New Purina Pro Plan Grant Program Levels the Playing Field for All Dog Clubs Host Laura Reeves is joined by Purina's Heidi Hartman to discuss the exciting evolution of the Purina Parent Club Partnership (PPCP) into the brand new Pro Plan Grant Program. For years, the PPCP distributed funds based on Pro Club member receipt uploads, which unintentionally favored highly popular breeds with large club memberships, leaving smaller clubs with minimal funding. The new Pro Plan Grant Program is designed to level the playing field, ensuring that a small breed club with just a handful of members has the exact same opportunity to secure a grant as massive organizations like the Labrador Retriever or Golden Retriever clubs. Now, any qualified 501(c)3 parent breed club can apply for a grant of up to $5,000. These funds act as a strategic partnership to support vital initiatives, including canine health research, educational outreach, breed preservation and rescue programs. The state of Indiana will deliver more than 27 million dollars to nearly 500 schools this year through its school safety grant program. The state of Indiana will deliver more than 27 million dollars to nearly 500 schools this year through its school safety grant program. July saw the largest number of passengers flying out of Indy ever recorded at the airport. Hundreds rallied at the Indiana Statehouse last month against a push to redraw congressional districts — while many Republican lawmakers were in Washington, meeting with the Trump administration about the same plan. A Fulton County Judge has delayed his order requiring Fulton County to pay $10,000 a day until two Republican nominees are appointed to the Fulton County Board of Elections. Senior Superior Court Judge David Emerson is now allowing the county to appeal. This is a story that has been developing for months. Rose talks with Fulton County Commissioners Mo Ivory and Dana Barrett, who are both being held in contempt by the court over this matter, after refusing to confirm Republican backed nominees Julie Adams and Jason Frazier. Plus, the African American Cultural Heritage Action Fund is now accepting applications for its Preserving Black Churches grant program. Executive director Brent Leggs talks about the $60 million national initiative dedicated to uplifting historically Black churches and the communities that preserve them. Lastly, a newly launched initiative will eliminate $10 million in debt for families across metro Atlanta. The initiative, helping 3,500 households, is part of a partnership between the Atlanta Dream and Cash App and ForgiveCo. Rose talks with Atlanta Dream president and CEO Morgan Shaw Parker and ForgiveCO co-founder and CEO Craig Antico, about the debt elimination initiative. The Building a Stronger Economy 1.0 and 2.0 grant programs (or BASE grant programs) awarded almost $150 million in federal funds to Kansas businesses for infrastructure development. The Department of Commerce selected which program applicants would be awarded funding. It required BASE grant recipients to provide matching funds equal to at least 25% of the project cost. We reviewed the planned matching expenditures in all 72 BASE grant award agreements. Commerce approved planned matching expenditures in 3 main categories, with construction costs (including materials, labor, and site work) being the largest. Commerce approved almost half of planned matching expenditures for costs recipients incurred prior to signing a BASE grant agreement. Department officials told us they allowed pre-award matching expenditures to give recipients credit for project expenses incurred prior to the BASE grant award. Finally, we identified several issues with the accuracy and completeness of the BASE grant award agreements that could not be reconciled by the department.

More details have emerged on the Department of Defense's Deferred Resignation Program. According to a new memo, the DOD will offer the program to eligible DOD civilian employees for a week between April 7 and 14. Voluntary early retirement authority will also be offered. The initiatives, ordered by Defense Secretary Pete Hegseth, come as the Pentagon is looking to reduce its reduce civilian workforce and implement the Trump administration's Department of Government Efficiency (DOGE) efforts. Jules Hurst III, acting undersecretary of defense for personnel and readiness, wrote in an April 1 memo that the DRP provides a “generous opportunity for employees to enter a paid leave status for several months, prior to resigning or retiring,” adding that employees pending approval or approved for the program will not be subject to return to in-person work requirements. A bipartisan bill that would establish a nonprofit foundation aimed at boosting private-sector partnerships at the National Institute of Standards and Technology was reintroduced in the House and the Senate on Tuesday. The Expanding Partnerships for Innovation and Competitiveness (EPIC) Act would create a Foundation for Standards and Metrology at the Department of Commerce, which would be focused on fostering collaborations with academia, industry, and other organizations. That new foundation would ultimately help supplement NIST's funding and — according to a release shared with FedScoop in advance of the Wednesday announcement — make the path to commercializing technologies developed by the agency easier. It also topped the reliability rankings for the first time, dethroning Lexus and Toyota.Brands like Honda, Kia, and Hyundai joined Subaru, Lexus, and Toyota in dominating the top 10 for both reliability and overall performance.Chrysler jumped eight spots to 16th, while Ford, GM, and Jeep fell in rankings due to issues with pickups and new EV models. Jeep finished last for the second consecutive year.Plug-in hybrids and EVs remain less reliable than conventional hybrids, though the gap is narrowing. The Portland Votes 2024 Grant Program has awarded $210,000 to 11 different organizations to support education efforts about ranked choice voting. The adoption of a new city charter has changed multiple aspects of city government. One of the most prolific is that in November, voters will participate in a ranked choice voting process to choose city council members, which is different from how many people are used to voting. Direct voter education grantees including APANO, NAYA and Urban League of Portland will provide cultural and language-specific educational opportunities about the new system to the communities they serve, while other grantees will hold broader voter education efforts. Grace Ramsey, co-founder of Democracy Rising and the project manager of the grant program, joins us to share more about these educational opportunities.
