Rocío Bernabé Caro holds a professorship in barrier-free communication at the International University of Applied Science of the SDI München. She has a MA in Translation (UGR) and a MA in Accessible Documents, Technologies and Applications (UNIR). The topic of her PhD was easy audiovisual media services for all (UAB). She is Deputy Head of the Professional College of Translation and Interpreting of the SDI in Munich (Germany). She was the project leader of the EU co-funded project Live Text Access, which aimed to create certified learning materials for real-time intralingual subtitlers by respeaking and velotyping. She was project partner, accessibility manager, and leader of the Intellectual Output (IO) 2 of the EU co-funded project EASIT, Easy Access for Social Inclusion Training. She is a partner and IO leader of the EU co-funded project Train2validate. Her newest research focuses on easy Internet and end-user-centered validation processes. She is also involved in the ISO standard for Plain Language and the German DIN standard for Easy-to-ReadÓscar García is project manager at Plena Inclusión Madrid and leader, a third-sector organisation that supports and defends the rights of people with intellectual disabilities. Óscar García has a degree in Journalism and a postgraduate in Universal Accessibility. He has been translating contents into easy-to-read for 12 years. In this time, he has published handbooks in Spanish such as “Lectura fácil: métodos de redacción y evaluación” (Easy-to-read: writing and assessment methods) and “Guía práctica de orientaciones para la inclusión educativa: lectura fácil” (Handbook on guidelines for educational inclusion: easy-to-read). He translated into Spanish the IFLA publication “Guidelines for easy-to-read materials”. Among the contents that he has translated into easy-to-read, he produced the Spanish Constitution, several acts, museum publications (Museo del Prado, among others), medical leaflets and vocational training handbooks. French President Emmanuel Macron caved in and suspended hated fuel tax hikes in a victory for the Yellow Vest protesters. In a humiliating U-turn, the government said it was planning to freeze upcoming increases on regulated electricity and gas prices following emergency talks at the Elysee Palace. Vox has swept its way into the Andalusian regional parliament on a national platform that includes no specific plans for the region. The far-right party rejects Spain’s highly decentralized system granting devolved powers to the regions (known in Spanish as the Estado autonómico), even though this system is encoded in the Spanish Constitution. Vox also does not believe in the electoral system that has just earned it nearly 400,000 votes and 12 seats in the regional legislature. With a populist 100-point program that smacks of Donald Trump (including calls for an “insurmountable” wall along the borders of the Spanish exclave cities of Ceuta and Melilla), Vox’s Andalusian candidate, Francisco Serrano, aims to begin the “reconquest” of Spain............No to immigration. The party plans to “control immigration flows depending on the needs of our national economy and of the new arrivals’ ability to integrate into Spanish society and accept our values. There will be country quotas with favorable treatment for nationalities who share our language and who have significant cultural and friendship ties with Spain.” As for illegal immigrants, Vox wants to deport them all and to go after non-profit groups that help them get to Spain. AROUND 1,000 people took to the streets of Malaga City on Monday to protest against the election of members of a far right political party to Andalucia’s regional assembly. SPAIN will now export an expanded range of pork products and table grapes to China following an agreement made as part of the framework of President Xi Jinping’s visit last month. PUPILS at the Mojacar Rey Alabez Institute in Almeria learnt about the potential dangers associated with social media at a talk given by Juvenile Court Judge Rafael Soriano Gruzman. Theresa May suffered three humiliating defeats on Brexit on Tuesday in the worst hour for a sitting Prime Minister in 40 years. The Commons voted to give MPs the power to demand a 'plan B' on Brexit if the PM's deal is voted down, hold the government in contempt for the first time in history, and forced ministers to publish the full legal advice on Brexit. The most senior judge at the European Court of Justice has concluded that Britain would not need permission from the 27 other states to halt the Article 50 process - and could retain the same membership terms. The opinion from Advocate General Manuel Campos Sanchez-Bordona comes after months of legal wrangling - with both the EU and the UK government trying to kill the case off. Nigel Farage warned Tommy Robinson’s appointment as an advisor on prison reform and ‘Muslim rape gangs’ risked turning Ukip into the new BNP. Announcing his resignation in a newspaper article, the former party leader wrote: 'And so, with a heavy heart, and after all my years of devotion to the party, I am leaving Ukip today. A bitter row between a step-father, a headteacher, and a police officer outside a high school over the man's 'frightening' cycling face mask has been captured on video. A father has been shot dead in front of stunned children while picking up children from school in Belfast. The incident happened near St Mary's Grammar School in West Belfast

Fortunately, after numerous debacles, Europe has only recently partially moved forward with the European Union, EU. (Partly after seeing the success of the US model.) However, it is stuck in first gear and is in dire need of fresh air. Suddenly comes Catalonia, with its independence bid from Spain, equally caught in the time-tunnel of times long past. But these are just closeup, and middle-take, to the background crisis of civilization, and framing it all is the history of creation of humanity on the face of the Earth. What’s cute about this lineup of ducks is that their sole crisis exit is the same. The cue is to transition by configuring from nation-states to people-states, and the vehicle is the University. Allow me to now explain it standing on one foot. But before proceeding, I will include the PaRDeS, primeval common-sense, Universal ReConstitution for World Repair T-diagram upfront, though will not refer to it directly at present. This is taken up more fully in other podcast episodes which may be found in the web platforms, as well as in my webpage with pdf included to follow along. This could very well prove to be the spring of the New World. The long-awaited ticket that Europe has been yearning for; and the whole wide world, might I add. Secession has been tried before, as recently as say, in Quebec respect to Canada, Scotland with respect to Great Britain, and Great Britain from the EU, with the successful Brexit. Why, then, not Catalonia from Spain? But, these cases somehow lacked the specificity that universality requires. Perhaps, it’s the fact that the Spanish Constitution disallows it, on top of the love for independence of Catalans. I’m not sure, but whatever it is, it has become a white-hole of creativity that could very well turn the page of history in the III Millennium. The Old World has reshaped itself of late, though the New World is still in budding. The Old World has gone through Reforms and Revolutions, but it’s still the same Old World. By this I’m including the Americas, Asia, Africa, and the rest, not only Europe. The present-day European nation-states are a product of the aftermath of the dissolution of past empires. Only a reconstitution could transform the Old into the New. What kind of reconstitution? You might be asking. A PaRDeS Universal ReConstitution for World Repair, nothing short of this will do the job. The European Union has been very actively reinventing itself, almost beyond recognition, were it not that its pieces are still the same, though better bonded than previously. A further integration of Europe can only proceed swiftly, if a further dissolution of the nation-states happens concurrently. Before the creation of the European Union, such dissolution of nation-states was not advisable, for protection was their reason of being, in the first place. That is, protection of peoples from aggression from neighboring countries, as the series of conflicts testify, up to, and including, the last world conflagration. Yael Ossowski of SFL discusses his recent op-ed in the Washington Examiner regarding this weekend's Catalonian independence referendum, which prompted a massive show of force from the Madrid government, leaving hundreds injured. Ossowski concludes that the independence question is not merely a political one, but a question of historical and cultural identity as well. The Catalonian people fiercely guard their own language and the memory of Francisco Franco's crackdown on Catalonian identity still looms large. But the road to political independence is fraught with peril, and somewhat quixotic given the prevailing trend of the past generation is political integration spearheaded by the EU, which does not look favorably on secessionist movements within the EU. Ultimately Ossowski concludes that some type of power-sharing or perhaps even rewriting the Spanish Constitution might avert what would certainly be a protracted and messy divorce.

Transciption / Notes CATALONIA REALLY WANTS TO BE FREE Hello this is Darrell Castle with today's Castle Report.  Today is Friday, October 6, 2017, and on today's Report I will be talking about the nation of Spain and the struggle of one of its regions, or provinces, to become an independent nation.   We start with a little background. Prior to the start of World War Two, the Spanish Region of Catalonia sought to establish a Republic in Spain, which was  was allied in its struggle with the Soviet Union.  The opposing force was Spanish Dictator Francisco Franco who was allied with Nazi Germany.  Adolph Hitler had begun rearming Germany from its defeat in World War l, and the Spanish Civil War gave him a chance to test his new weapons, especially the Luftwaffe or German Air Force.  The new airplanes used in Spain caused Great Britain to take notice and start its own re-armament.  The Spanish Civil War became a cause for celebrity attention around the world.  Ernest Hemingway went there and wrote “For Whom The Bell Tolls” about it. Franco continued as Spanish head of state until his death in 1975.  After his death a Constitutional Monarchy was established with 17 autonomous regions, one of which was Catalonia.  The autonomy of these regions was spelled out in the Spanish Constitution of 1978, but the Constitution did not allow for complete independence from Spain.  Since that time the region of Catalonia has been in a struggle with the Spanish Government in Madrid.  The two sides can never agree on how much autonomy each region has or even what is meant by the term autonomy.  The Catalan people have voted in non binding referendums many times and each vote is overwhelmingly for independence. Each time the Spanish Government goes to the Constitutional Court for a ruling that the referendum is illegal and unconstitutional, and each time they get it.  Spain will not voluntarily let go of Catalonia, the nation's most valuable and richest region.  Catalonia is not the only Spanish Region to consider independence.  The Basque region is watching these events very closely. Catalonia is located on the northeast corner of Spain.  It borders France and the Mediterranean Coast, and includes the city of Barcelona.  It is Spain's number one tourist region, from which comes its highest tax revenue.  The tax system is Catalonia's reason for wanting independence, and has been since the Constitution of 1978.  The Catalans are upset because more than a majority of their taxes are collected from them but used in other regions.  Catalonia is being used as a tax farm by the Spanish Government to fund its welfare and vote-buying schemes in other regions. In a nutshell, the real problem with Catalonia, and Spain in general, is one of demographics.  Spain has the lowest fertility rate in Europe and its population is rapidly aging.  While Spain struggles to deal with an unproductive and aging population the European Union requires the immigration of a few million immigrants supposedly to replace Spanish low wage workers, but who in reality, fill the welfare rolls.  Scotland could not afford to vote for independence from Great Britain because of all the subsidies it receives but in Spain the relationship is reversed and Catalonia subsidizes the Spanish Government. The Catalan people have come to the conclusion that they would be better of without the rest of Spain so they are pushing independence as far as it will go.  Other regions such as the Basque region watch and wait for their own opportunity.  Spain is in a very difficult spot because if Catalan is allowed to be free, other regions will follow suit and the Spanish Government will have no way to pay the debt service on the billions it has borrowed from the European Central Bank and the German Banks. In its desperation to keep Catalonia peaceably, Spain has offered to pay billions to the region.
