Venâncio Mondlane acaba de ser eleito presidente da Aliança Nacional por um Moçambique Livre e Autónomo, Anamola, por unanimidade dos delegados presentes no momento da votação na primeira Convenção Nacional do partido que foi realizado em Nampula, no norte de Moçambique. Em entrevista à RFI, Venâncio Mondlane afirmou que o Anamola pretende tornar-se, até 2029, "o maior partido político da história democrática de Moçambique" e defendeu, ainda, a criação de uma "Escola Anamola" para formar quadros nas áreas da governação e das novas tecnologias. Questionado sobre o processo de diálogo nacional inclusivo e a gestão do Presidente de Moçambique, Daniel Chapo, o líder do Anamola acusa-o de promover a exclusão política e de ignorar denúncias de violência contra membros do Anamola. Mondlane confirmou, ainda, que pretende candidatar-se às eleições presidenciais de 2029. RFI: Esta eleição à presidência do Anamola era previsível. Era o único candidato à presidência do partido que fundou em Agosto do ano passado e que presidia interinamente. Portanto, não foi uma surpresa para si. Venâncio Mondlane: É verdade que era a única candidatura, mas havia sempre duas possibilidades: a de votar em branco ou votar na única candidatura disponível. E aí podiam acontecer duas hipóteses: ou ser eleito ou não ser eleito. Fui o único candidato exactamente porque durante o período da submissão de candidaturas não houve uma manifestação de candidaturas alternativas, mas claramente nós tínhamos um regulamento que permitia que qualquer membro do partido, independentemente do escalão que se encontrasse, podia concorrer livremente, porque não haviam termos de referência draconianos que criassem qualquer espécie de impedimento. E quais são as linhas estratégicas do Anamola? Primeiro, queremos, até 2029, ser o maior partido político de toda a história democrática de Moçambique. Segundo, queremos continuar - porque já o fazemos - a liderar a propositura de políticas públicas para o país. Três, queremos continuar a liderar também as iniciativas legislativas, isto é, propostas submetidas para o Poder Legislativo que já lideramos neste momento. Quatro, queremos continuar a ser o partido mais moderno, mais tecnológico e inovativo do país. Cinco, neste momento, há uma nova configuração política em Moçambique e o único partido verdadeiramente de massas de Moçambique é o Anamola. E nós queremos continuar a ocupar esse espaço. Por último, em termos daquilo que é o nosso projecto para Moçambique, queremos fazer a correcção de um erro histórico de 50 anos, que é tornar Moçambique um país verdadeiramente democrático, um Estado que promove as liberdades e o respeito pelos direitos humanos. E queremos também aquilo que se chama de ‘rule of law'. Quer dizer, queremos uma economia baseada essencialmente num Estado de direito democrático que permita a livre concorrência, a liberdade dos empresários e permita também a redução da carga de impostos e de taxas. A carga fiscal, que é draconiana, está a O país prepara-se para eleições autárquicas em 2028 e eleições gerais em 2029. Quais são os planos do Anamola para as autárquicas? Há alguma hipótese do partido ser eleito? Hipóteses bastante grandes e muito substanciais. Curiosamente, durante algum tempo, fomos cognominados como um partido do Facebook, das redes sociais. Mas nos últimos meses essa tese caiu por terra. Já ninguém a defende. Portanto, nós estamos implantados em todo o território nacional e não só nas zonas urbanas e suburbanas, mas até nas zonas rurais. Nós temos uma implantação muito forte. Isso significa o quê? Significa que estamos disponíveis a concorrer em todas as autarquias. Portanto, nós temos agora, mais ou menos, 65 autarquias em Moçambique e vamos concorrer em todas. Neste momento, a nossa crença, por aquilo que tem sido a retroalimentação que vem das bases, temos condições de ganhar a maior parte das autarquias em Moçambique. No seu primeiro discurso após a eleição à liderança de Anamola disse: "Uma vitória eleitoral é fácil. A coisa mais importante é preparar-nos tecnicamente, psicologicamente e emocionalmente para podermos fazer a transformação do que o país precisa”. Na prática, o que é que isto quer dizer? Quer dizer que nós temos que preparar os nossos quadros para o trabalho técnico, tecnocrata, que é a essência da governação. A solução é exactamente a parte mais forte do manifesto que eu apresentei: a escola Anamola. Queremos formar quadros em várias matérias, pilares fundamentais da governação, mas também com uma componente extremamente interessante que são as tecnologias de informação e comunicação. Temos neste momento alguns consultores e simpatizantes que estão fora de Moçambique, já temos acordos firmados para passarem a ser também docentes, consultores e conselheiros desta escola. É nesta escola que temos um plano de uma formação intensiva de dois anos que nos permite projectar que, até 2028, vamos ter capacidade de técnicas e humanas no partido, capazes de fazer uma gestão de acordo com o nosso discurso político. Abriu mão das bandeiras que ergueu no período das eleições gerais de Outubro de 2024, eleições cujos resultados não reconhece? Foi um percurso que nós atravessámos, em que nós, transitoriamente, tivemos que assumir um acordo de uma parceria política para fazer uma frente política para aquele momento, aquela circunstância em concreto. Logicamente que depois houve vários episódios - que não vale a pena aqui falar - que nos levaram, auscultando o público, os eleitores e os próprios membros do meu projecto político, que tínhamos que avançar para um projecto político original, genuíno. Então, neste momento, o meu foco, o foco dos nossos membros seguidores, é exactamente neste projecto jovial que é o partido Anamola. Mas para que é que serve o diálogo nacional inclusivo? A gestão de Daniel Chapo é mais aberta à oposição do que era à anterior? O diálogo político inclusivo é uma iniciativa fenomenal. Tudo partiu, em Novembro de 2024, com uma carta que eu escrevi ao antigo Presidente da República, Filipe Jacinto Nyusi, em que eu fazia uma proposta de uma agenda para um debate nacional alargado sobre as bases do futuro de Moçambique. Foi essa carta que serviu de base para aquilo que foram as linhas mestras daquilo que veio a ser conhecido como acordo político. É por isso que, apesar do Anamola estar excluído da comissão técnica que está a fazer a gestão, a recolha dessas propostas de reformas, nós apresentamos a nossa proposta de reformas. Um documento com pouco mais de 400 páginas onde mostramos o que é que pretendemos em termos de reforma fiscal, eleitoral, política, da Constituição e várias áreas. Nós submetemos a este organismo do qual nós estamos excluídos. Agora, em relação a esta terceira parte, Daniel Chapo, eu penso que vai ficar na história, como aquele que concretizou o sinistro da muralha do diálogo em Moçambique. Não restam dúvidas. E os números falam por si. Portanto, não vou fazer politiquice. O Anamola, em menos de um ano de existência, foram assassinados 56 membros seniores do partido. Isto nunca aconteceu em nenhuma fase da história democrática desse país, mesmo nos períodos que havia hostilidades militares entre o Governo e a Renamo, nunca aconteceu. 56 pessoas foram assassinadas e isto está a acontecer com Daniel Chapo. Este é o primeiro ponto. O segundo ponto é que nós, logo depois do registo do nosso partido, apresentamos uma proposta ao próprio Daniel Chapo em que sugerimos a integração do Anamola dentro da comissão técnica que está a gerir o diálogo. E fundamentamos a razão e ainda apresentamos uma proposta de revisão da lei que operacionaliza o diálogo político. Nós apresentámos isso. Ele nunca respondeu em mais de sete meses. Isto mostra claramente que é uma pessoa fechada, que é uma pessoa que, até certo ponto, está apadrinhando a exclusão do Anamola e a exclusão de outras forças políticas. E mais grave do que isso: que está apadrinhando, ainda mais, a violação de direitos humanos graves. Nós submetemos ao próprio Presidente da República um relatório detalhado sobre os casos de violência grave que o nosso partido, os membros do nosso partido sofreram. São cerca de 450 casos graves de violação de direitos humanos. Ele nunca respondeu em sete meses, nunca. Sobre essa questão, em parceria com outros meios de comunicação social, a RFI publicou uma série de reportagens denominadas “Mozambique Exposed”. Nessa investigação foi possível constatar uma relação entre o desaparecimento ou morte de jornalistas e membros da oposição, desde Outubro de 2024, e o envolvimento das forças de segurança moçambicanas. Concorda com esta ligação? Efectivamente, há mão das Forças Armadas moçambicanas nestas mortes, nestes desaparecimentos? Eu estou plenamente de acordo. E não estou de acordo apenas do ponto de vista político, os números também o dizem. Temos um jornalista que também fazia parte do nosso projecto político, que é o Arlindo Chissale, que fez um trabalho fenomenal, educativo, sobre a estrutura da fraude que aconteceu em Moçambique. Ele desapareceu misteriosamente em Cabo Delgado. Ele vivia em Cabo Delgado e Nampula e nós submetemos várias denúncias sobre este caso. Nota-se claramente que o modus operandi em que o Arlindo Chissale desapareceu, foi torturado… A 07 de Janeiro de 2025. Exactamente. O modus operandi é factual e mostra claramente que são as forças de defesa e segurança, as forças especiais da força de defesa e segurança, que o fazem. Há uma força especial, muito concreta, da polícia que executa esse tipo de operações: o Grupo de Operações Especiais e, também, o SERNIC está envolvido nisto. Portanto, eu estou plenamente de acordo. Plenamente de acordo por aquilo que observei. Plenamente de acordo por aquilo que nós testemunhamos dentro do nosso projecto político e também pelas várias sensibilidades e figuras insuspeitas de Moçambique que dizem a mesma coisa. Admite candidatar-se, voltar a candidatar-se à Presidência da República em 2029? Sem sombra de dúvida. Quanto a isso, não vou ter rodeios. Vou dizer claramente que sim, porque neste momento, tudo o que me foi transmitido pelos membros do partido, os eleitores, a população em geral - nós temos estado constantemente em contacto permanente com o povo - aquilo que é o aconselhamento, as recomendações que vêm, todas elas, indicam de que nós temos que avançar para a candidatura presidencial.
