protection, and holds degrees in both Broadcast Journalism and Media and Communications. Alongside Christina, we are joined by Alexandra Harrington, an international law scholar and practitioner specialising in international organisations, environmental and sustainable development law, corporate social responsibility, transitional justice and treaty regimes. She is Chair of the Plastic Pollution Task Force at the International Union for Conservation of Nature (IUCN). She has published extensively, with recent books inlcuding International Law and Global Governance: Treaty Regimes and Sustainable Development Goals Interpretation. Earlier this month, the vast forest-grassland mosaic of the Western Ghats, Assam's Manas National Park, and West Bengal's Sundarbans, a mangrove where tigers swim from island to island, were all listed as being of “significant concern”. This was the assessment of the natural World Heritage sites in Asia and was released by The International Union for Conservation of Nature or IUCN. IUCN is the world's oldest and largest global environmental organisation, that tracks the health of ecosystems and species worldwide. And today, climate change has overtaken hunting as the greatest threat to wildlife, says IUCN's World Heritage Outlook 4 report which was released this month. India's forests are turning into concrete jungles. Tourism has reached its tipping point. Highways splice through natural habitats. And illegal wildlife trade thrives.  The most recent scandal was the ED chargesheet against Elvish Yadav, a YouTuber, for wildlife crime. Some scientists looking to preserve vulnerable species have turned to a controversial technique: synthetic biology. Singapore literally would not exist without the shipping industry. In 1819 the East India Company reached agreement with the local ruler to use it as a waystation for vessels carrying opium to China. Five years later, it bought the entire country for cash. Two hundred years later, it would not be much of a stretch to describe it as a powerhouse port with a small southeast Asian city-state attached. But until last month, the International Union of Marine Insurance conference had not taken place there since 2004. Even then, Singapore's standing in the maritime industries was undeniable. But at that point it remained an emerging market in marine insurance terms. As the 600-plus delegates who assembled for this year's event were told, that is clearly no longer the case. It is now the fourth-largest hull market in the world. Its share of the global hull book now stands at 7.9%, leaving it just a fraction of a percentage point behind the once-almighty Lloyd's. Nor is it the only Asian nation to see its marine insurance presence take a great leap forward. China is now writing around 12% of world hull premiums and must now be counted as a core market for H&M. It also writes 17% of cargo business, which is more than Lloyd's and the London companies markets put together. The late Chinese leader Deng Xiaoping - who died in 1997 - argued that the twenty-first century would be the Asian century. If marine insurance is anything to go by, he may have had a point. Pope Francis and thousands of visitors and pilgrims at his general audience prayed for the victims of the earthquakes that devastated the region along the border of Turkey and Syria. Bishop David Malloy, International Justice and Peace Chairman, called for prayer and financial aid for the victims and relief workers. The Pontifical Council for Justice and Peace and the International Union of Superiors General designated February 8 as an annual day of prayer and awareness against human trafficking. February 8 is the feast day of St. Josephine Bakhita, patron saint of victims of modern slavery and human trafficking. Pope Francis recently concluded his historic visit to the Democratic Republic of the Congo and South Sudan. He prayed with South Sudan's Christians for peace and spoke about the important role of women in peacebuilding.
