More details have emerged on the Department of Defense's Deferred Resignation Program. According to a new memo, the DOD will offer the program to eligible DOD civilian employees for a week between April 7 and 14. Voluntary early retirement authority will also be offered. The initiatives, ordered by Defense Secretary Pete Hegseth, come as the Pentagon is looking to reduce its reduce civilian workforce and implement the Trump administration's Department of Government Efficiency (DOGE) efforts. Jules Hurst III, acting undersecretary of defense for personnel and readiness, wrote in an April 1 memo that the DRP provides a “generous opportunity for employees to enter a paid leave status for several months, prior to resigning or retiring,” adding that employees pending approval or approved for the program will not be subject to return to in-person work requirements. A bipartisan bill that would establish a nonprofit foundation aimed at boosting private-sector partnerships at the National Institute of Standards and Technology was reintroduced in the House and the Senate on Tuesday. The Expanding Partnerships for Innovation and Competitiveness (EPIC) Act would create a Foundation for Standards and Metrology at the Department of Commerce, which would be focused on fostering collaborations with academia, industry, and other organizations. That new foundation would ultimately help supplement NIST's funding and — according to a release shared with FedScoop in advance of the Wednesday announcement — make the path to commercializing technologies developed by the agency easier. It also topped the reliability rankings for the first time, dethroning Lexus and Toyota.Brands like Honda, Kia, and Hyundai joined Subaru, Lexus, and Toyota in dominating the top 10 for both reliability and overall performance.Chrysler jumped eight spots to 16th, while Ford, GM, and Jeep fell in rankings due to issues with pickups and new EV models. Jeep finished last for the second consecutive year.Plug-in hybrids and EVs remain less reliable than conventional hybrids, though the gap is narrowing. Consumer Reports suggests hybrids as the best choice for reliability and efficiency.Automakers like Subaru and Toyota are benefiting from long-term strategies and incremental improvements. “The more you change, the more errors can crop up,” said Jake Fisher, Consumer Reports' senior director of auto testing.Tesla is making a strong push into leasing to sustain its U.S. sales momentum as competition in the EV market intensifies and rivals capitalize on federal tax incentives.Tesla's U.S. lease penetration rose from 8% in January 2023 to a peak of 31% in April 2024, adjusting down to 15% in September. Some automakers report lease penetration rates of up to 90% for EV models, leveraging the $7,500 federal tax credit to make leases as affordable as combustion vehicles and hybrids.Tesla now allows buyouts for all its vehicles, including the Model 3, Model Y, and Cybertruck, enhancing appeal compared to competitors.CEO Elon Musk has set a target to surpass last year's 1.8 million global deliveries, despite Tesla reporting a 2.3% decline in sales through the first three quarters of this year.As part of its "12 Days of Ship-mas," OpenAI is rolling out exciting updates to ChatGPT, including a new Pro tier and major model improvements designed to enhance speed, accuracy, and reasoning capabilities.ChatGPT Pro is a $200/month plan that provides unlimited access to OpenAI o1, GPT-4o, and Advanced Voice mode. (AURN News) - A new grant program will help hundreds of educators and make school leadership more diverse. The state of California's new $10 million program is underway and aimed at helping educators pursue administrative credentials. The California Commission on Teacher Credentialing announced that 367 candidates across the state will receive one-time grants of up to $30,000 each. The initiative, known as the Diverse Education Leaders Pipeline Initiative (DELPI), is designed “to train, place, and retain diverse and culturally responsive administrators in transitional kindergarten, kindergarten, and grades 1 to 12,” according to the commission. "It was in middle school that I had my first African American math teacher. His presence alone inspired me. He was charismatic and relatable, someone who I felt understood me," said Lawrence Hardy, a grant recipient from San Bernardino City Unified School District. "In return, I want to be that educator that will inspire and motivate the next generation,” he added. The DELPI program aims to improve student outcomes by ensuring school leadership better reflects California's diverse population. Grant recipients must commit to serving a minimum of two years as site-level administrators in California schools. The initiative comes as part of a broader effort to address the needs of California's education workforce and create more inclusive learning environments for students across the state. Ottawa just overhauled its grant program for security upgrades. Some Jewish leaders call it a ‘game-changer'

Just before Canadian Jews gather to observe the New Year on Wednesday, the federal government has announced some long-requested changes to a program that has helped nearly 500 synagogues, schools and community centres pay for panic buttons, security cameras, fencing and other vital safety equipment to date. Until now, Jewish leaders have long complained that Public Safety Canada's Security Infrastructure Program (SIP) had too much red tape and hasn't covered nearly enough of the financial burden for keeping Jews safe to worship, study and play–especially in the face of rising antisemitism. The new program–now called Canada Community Security Program–may also have more money to hand out, although how much is unclear. Ottawa said $65 million. and $16 million this year. Most importantly, Ottawa says it will now pay 70 percent of the costs to install security equipment, up from 50 per cent. And the same goes for hiring temporary security guards from Sept. 24, 2024, until after the High Holidays have ended. Daycare centres, cemeteries and Jewish offices are now also eligible to apply. Ottawa will also raise the cap to fund big reno projects from $100,000 to $1.5 million. On today's episode of The CJN Daily, we find out why some Jewish leaders are already calling the government announcement a “game-changer.” We speak with Jason Murray, head of the security advisory committee for Vancouver's Jewish federation; Gary Gladstone, a consultant to many Jewish groups applying for these grants; and Liberal MP Anthony Housefather, Canada's special advisor to the Prime Minister on antisemitism, who has been advocating for these changes. What we talked about When Montreal's Jewish Community Council asked Ottawa to fix the SIP program after school shootings post-Oct. 7, in The CJN. Read the federal government's announcement on Sept 24, 2024 outlining changes to the Security Infrastructure Program, now called the Canada Community Security Program. After Vancouver's Schara Tzedeck synagogue was lit aflame, the congregation left the burned front doors unfixed for a long time. Here's why on The CJN Daily. The Portland Votes 2024 Grant Program has awarded $210,000 to 11 different organizations to support education efforts about ranked choice voting. The adoption of a new city charter has changed multiple aspects of city government. One of the most prolific is that in November, voters will participate in a ranked choice voting process to choose city council members, which is different from how many people are used to voting. Direct voter education grantees including APANO, NAYA and Urban League of Portland will provide cultural and language-specific educational opportunities about the new system to the communities they serve, while other grantees will hold broader voter education efforts. Grace Ramsey, co-founder of Democracy Rising and the project manager of the grant program, joins us to share more about these educational opportunities.

A U.S. federal court of appeals panel has suspended a venture capital firm's grant program for Black women business owners, ruling that a conservative group is likely to prevail in its lawsuit claiming the program is discriminatory. The case against the Fearless Fund was brought by the American Alliance for Equal Rights, led by Edward Blum, the activist behind the Supreme Court case that ended affirmative action in college admissions. In a 2-1 ruling, the 11th Circuit Court of Appeals found that Blum was likely to prevail in his claim that the grant program violated the 1866 Civil Rights Act, which was a Reconstruction-era law was designed to protect formerly enslaved people from economic discrimination, but anti-affirmative action activists have been using it to challenge programs aimed at benefiting minority-owned businesses.
