The Security Association is weighing in on speculation citizen's arrest and security guard powers are about to open up. The Government is making an announcement this afternoon on its response to a ministerial advisory group's recommendations on retail crime. Association CEO Gary Morrison says they've been advocating for additional security powers with training, which wouldn't apply to all guards. Morrison says situational awareness is crucial - and the general public people would have to be very careful and know their own capabilities. Woolworths is calling on the Government to implement tougher changes amid an increase in retail crime. The retailer says physical assaults on staff jumped 50 percent in the past year, with 329 incidents against 219 from the year before. Security Association Chief Executive Gary Morrison says the current trespass laws need updating to protect workers. "It's not just trespass rules, we're talking about citizen's arrest, we're talking about breach of the peace, etc. So there's other opportunities there... we're in discussion with Minister Mark Mitchell about the same issues." The New Zealand Security Association wants changes to the Crimes Act so that security guards can detain offenders without ending up in court themselves. At the moment, a security guard who chases and tackles an offender could find themselves liable for assault. The Association's chief executive Gary Morrison spoke to Ingrid Hipkiss.
Boosting Parliament security is a work in progress. MPs have shared experiences of threats and intimidation, and some say the Parliament protests were a catalyst for greater concerns. They're expected to be more visible in malls around Australia and New Zealand following the stabbing at Bondi Junction in Sydney on Saturday afternoon. Forty-year-old Queensland man Joel Cauchi stabbed six people to death, including a security guard. Security Association CEO Gary Morrison says they don't carry weapons of any sort. He says they're there to assist members of the public around how to escape when something like that happens and to make it as simple as possible. Sometimes I look at security guards and think ‘the only difference between you and me, is that you're the one wearing the uniform'. No disrespect to security guards, but you do wonder sometimes what they would actually do if there was trouble. Because it seems when it comes to security guards there are two types: the ones who look like the real deal who you wouldn't take on, and the others, who have no more of a threatening presence than I do. But it doesn't really matter, because security guards pretty much have no powers and they're just a bit of window dressing to try and put people off doing bad things. You may have heard Gary Morrison from the Security Association on Newstalk ZB. I was very surprised to hear him say that security guards aren't even allowed to detain shoplifters and he's calling for change. And I'm with him on this. Because you think of those poor retailers who are dealing with those shoplifters day-in/day-out. So frustrated with the Police being next to invisible that they've gone out and hired security guards to try and deal with the problem. But it seems those security guards - because of the limited powers they have - aren't much more use than a cardboard cut-out of a police officer that you sometimes see in retail stores. Because it turns out they pretty much have no more powers than you and me. They can make a citizen's arrest but, as Gary Morrison from the Security Association said on the radio, there are some ridiculous rules around it that limit what they can do. They can only make a citizen's arrest if it's night time, or if a police officer tells them to, and only once they've worked out in their head whether the creep stealing the stuff could be sent to prison for three years or more. Talk about nuts. Because most of these retailers operate during the day; and do you really think a security guard has time to get on the blower to the cops to get permission to detain the shoplifter, plus work out what sort of sentence might be likely? That, in itself, is crazy because you're not going to be sent away for stealing chocolate bars and a can of coke and can you imagine a security guard thinking to themselves: ‘OK, I can see what that guy's doing. I should intervene here but if he goes to court, is he going to get three years? I'll need a report first on what things were like for him as a child and he could get diversion or he might even get off. Hmmmm, not quite sure what I should do. Ooops, he's gone now anyway'. See what I mean? No wonder the Security Association is calling for change. And no wonder retailers and businesses are pleading for more police patrols. Because, the way things are at the moment, they can hire as many security guards as they want but if the security guards don't have the powers to make a difference, don't have the powers to actually step-in and do something, then it's just a waste of time and money.See omnystudio.com/listener for privacy information.

Police are continuing to investigate a violent attack at the Hamilton Kmart amid growing concerns thieves are getting more brazen and aggressive. A video on social media shows two women who appear to be leaving the store without paying for handfuls of goods attacking security guards. One is pulling a female security worker's hair and refuses to let go - while another woman is lunging at bystanders and workers with what appears to be kitchen tongs. A First Security guard at a managed isolation facility has been suspended after a privacy breach at the weekend. The guard, who was on shift at Auckland's Sheraton Four Points Hotel, sent a snapchat message to a private group with the personal details of 27 returnees on Saturday. The Minister for Managed Isolation and Quarantine Megan Woods told us earlier she found out about the breach on Sunday and it was unacceptable. First Security has declined to be interviewed tonight but in a statement says it is disappointed with the 'misguided actions of one individual.' It says it apologises to those affected and says a full investigation is underway. Gary Morrison is the chief executive of the NZ Security Association and joins Lisa Owen to discuss the issue.
With 30,000 more people on the jobseeker benefit in just four weeks, the government is ramping up its efforts to get people who have found themselves out of work into jobs. The Social Development Minister, Carmel Sepuloni, has launched a new website to match them up more quickly with employers with vacancies. The Security Association is one of those already advertising on the site and its chief executive, Gary Morrison, told RNZ social issues reporter, Sarah Robson, they're actively recruting more staff.
