The Building a Stronger Economy 1.0 and 2.0 grant programs (or BASE grant programs) awarded almost $150 million in federal funds to Kansas businesses for infrastructure development. The Department of Commerce selected which program applicants would be awarded funding. It required BASE grant recipients to provide matching funds equal to at least 25% of the project cost. We reviewed the planned matching expenditures in all 72 BASE grant award agreements. Commerce approved planned matching expenditures in 3 main categories, with construction costs (including materials, labor, and site work) being the largest. Commerce approved almost half of planned matching expenditures for costs recipients incurred prior to signing a BASE grant agreement. Department officials told us they allowed pre-award matching expenditures to give recipients credit for project expenses incurred prior to the BASE grant award. Finally, we identified several issues with the accuracy and completeness of the BASE grant award agreements that could not be reconciled by the department.

More details have emerged on the Department of Defense's Deferred Resignation Program. According to a new memo, the DOD will offer the program to eligible DOD civilian employees for a week between April 7 and 14. Voluntary early retirement authority will also be offered. The initiatives, ordered by Defense Secretary Pete Hegseth, come as the Pentagon is looking to reduce its reduce civilian workforce and implement the Trump administration's Department of Government Efficiency (DOGE) efforts. Jules Hurst III, acting undersecretary of defense for personnel and readiness, wrote in an April 1 memo that the DRP provides a “generous opportunity for employees to enter a paid leave status for several months, prior to resigning or retiring,” adding that employees pending approval or approved for the program will not be subject to return to in-person work requirements. A bipartisan bill that would establish a nonprofit foundation aimed at boosting private-sector partnerships at the National Institute of Standards and Technology was reintroduced in the House and the Senate on Tuesday. The Expanding Partnerships for Innovation and Competitiveness (EPIC) Act would create a Foundation for Standards and Metrology at the Department of Commerce, which would be focused on fostering collaborations with academia, industry, and other organizations. That new foundation would ultimately help supplement NIST's funding and — according to a release shared with FedScoop in advance of the Wednesday announcement — make the path to commercializing technologies developed by the agency easier. It also topped the reliability rankings for the first time, dethroning Lexus and Toyota.Brands like Honda, Kia, and Hyundai joined Subaru, Lexus, and Toyota in dominating the top 10 for both reliability and overall performance.Chrysler jumped eight spots to 16th, while Ford, GM, and Jeep fell in rankings due to issues with pickups and new EV models. Jeep finished last for the second consecutive year.Plug-in hybrids and EVs remain less reliable than conventional hybrids, though the gap is narrowing. (AURN News) - A new grant program will help hundreds of educators and make school leadership more diverse. The state of California's new $10 million program is underway and aimed at helping educators pursue administrative credentials. The California Commission on Teacher Credentialing announced that 367 candidates across the state will receive one-time grants of up to $30,000 each. The initiative, known as the Diverse Education Leaders Pipeline Initiative (DELPI), is designed “to train, place, and retain diverse and culturally responsive administrators in transitional kindergarten, kindergarten, and grades 1 to 12,” according to the commission. "It was in middle school that I had my first African American math teacher. His presence alone inspired me. He was charismatic and relatable, someone who I felt understood me," said Lawrence Hardy, a grant recipient from San Bernardino City Unified School District. "In return, I want to be that educator that will inspire and motivate the next generation,” he added. The DELPI program aims to improve student outcomes by ensuring school leadership better reflects California's diverse population. Grant recipients must commit to serving a minimum of two years as site-level administrators in California schools. The initiative comes as part of a broader effort to address the needs of California's education workforce and create more inclusive learning environments for students across the state. The Portland Votes 2024 Grant Program has awarded $210,000 to 11 different organizations to support education efforts about ranked choice voting. The adoption of a new city charter has changed multiple aspects of city government. One of the most prolific is that in November, voters will participate in a ranked choice voting process to choose city council members, which is different from how many people are used to voting. Direct voter education grantees including APANO, NAYA and Urban League of Portland will provide cultural and language-specific educational opportunities about the new system to the communities they serve, while other grantees will hold broader voter education efforts. Grace Ramsey, co-founder of Democracy Rising and the project manager of the grant program, joins us to share more about these educational opportunities.
