And to get that right, all Americans need to know what, exactly, it is we are trying to do and why. A “strategy” is a concrete, realistic plan that explains the essential connection between ends and means: it begins from an accurate assessment of what is desired and what tools are available, or can realistically be created, to achieve the desired outcomes. A strategy must evaluate, sort, and prioritize. Not every country, region, issue, or cause—however worthy—can be the focus of American strategy. The United States plans to introduce new guidelines to accelerate defense technology transfers to partners such as Taiwan, with the aim of streamlining approval and delivery processes. Rupert Hammond-Chambers of the US-Taiwan Business Council stated that immediate defense needs are best met through off-the-shelf purchases, while technology transfers are suitable for longer timelines. Taiwan is expected to allocate its 2026 defense budget toward acquiring technology for the T-Dome air defense system and enhancing asymmetric capabilities, supported by a special defense budget of up to $32.5 billion. Discussions at the U.S.-Taiwan Defense Industry Conference also addressed concerns about gray zone tactics, blockades, and traditional military platforms. Popular anime streaming site HiAnime is listed as a "priority notorious streaming site" in a new list of piracy sites being targeted by the U.S. court system.As seen via Torrent Freak, the Motion Picture Association published a response for public comment dated Oct. 1, 2025, by the Office of the U.S. Trade Representative for "submissions from the public on notorious markets outside of the United States." Among these submissions is a list of "Priority Notorious Linking and Streaming Sites," which includes HiAnime along with platforms such as Myflixerz and Cuevana. HiAnime is still widely considered the world's largest anime piracy site, with its monthly views outstripping the likes of Disney+ in January this year.The official description for the platform from the MPA statement reads, "Hianime, formerly known as Zoro[.]to and Aniwatch[.]to, has a global ranking of 159 with 244.2 million visits from 17.54 million unique visitors in August 2025, according to SimilarWeb. The site provides access to a range of content, especially anime content. The hosting location is masked using Cloudflare's reverse proxy, but the site is currently believed to be operated from Vietnam." Tom Cotton flagged Tan's prior investments in Chinese companies and his previous leadership at Cadence Design Systems, which recently pleaded guilty to unlawfully selling its tech to a blacklisted military university in China.Intel CEO Lip-Bu Tan (~$70M golden hello in March; max potential $400M) directly addressed employees on Thursday after Donald Trump demanded his resignation over national security concerns, saying he has the full support of the board.Tan set up a venture firm called Walden International based in San Francisco that pumped more than $5 billion into over 600 companies. More than 100 of those investments were made in China, including deals with once-obscure startups such as Semiconductor Manufacturing International Corp.—today China's largest chipmaker—where he served on the board for a decade and a half.Today, the executive is still chairman of Walden International. And he's the founding managing partner at Walden Catalyst Ventures, which focuses on investments in the U.S., Europe and Israel. He also serves in that role at another venture fund, Celesta Global Capital.Tan stepped out of the venture world and joined the chip industry full-time when he became interim head of San Jose, California-based Cadence Design Systems Inc. in 2008. The executive, who had previously served on the board, went on to take the permanent CEO job the next year. He stayed in the role until 2021, when he transitioned to executive chairman, and is widely credited with restoring the company's fortunes. In late July of this year, the Department of Justice announced a plea deal that cost Cadence more than $100 million in fines. Employees at Cadence's China unit allegedly hid the name of a customer—the National University of Defense Technology—from internal compliance in order to keep supplying it. That organization had been put on the Department of Commerce's blacklist in 2015.
