Ambassador Dr. Bonnie Jenkins, PhD, ( https://www.state.gov/biographies/bonnie-denise-jenkins/ ) has served as the Under Secretary for Arms Control and International Security since July 22, 2021. As Under Secretary, Ambassador Jenkins leads three bureaus: the Arms Control, Deterrence and Stability Bureau; the International Security and Nonproliferation Bureau; and the Political-Military Affairs Bureau. In addition, as of May 2023, Secretary of State Antony Blinken named Under Secretary Jenkins as the senior official to lead the Department's efforts on AUKUS implementation. U/S Jenkins previously served in the Obama Administration as Special Envoy and Coordinator for Threat Reduction Programs in the Bureau of International Security and Nonproliferation (ISN) from July 2009 until January 2017. Ambassador Jenkins coordinated U.S. efforts on threat reduction globally and U.S. government programs in chemical, biological, nuclear, and radiological (CBRN) security. She was the State Department lead for all four of the Nuclear Security Summits held from 2010 to 2016, as well as the U.S. Representative to the G7 Global Partnership Against the Spread of Weapons and Materials of Mass Destruction. Before serving as Coordinator, she was a Legal Adviser to the U.S. Arms Control and Disarmament Agency where she provided advice to U.S. ambassadors and delegations negotiating arms control and nonproliferation treaties. Ambassador Jenkins also provided legal advice to treaty implementation bodies including the Chemical Weapons Convention, the Comprehensive Nuclear Test Ban Treaty, the Open Skies Treaty, the Conventional Forces in Europe Treaty, and the Biological Weapons Convention (BWC). She has worked with international institutions such as the International Atomic Energy Agency, the World Health Organization, the Organization for the Prohibition of Chemical Weapons, the Office of Security and Cooperation in Europe, the Comprehensive Nuclear-Test-Ban Treaty Organization, Interpol, and the BWC Implementation Support Unit. From 2014 to 2017, Ambassador Jenkins led diplomatic efforts to promote the Global Health Security Agenda, a group of 70 countries, international organizations, non-government organizations, and private sector companies that builds countries' capacity to prevent, detect, and respond to infectious disease threats like Ebola and Zika.  She was the lead staff member conducting research, interviews, and preparing commission reports on counterterrorism policies in the Office of the Secretary of Defense and on U.S. military plans targeting al Qaeda before 9/11. Ambassador Jenkins served as General Counsel to the U.S. Commission to Assess the Organization of the Federal Government to Combat the Proliferation of Weapons of Mass Destruction and worked at Rand Corporation focusing on Middle East weapons of mass destruction issues. From its inception in 2017 until April 2021, Ambassador Jenkins was the Founder, Executive Director, and Board Chair of Women of Color Advancing Peace and Security ( WCAPS - https://www.wcaps.org/ ), a leading advocacy organization supporting women of color in the security and peace-building sector that believes global issues are best approached from a variety of perspectives. Ambassador Jenkins has a Ph.D. in International Relations from the University of Virginia; an LL.M. in International and Comparative Law from the Georgetown University Law Center; an M.P.A. from the State University of New York at Albany; a J.D. from Albany Law School; and a B.A. from Amherst College. She also attended The Hague Academy for International Law. Jenkins is a retired U.S. Naval Reserve Officer and received numerous awards for her military service. Jenkins is the current Under Secretary for Arms Control and International Security, a position she assumed in July 2021. She is the first African American to ever serve as an Under Secretary of State at the U.S. Department of State. Initial US-Russian strategic stability talks. One of the two major enemies of the United States is China, and the other is Russia, and the threat to the United States lies in its cooperation and military ties. The situation is even more contradictory than the US Deputy Secretary of State Wang Yi, who met with Chinese Foreign Minister Wang Yi last weekend to repair the worst-damaged US-China relationship. At the end of the meeting, the Chinese Foreign Ministry stated in a statement that the United States views China as a fictitious adversary and that this situation must be changed, adding that China has a responsibility to teach the United States that the United States must treat all countries equally. The United States is currently in talks with Russia, the next country in the world, as hostilities with one of the two hostile nations escalate. The two countries' delegations will travel to Geneva on Wednesday for talks on developing strategic stability, as agreed by US President Joe Biden and Russian President Vladimir Putin, who met in Geneva last month. The Russian delegation, led by Deputy Prime Minister Sergey Ryabkov, is in Geneva on Tuesday, and in the run-up to the meeting announced that the meeting will focus on maintaining strategic stability, especially on arms control. In support of this, the US State Department said it would negotiate with Russia to lay the groundwork for future mitigation of weapons risks. The US delegation will be led by US Deputy Secretary of State Wendy Sherman and will include Bonnie Jenkins, Minister of Arms Control and International Defense. In February, the United States revived a new START agreement that would allow the two countries' use of weapons until 2026 to be limited to 700 missiles, 800 launchers and 1550 used weapons. The deal, which was made without former presidents Barack Obama and Dmitry Medvedev, is now being welcomed by the United States as a renewal initiative. Nikolai Sokov, a strategist working in the field responsible for disarmament and control regulations in Vienna, noted that this time the United States will primarily try to control the use of missiles and long-range weapons. But both of these are sectors in which Russia has a greater presence than other countries. Although it is known that Russia agreed last year to talks on controlling the use of nuclear weapons, no definite information is available. He had said. Russia has said in the talks that the talks should include all kinds of weapons that could jeopardize the stability of nations, such as nuclear weapons and nuclear weapons. Russia's position has always been the same. But the situation in the United States is changing here. And since the United States withdrew from the agreement on anti-ballistic missiles in 2002, the current negotiations have become increasingly important as the United States has no control over its first attack. According to some experts, if these talks were to take place in a day or two, there would be no serious issues to be discussed, and the two sides agreed to continue negotiations and work together on arms control. Effective decisions are likely to be made in the future or the new start agreement is likely to start with new clauses.

Last Friday the Lawfare Podcast brought you Secretary of State Mike Pompeo's full statement before the Senate Foreign Relations Committee, and his question and answer session with the senators, all with "no bull." A few days before that hearing, the Democratic staff of the Committee released its most recent oversight report titled "Diplomacy in Crisis: The Trump Administration's Decimation of the State Department." Following remarks by Ranking Member Bob Menendez, Margaret Taylor moderated a panel discussion about the report featuring three distinguished former ambassadors with close to 75 years of diplomatic experience between them—Tom Shannon, Barbara Stephenson and Bonnie Jenkins—as well as Elizabeth Shackelford, who in 2017 resigned her career post in protest of the Trump administration. They talked about the contents of the minority staff report, the recommendations it contains and the long-term consequences of what the report documents for America's foreign policy and national security interests.

"…it started when the Soviet Union fell apart and there was a real desire to ensure security of nuclear materials and pathogens, and that scientists with [WMD-related] knowledge could get paid so that they wouldn't go to countries and sell that knowledge." Ambassador Bonnie Jenkins has had an incredible career in diplomacy and global security. Today she’s a nonresident senior fellow at the Brookings Institution and president of Global Connections Empowering Global Change, where she works on global health, infectious disease and defence innovation. In 2017 she founded her own nonprofit, the Women of Color Advancing Peace, Security and Conflict Transformation (WCAPS). But in this interview we focus on her time as Ambassador at the U.S. Department of State under the Obama administration, where she worked for eight years as Coordinator for Threat Reduction Programs in the Bureau of International Security and Nonproliferation. In that role, Bonnie coordinated the Department of State’s work to prevent weapons of mass destruction (WMD) terrorism with programmes funded by other U.S. departments and agencies, and as well as other countries. • Links to learn more, summary and full transcript. • Talks from over 100 other speakers at EA Global. • Having trouble with podcast 'chapters' on this episode? Please report any problems to keiran at 80000hours dot org. What was it like to be an ambassador focusing on an issue, rather than an ambassador of a country? Bonnie says the travel was exhausting. She could find herself in Africa one week, and Indonesia the next. She’d meet with folks going to New York for meetings at the UN one day, then hold her own meetings at the White House the next. Each event would have a distinct purpose. For one, she’d travel to Germany as a US Representative, talking about why the two countries should extend their partnership. For another, she could visit the Food and Agriculture Organization to talk about why they need to think more about biosecurity issues. No day was like the previous one. Bonnie was also a leading U.S. official in the launch and implementation of the Global Health Security Agenda discussed at length in episode 27. Before returning to government in 2009, Bonnie served as program officer for U.S. Foreign and Security Policy at the Ford Foundation. She also served as counsel on the 9/11 Commission. Bonnie was the lead staff member conducting research, interviews, and preparing commission reports on counterterrorism policies in the Office of the Secretary of Defense and on U.S. military plans targeting al-Qaeda before 9/11. And as if that all weren't curious enough four years ago Bonnie decided to go vegan.
