O projeto europeu SAILS (Strategies for Assessment of Inquiry Learning in Science), financiado pela UE, é um consórcio de 12 países e tem por objetivos: produzir materiais para professores incorporando estratégias de inquiry e de avaliação; trabalhar com os professores de modo a identificar e implementar a avaliação de competências chave; desenvolver programas de formação em IBSE e avaliação, suportando a partilha de experiências e de práticas; desenvolver e sustentar uma comunidade de prática. Ao longo de 4 anos (2012 a 2015) foram desenvolvidos e testados 49 módulos, dos quais se selecionaram 19 que constituem as SAILS UNITS, podendo a mesma unidade ser testada em vários países (dando lugar a case studies). Em Portugal os módulos foram produzidos no âmbito dos programas de formação, estabelecendo-se assim uma rede de professores que trabalharam em estreita ligação aos membros do projeto. Os professores apresentaram o seu trabalho num congresso em Dublin, em 2014 (SMEC). Todo o trabalho desenvolvido, em todos os países do consórcio, constará do website do projeto que se pretende um legado para a posteridade.
