In doing so, the SBA worked with the advice of the Department of Justice on a plan to distribute the remaining funds, approximately $83 million. The SBA has contacted the recipients of the awards. In addition to other SBA assistance programs, the RRF has helped more than 100,000 restaurants and other food and beverage business owners survive the pandemic. The push, the most successful effort to unionize a restaurant chain, contributed to massive changes at the Seattle-based coffee giant, particularly in the executive team. That push has slowed in recent months. Romeo and I debate whether that's a sign that Starbucks has won. We also talk about a potential rail strike, which could inject yet another black swan event onto a restaurant industry that has dealt with several of them over the past three years. Just before the Thanksgiving holiday, the U.S. Small Business Administration announced that the government agency would be distributing $83 million in unobligated Restaurant Revitalization Fund money to 169 restaurant operators with pending RRF applications. Over the summer, NRN reported on an independent audit by the U.S. Government Accountability Office that found the SBA was sitting on $180 million of unobligated Restaurant Revitalization Fund money. At the time, the SBA said that they planned to distribute the funds with help from the Justice Department, though no further details were available. Earlier this month, the SBA provided an update that no further applications were needed, and funding would be distributed soon on a “first-applied, first-serve basis.” According to the National Restaurant Association, the previous estimate of $180 million in leftover funding was inaccurate, and the $83 million represents the last of the RRF funding that any restaurant will ever see. Grants will be distributed in the order in which applications for the original RRF grants were received last year, starting this week. Operators will have until March 2023 to spend the money. The Restaurant Revitalization Fund was all anyone could talk about for months when the pandemic started. It became a major lifeline for struggling restaurants who couldn’t receive Paycheck Protection Program loans. Then it ran out of funds. A second round of RRF funds were voted on and rejected by Congress, leaving struggling restaurants stranded without a lifeline. Turns out, that wasn’t the case. During an investigation this summer, an independent body found out that $180 million in funds hadn’t been distributed from the original RRF. While that may seem like a lot — and will make a substantial difference for many restaurants when and if it is eventually distributed — it’s only 1% of the money the fund held initially. The SBA is set to award an added $180 million in unspent funds allocated for the Restaurant Revitalization Fund (RRF) back in 2021. This is not an infusion of funds into the RRF currently; in fact, a new law was introduced and passed by the House of Representatives to replenish the RRF with more than $40 billion, but it did not pass the Senate (See June 2022 update below). It is not clear how, when, or to whom these RRF grants will be issued, so do not throw away any correspondence from the SBA because you may be one of the lucky stores to receive an extremely late RRF grant! The Government Accountability Office analyzed weakness and issues with the Restaurant Revitalization Fund program, which appropriated $28.6 billion to the foodservice industry in 2021. According to the report, 88% of applicants were eligible for funding, but only 40% ended up receiving Restaurant Revitalization Fund money. Here’s Joanna Fantozzi with more on the story. Today I breakdown Reef Kitchens as they seek an ownership stake in 800 Degrees Go, a joint venture between restaurant chain 800 Degrees and robotics company Piestro, 800 Degrees Go announced Thursday. Reef will also open 500 800 Degrees Go locations through 2027, and Kenneth Rourke, Reef's EVP of kitchens and brands, has joined 800 Degrees Go's board.800 Degrees Go currently operates out of 40 Reef locations in 13 markets and expect to open 100 more units this year, according to the press release. Reef initially announced a deal with 800 Degrees eight months ago to operate 500 mobile units by 2026. These plans and Reef's current deal with 800 Degrees Go are one and the same, 800 Degrees CEO Tommy Lee wrote in an email to Restaurant Dive.This past Thursday the House of Representatives passed The Relief for Restaurants and Other Hard Hit Small Businesses Act of 2022 (H.R. 3807), which would add $42 billion into The Restaurant Revitalization Fund. The bill, which will soon face the Senate, would also allocate $13 billion for other businesses with less than 200 employees that were hurt by the pandemic environment.If H.R. 3807 passes the Senate, the 177,000 restaurants that were approved for RRF grants but did not receive funding before the portal closed are already in a queue to receive grants, legislators said on a media call hosted by the Independent Restaurant Coalition on Thursday afternoon. About 20% of the industry will be eligible and will be asked by the SBA to sign a form confirming their businesses are either open or will reopen in the next sixth months. No additional application requirements will be necessary.

While Congress created the Restaurant Revitalization Fund to provide relief to restaurants, a business sector extremely hard-hit by government-imposed shutdowns and other restrictions related to the COVID-19 pandemic, everyone knew the demand for the funds would be far greater than the supply. According to the SBA, more than 278,000 applications were received by June 30th, seeking more than $72.2 billion in funding. The SBA closed the program and stopped accepting applications on July 2nd, but less than 10 days after the SBA launched the RRF Portal on May 3rd, the applications submitted equated to more than twice the amount of funds available. During this week's episode of The Tip Share, RASI Director of Compliance, Brian Smith, sits down with RASI New Business Development Strategist, Dave Downs to discuss the latest updates within the RRF and the need-to-know details for those who received funding. With the Restaurant Revitalization Fund leaving more than a quarter-million applicants unfilled, states are beginning to step up and help out the hospitality industry. Several states have created their own restaurant funds to help with things like lost revenue, equipment, and worker shortages. On this episode of the Happy Mouth Podcast, chef Nyesha Arrington and restaurateur Philip Camino break down the various states that have created their own restaurant funds. Oh, how we hardly knew ye Restaurant Revitalization Fund. After serving just 105,000 restaurant operators over less than a single month, the RRF is officially being shut down by the SBA. Despite having a total of $26.8 billion in funding, the RRF flew through its allotted amount of money quickly. With lawsuits alleging discrimination and the rescinding of thousands of grants, some are viewing the RRF as a complete failure. On this episode of the Happy Mouth podcast, restaurateur Philip Camino and chef Nyesha Arrington take a look back at the RRF and its pending shutdown. Nyesha and Philip also discuss if the RRF was a failure and what should have been done differently. What happens with the Restaurant Revitalization Fund now? This week's episode of the Restaurant Business podcast “A Deeper Dive” features Sean Kennedy, executive vice president of public affairs for the National Restaurant Association, to talk about the status of that fund and some other issues. Congress allocated $28.6 billion in funds for grants to restaurants. They were quickly snapped up, but more than 3,000 operators whose grants were approved were later told that their funds were rescinded due to court rulings in lawsuits filed by those who claimed that the process was discriminatory—the funds were first targeted at women and people of color. The fund has since been closed, with little indication that those 3,000 will get their funds.

The Restaurant Revitalization Fund was a massive hit, earning nearly 200,000 applicants in the first two days. But nearly two months after sending out the first checks, the SBA has been rescinding some RRF grants without a clear explanation. Hosts Philip Camino and Nyesha Arrington break down the latest RRF updates and RRF information. They discuss what issues the RRF has had thus far, the beginning funding mistakes that led to these issues, and what it could mean for those restaurants who had awards rescinded. On this episode of the Happy Mouth podcast, restaurateur Philip Camino and chef Nyesha Arrington take a look at the early days of the RRF and the ending of the PPP. Nyesha and Philip dive into where initial RRF applications came from, how much they've already helped small businesses, and whether they believe the fund will need to be re-upped. They also take a look at the PPP as it begins to wrap up, including how it's running out of funds early for the second time.
