Head Start is a federally funded early learning operation that serves about 750,000 children every year at approximately 1,600 programs across the country. In the past month, the Trump administration has laid off several Head Start staff, and a leaked draft of an early budget request had the program slated for elimination. Speaking of zero income tax states, IN & OUT burger chain moves to Tennessee from California.  PFML will finally be considered in its 2nd committee on Wednesday. Paul and Wally discuss what that means.  NM Democrats seem to have settled on a plan to raise alcohol taxes. SB 139 which would have eliminated MLG's EV mandate was defeated in its first committee on partisan lines. A "study" claims UNM athletics creates a big economic benefit for New Mexico. We appreciate collegiate sports but take the study with a big grain of salt. How's the NM "Portfolio" doing? We have an update. New Mexicans spend 6th most on groceries as a percent of income according to a new report.

MLG gave her State of the State address. We have some thoughts. The Santa Fe New Mexican did a fact check of the address. RGF is part of a coalition working to defeat Paid Family Leave. Paul had an opinion piece in several media outlets on alcohol taxes and why raising them is unnecessary.  New Mexico has the lowest median pay in America: DC workers now make nearly two and a half times as much as the average New Mexico resident. The United States is one of the only countries in the world that doesn't guarantee paid parental leave. We point out this fact a lot, but what does it really mean when a family doesn't have the ability to take time off when a baby is born?It means a lot of things. It means moms going back to work while still recovering from childbirth, it means parents struggling to figure out child care for their baby, and it often means babies going to group child care settings, which may be wonderful but do expose them to germs —  germs that are more dangerous when babies are small than when they're bigger. We can talk about these different challenges and why they might matter for kids' and families' outcomes, but to figure out how much they matter and in what ways...that's what research is for.Today on ParentData, we're joined by Dr. Katherine Ahrens and Dr. Jennifer Hutcheon, who are both medical doctors and professors. They recently published a paper titled “Paid Family Leave and Prevention of Acute Respiratory Infections in Young Infants," an analysis of paid leave in New York State, and the impacts of that paid leave on hospitalizations for infants, mostly for RSV. The paper's bottom line is that paid family leave keeps babies healthier and keeps them out of the hospital, and now we have the data to prove it and to show that the effects are large in terms of numbers. But putting together a research paper like this is surprisingly tricky. You need to know what questions you're asking, and you need to think about how you're going to determine causality rather than just correlation. (AURN News) - The White House is maintaining its efforts to pass federal legislation guaranteeing paid family and medical leave for American workers. Tom Perez, Director of the White House Office of Intergovernmental Affairs, and Jennifer Klein, Director of the Gender Policy Council, convened a meeting with leaders from several states to discuss strategies for enacting a national paid leave program. The discussion focused on the successes already achieved at the state level and explored ways to build momentum for a federal policy. In a statement, the White House says it remains committed to helping families "take the time they need to bond with a new child; care for a seriously ill loved one; heal from their own serious illness; address circumstances arising from a loved one's military deployment; find safety from domestic violence, sexual assault, or stalking; or grieve the death of a loved one." To reinforce this commitment, President Biden has incorporated funding for a national paid family and medical leave program in his proposed fiscal year 2025 budget. The Foundation has also been requesting public records from various governments regarding EV deployment and costs.  New Mexico's 30-day legislative session is right around the corner. One of the big issues RGF will be working to oppose is tax hikes to create a system of paid family leave. Paul and Wally discuss issues with this proposal which was narrowly defeated last year as SB 11.  NM has another mammoth budget surplus ($3.4 billion) again which means there will be plenty of new spending. Sadly, neither the LFC nor the Gov.'s budgets have any tax reductions/reform or even rebates. PNM's merger has fallen through. Paul explains why RGF didn't engage on either side.

When Liz O'Donnell, a first-grade teacher in Washington DC, arrived at the hospital to give birth she could not have imagined that she would leave without baby Aaliyah or the resources she needed to recover. She had experienced a change in fetal movements a few weeks before and did not realize, after an easy pregnancy, the urgency of her situation. The nurse could not detect a fetal heartbeat and Liz delivered her daughter, a stillbirth. In this episode of Power Station, Liz shares how she founded Aaliyah in Action to help families impacted by perinatal and neonatal loss grieve and to advocate for the recognition of stillbirths as a public health imperative. She partners with over 40 hospitals to provide care packages to women at their most vulnerable time. And when her employer, the DC Public School system, denied her paid leave she pushed back and won the inclusion of stillbirth in the District's Paid Family Leave and Family Bereavement Acts. Liz is deepening her engagement in the public health sphere, exploring inequitable systems in women's maternal health care. Aaliyah remains Liz's powerful North Star.
