With the African National Congress's (ANC's) fifty-fifth National Elective Conference taking place in a week, National Executive Committee (NEC) nominee Sihle Zikala is calling for unity, a mantra from the party's January 8th statement, and which forms part of the ANC's renewal strategy. Speaking exclusively to Polity, Zikalala, who tops the list of ANC NEC nominations, said factionalism is weakening the party. “We admit that the ANC as an organisation is going through challenges, however, the spirit of factionalism is not the answer to our problems. There must be efforts to uproot factionalism because it is the main source that denies the movement the capacity to work coherently and focus on the primary tasks of the revolution,” he said. Despite the many challenges currently plaguing the ANC, Zikalala has full confidence in the party, urging “a pure process of renewal” for the future success of the ANC. “I believe we need to objectively go thorough the renewal programme in a way that is not selective. What we need to do as an organisation is to stop fighting each other and start serving communities. The December Conference should be considered as a second chance to make our wrong right. It is also a proper time to reflect on the progress that we have made since the beginning of the party,” he said. He wants to see the high levels of poverty and the high cost of living addressed, which, once tackled, he believes will ensure that the party becomes relevant to the people on the ground. “The ANC should exist to unite, serve and lead the people of South Africa, particularly in the struggle against social ills, instead of individuals fighting for personal power,” he said. The party needed to lead by example and be united for the country to be united, he added. “The organisation will not be able to unite the people of the country if it is so divided, that is why we are saying that our unity should be measured around the programme of the revolution,” said Zikalala. His concern ahead of the 2024 elections is disillusionment with the party. The ANC has seen its support drop in recent years. However, Zikalala wants people to remember the party's success over the years. He took a stance on corruption and said those who brought the ANC into disrepute and whose conduct was beyond reproach should not be tolerated. “This means that we should fight all corruption practices and restore the best value of serving people. We must refuse to see the institutions of our hard-won freedom being perverted or corrupted to fight factional battles. Institutions of government must be allowed to work transparently and objectively with no interference,” Zikalala said.

The ANC in the province on Friday afternoon announced his resignation as KZN premier following his defeat at the ANC KZN elective conference, where he had to relinquish the chairperson position. Through a statement, the ANC said "Cde Zikalala offered the Provincial Executive Committee (PEC) his resignation yesterday, which was accepted" and the PEC has since communicated with the ANC National Officials and were instructed to make recommendations of three names who will undergo an interview process. The names of the three candidates have since been submitted and they according to the ANC in KZN will undergo interview process on Saturday. The party said it was with great pain that it accepted Zikalala's resignation "as he was still doing a great job in the province since he took over". "We are grateful to the job he has done for the people of this province and we appreciate that he made a conscious decision not to leave office hastily. Cde Zikalala's tenure has come with a lot of good in the province, including a number of provincial government departments receiving unqualified audit outcomes for the first time," read the statement. According to sources, the newly elected provincial executive committee (PEC) was informed of Zikalala's request to be released from his position when it met for the first time on Thursday. A PEC member told News24, "It was communicated to us [the PEC] that Zikalala believed the environment was no longer conducive for him to continue as KZN premier and as such asked to step down." "It was made clear that he will remain in the ANC and has committed to working hand in hand with the newly elected leadership to ensure that there is a smooth transition, and the party wins the national elections," the PEC member added. When approached for comment, Zikalala requested that questions be sent to him via text message as he was unable to answer his phone, but he had not responded by the time of publication. The newly elected provincial ANC leadership was not available for comment. Zikalala's decision came after he suffered an embarrassing defeat at the recent ANC KwaZulu-Natal elective conference that saw him relinquish the party chairpersonship to his rival, former ANC provincial youth league leader Sboniso Duma. Adding salt to the wound, Zikalala, who had accepted the nomination as an additional PEC member, failed to make the cut as delegates again showed their resentment for him. From the outcome of the votes, it was clear that there were anti-Zikalala sentiments, and delegates were ready to vote for anyone but him. Speaking to News24 at the conference, newly elected provincial ANC secretary Bheki Mtolo promised that Zikalala would not be pushed out and would remain premier until the national and provincial elections in 2024. A similar commitment was made by Duma, who vowed that there would be no purging of leaders in the provincial executive shortly after he was elected chairperson. Zikalala himself dealt a similar blow to his predecessor, Senzo Mchunu, when he forced him out as premier after he had also lost the chairperson position at the 2015 provincial elections.

As the African National Congress (ANC) heads into its policy conference starting on Thursday, its national leadership has a tough task ahead if it hopes to retain one of its instruments for forging renewal – its step-aside policy. The ANC in KwaZulu-Natal – the province with the biggest ANC membership – has become the first provincial leadership group to call for the scrapping of the party's renewal enforcing policy, the step-aside rule. The call was made by newly elected provincial secretary Bheki Mtolo, when he gave an update on what resolutions the ANC in the province had taken during closed discussions. The ANC's KwaZulu-Natal conference was held in Durban over the weekend. Mtolo said the provincial ANC had officially adopted the position that the step-aside policy and its revised guidelines should be scrapped entirely. "The conference, therefore, resolved that its delegates at the national policy conference must forward a proposal that the step-aside policy must not only be reviewed, but must be scrapped," said Mtolo. The step-aside policy bars criminally charged ANC members from being nominated and standing for election at any level in the party. The revision of the policy prevented the winning slate from fulfilling its wishes of having criminally charged eThekwini ANC chairperson Zandile Gumede stand for election for the position of provincial treasurer. It was thought that the powerful ANC eThekwini region had turned its back on the former chairperson Sihle Zikalala, and former secretary Mdumiseni Ntuli, because it believed that they were not willing to challenge the national ANC on the step-aside policy. Mtolo said the ANC's national executive committee (NEC) had seemingly encroached on the will of ANC branches through this policy. Mtolo said the policy prevented them from electing whoever they wished. He said this situation would stop in KwaZulu-Natal, as the province prepared itself to fight tooth and nail to overturn the step-aside policy. The ANC in Limpopo is also expected to make a call for the policy to be reviewed. Mtolo also said that delegates at the conference had resolved to support former president Jacob Zuma. "We have developed a comprehensive support programme for the former president's legacy...," he said. He said as a former president, Zuma should not be "isolated" and that it was not supposed to be the ANC in KwaZulu-Natal's duty to ensure that Zuma's legacy was preserved. Newly elected provincial chairperson Sboniso Duma echoed similar antagonistic views as he delivered his closing remarks at the elective conference. He said the organisation's renewal project had been weaponised and used to weed out dissenting voices from the ANC. The outspoken former youth league leader also took a dig at Chief Justice Raymond Zondo. "Zondo is no longer a judge, but a political analyst, or employed to push certain narratives," said Duma. He also criticised the non-payment of the salaries of ANC staff members, saying such an act should be regarded as an atrocity. He said this would lead to demotivated staff members, which could have further consequences, such as delayed conferences, ahead of its national elective conference later this year.

More than 400 people have lost their lives, and roads, bridges and schools are amongst the infrastructure damaged in what has been described as the biggest natural disaster of post-apartheid South Africa. But why has the region been so badly impacted by this flooding? Is this the ‘new-normal' because of climate change? And what can be done to protect people from future catastrophes? "The damage is huge," KwaZulu-Natal Premier Sihle Zikalala said on Monday while visiting areas affected by heavy rains and flooding over the weekend. The premier and members of his executive council, along with eThekwini Mayor Mxolisi Kaunda, visited parts of Durban to determine the extent of the damage caused by the flooding. They visited the Bluff in the south of Durban, as well as uMdloti, La Mercy, Seatides and Tongaat, where residents had to be evacuated after heavy rains caused damage to homes and infrastructure. "We are thankful that in these areas no one was reported to have died, though we have received one body which could be ascribed to be caused by these floods at our Phoenix mortuary," Zikalala said. The premier visited areas to view the extensive damage caused to infrastructure, including roads being washed away. Among the roads affected is the M4, which had been closed after April flooding damaged a bridge in La Mercy. The April flooding left more than 400 dead and 40 000 people displaced, with billions of rands worth of damage caused to homes and infrastructure. "The road is severely damaged between La Mercy and Seatides. It's impossible to use," said Zikalala. He added that efforts would be made to have the road reopened in the coming days. However, it could take another month before repair work to the bridge was completed. Other infrastructure damaged included a water treatment plant in uMdloti. On Sunday, Kaunda visited the plant to assess the extent of the damage, saying it would affect water services to the area. At a media briefing on Sunday afternoon, the mayor said the municipality had not yet received a comprehensive report on the impact of the latest heavy rains. However, several roads had been damaged and had to be closed. Hundreds of people were evacuated and placed in centres across the province, News24 previously reported.

Registration proceedings for the much-anticipated ANC KwaZulu-Natal elective conference at the Moses Mabhida Stadium are running smoothly despite an earlier delay. The conference was halted last month by the Pietermaritzburg High Court as some party members claimed that there was undue interference in some regions of the province which include the Lowe South, Harry Gwala and Moses Mabhida. The court also ruled last year that the results of the November 2015 elective conference has been unlawful and as this led to the formation of an interim leadership structure known as the Provincial Task Team. Scores of disgruntled ANC members and supporters in KwaZulu-Natal are demanding the disbandment of the party's Provincial Task Team. They accuse it of having failed to address their concerns. They held a rally at Curries Fountain Stadium in Durban. The Provincial Task Team was set up early this year after court had declared the outcomes of the elective conference null and void. President Jacob Zuma has condemned the continuing political killings in KwaZulu-Natal. This follows the death of former ANC Youth League secretary general, Sindiso Magaqa, on Monday. He succumbed to multiple wounds sustained when he was shot during an ambush in July this year. Speaking during a visit to the family, ANC NEC member Nkosazana Dlamini-Zuma said political killings in the province would only end when party members acted in accordance with their consciences. Lawyers association, Advocates for Transformation, has rejected the apology by KZN ANC Chairperson, Sihle Zikalala, after he labelled Advocate Thembeka Ngcukaitobi "counter revolutionay". ANC National Chairperson Baleka Mbete has endorsed the party's decision of replacing former KZN Premier Senzo Mchunu with Willies Mchunu. Former KwaZulu-Natal Premier Senzo Mchunu says the ANC informed him last week of his possible redeployment. Mchunu resigned as premier yesterday. Reports surfaced over the weekend that Mchunu had been ordered by the party's provincial leadership to hand in his resignation this week.
