Years before Tiffany's murder, Wilson had introduced legislation for GPS monitoring with real-time victim notification—a system that creates electronic "geofences" around domestic violence survivors. Meanwhile, the RCMP is spending millions of dollars to bring in the use of body-worn cameras across the country. Chris Schneider says body-worn cameras are unlikely to increase public trust and police accountability. Last week, Troy Price was sworn in as the new chief of police in Vancouver. A 27-year veteran of the department, he takes the helm a month after Vancouver voters rejected a proposition that would have helped fill staffing shortages. Proposition 4 would have raised property taxes starting next year to pay for hiring 80 fulltime sworn officers and other police positions, along with funding for new equipment, technologies and investments in other areas.   As the city’s population has risen in the past decade, so too has the demand for police services. According to city officials, more than 3,000 cases go uninvestigated each year as the call volume for police response has grown by more than a third since 2017. The Vancouver Police Department also has the second-lowest staffing levels of any city in Washington with at least 100,000 residents. Chief Price joins us to talk about his priorities and how he aims to fill police officer vacancies as the city faces a budget shortfall of more than $40 million.

Mental health providers and Vancouver police partner to help people in crisis

The Clark County Sheriff’s Office recently began partnering with mental health providers from Sea Mar Community Health Centers to respond more effectively to people in crisis, who may otherwise go to jail or the emergency department. The Columbian reported on the new Co-responders program which was modeled on a similar partnership launched in October 2020 between Sea Mar and the Vancouver Police Department.  The program typically involves mental health specialists from Sea Mar being notified by Vancouver police or a 911 dispatcher of a person experiencing a mental health crisis who may be a danger to themselves or others. The Sea Mar team will then meet up with the police officer responding to the call and help by de-escalating the crisis or providing support services to the person in need. Joining us to talk about the Co-responders program and the impact it’s having is Blaise Geddry, a lieutenant in the Vancouver Police Department, and Laura Nichols, a mental health therapist and the program manager of behavioral health services at Sea Mar Community Health Centers.

While the victim's name is not mentioned, investigators eventually suspect that she might be 24-year old Danielle LaRue, a sex worker from Vancouver's Downtown Eastside neighbourhood who seemed to vanish without explanation one month before the letter arrived. Even though the police ask the letter writer to come forward, this individual is not heard from again and no trace of Danielle is ever found. On this week's episode of “The Trail Went Cold”, we share the story of Danielle LaRue, an Indigenous woman who lived an incredibly tragic life before she went missing. We will also explore the stories of Ashley Machiskinic and Verna Simard, two other Indigenous women from the Downtown Eastside, who both died suspicious deaths after falling from a window at the Regent Hotel.
