In this encore episode of The Voice of Retail from January 2025, I'm joined by Sergeant Craig Reynolds and Arezo Zarrabian, Senior Crime Analyst at the Vancouver Police Department, for an exclusive look inside Project Barcode—a pioneering effort to combat organized retail crime in Vancouver.Sparked by a staggering 260% increase in retail theft involving weapons, Project Barcode was launched in 2021 and has evolved into a city-wide operation. Combining targeted police action, strategic analytics, and cross-agency collaboration, the project has become a blueprint for combating retail crime across Canada—and beyond.Craig and Arezo take us behind the scenes of Barcode's design and deployment. With more than 1,400 arrests, 166 repeat offenders apprehended, and $1.4 million in goods and criminal assets recovered, Project Barcode is delivering measurable results. Arezo's data-driven insights guide every phase—from identifying hotspots by time and geography, to profiling offender patterns and predicting retail theft surges. One key innovation? Deploying officers based on real-time trends, such as peak theft hours or common entry points into the city.Yet the team doesn't just tackle frontline offenders. A major focus is upstream—targeting fences and organized resellers who drive demand for stolen goods. With the help of anti-fencing units and civil forfeiture laws, Project Barcode has disrupted the black-market supply chain while building stronger partnerships with the retail community.Craig and Arezo also share deeply human perspectives on the systemic issues behind the crimes: homelessness, addiction, lack of mental health support, and underfunded social services. They stress that many offenders are exploited and desperate—often stealing not out of greed, but obligation to pay off debts. They advocate for wraparound solutions that go beyond law enforcement, including judicial reform, community policing, and better data sharing. The episode closes with a look ahead: more coordination, smarter deployment, and a renewed call for nationwide efforts to recognize retail crime as a serious threat to public safety and economic stability. If you're a retailer, policymaker, or security professional, this is essential listening on how cities can combine compassion, innovation, and accountability to fight retail crime—and win. With Eileen O'Neill Burke now officially sworn in as Cook County State's Attorney, big changes are expected in how retail theft cases are charged and handled. The $1,000 threshold to make retail theft a felony crime—which was set by O'Neill Burke's predecessor, Kim Foxx—will be dropping to $300, effective immediately. This change in how retail theft cases are charged is music to the ears of small business owners—who say all thefts hurt, and the new rules should help. Organized retail thefts have been caught on camera and made the news with troubling regularity over the past few years. The short-term consequence is stores being left to count their losses and make costly repairs. The long-term consequence can involve those stores going out of business—and leaving spaces vacant. When it comes to retail theft, the problem, the aftermath, and the loss have all been caught on video numerous times.
A set of barriers were recently installed in front of Dior's Union Square location to prevent thieves from crashing their cars into the building, local officials confirmed — and it's possible that it will soon be one of many stores featuring the odd-looking fixtures. “We are aware of these bollards and a Public Works inspector reached out to the fronting business owner yesterday,” San Francisco Public Works spokesperson Rachel Gordon told SFGATE in an email. The department is working with local stores on installing decorative planters and bollards — or sturdy posts — to prevent cars from plowing into them, she said.

Dom welcomes in William McVey, Director of Public Safety for Bensalem, PA, back onto the Dom Giordano Program to discuss the innovative way that his town has fought back in a more-than-30% spike in shoplifting affecting Pennsylvania and their town. McVey, who notes the impact that retail theft has had on his town, tells that he's teamed up with local businesses to strongly confront a society that's seemingly greenlit shoplifting. Dom argues that much of what we're seeing with retail theft stems from policies set forth by DA Larry Krasner and other Progressives, who set a limit to which they wouldn't prosecute, enabling many to become criminals. McVey explains how he's combining better policing tactics with new advances in technology, along with the help of local business owners and a partnership with the new leaders in Philadelphia to see fungible results in retail theft in their suburban town. “San Francisco is much more about organized crime, both cartel-backed organized drug dealing, and then the organized retail-theft industry, which is driven by the addicts who are supplied by those cartel-supply drug dealers. Oakland is different. Oakland is much more opportunistic, more entrepreneurial, if you will. I think it's mostly just kind of self-organized crews of thieves who just drive around doing crimes: dipping, which is car break-ins, armed carjackings, home invasions …”Leighton Woodhouse is an investigative journalist, documentary filmmaker, and a native of Berkeley, California. He has been documenting the “street addiction crisis” engulfing the Bay Area, and the political culture and policies fueling it.“We don't arrest people, and we certainly don't send them to mandatory treatment. And what it means is that we're just allowing the addiction to continue to consume them, because we haven't forced them into sort-of that moment where they have to choose: Am I going to fight this addiction, or am I going to spend the next 10 years in prison? It takes that kind of a choice to break through the fog of addiction, and we're not giving people that opportunity anymore,” says Mr. Woodhouse.Mr. Woodhouse is also the co-founder of the “Public” publication on Substack with Michael Shellenberger, and a key investigator of the Twitter Files. In this episode, we discuss the limits of free speech and dive into the Bay Area ideology of left-wing libertarianism.“Harm reduction has evolved into something much more—in my view—monstrous, where literally encouraging people to quit using drugs is seen as oppressive. It seems somehow, like ‘how dare you judge a drug user?'” says Mr. Woodhouse.Views expressed in this video are opinions of the host and the guest, and do not necessarily reflect the views of The Epoch Times.
