On Dec. 4, the final report from the Vatican's second study commission on women deacons was published, saying that women can't be ordained to the diaconate “as understood as a degree of holy orders,” but it stopped short of an unequivocal “no” to women deacons, saying that while its “assessment is strong…it does not allow for a definitive judgment to be formulated at this time.” This week on “Inside the Vatican,” Vatican correspondents Colleen Dulle and Gerard O'Connell unpack the commission's report: how it came about, why the commission seems to have left the door open to women deacons despite its “no,” and where the push for women's ministries in the church is likely to go next. In the second part of the show, Gerry and Colleen examine the dissolution of a Holy See fundraising commission that Pope Francis approved while he was in the hospital. Gerry argues that Pope Francis would likely have dissolved the commission, too, and Colleen raises concern that Vatican officials had asked the pope to sign off on things when he was not in a state to do so. Grocery prices will continue to hit Kiwi consumers and our economy hard. A report by the Commerce Commission shows prices are increasing again this year after appearing to stabilise last year. It's revealed we now pay the fifth highest grocery prices in the developed world. Grocery Action Group Chair Sue Chetwin told Mike Hosking the competition in New Zealand isn't particularly healthy. She says that unless the two major supermarkets know that they're going to face proper regulation or something big will happen to them, they can continue to charge high prices. The Monday Breakfast show was joined by Ohad Kozminsky, executive member of the Jewish Council of Australia, an independent Jewish voice supporting human rights and opposing antisemitism and racism, to speak about the task force and the false conflation of anti-genocide protest with anti-Semitism. Edmi spoke with Ian Hamm about the Yoorrook Justice Commission report and its findings, the responsibilities of First Nations people and settlers alike in pushing for First Nations sovereignty and land back, as well as using a framework of looking to the future when taking part in the struggle. Ian is a Yorta Yorta man who has been actively involved in the Victorian Indigenous community in a personal and professional capacity for over 30 years. He has led some of these organisations through change and adaption to ensure they are well placed for the challenges of improving the lives of people in a rapid changing environment. Ian is Chairperson of the Indigenous Land and Sea Corporation, First Nations Foundation, and President of the Community Broadcasting Foundation up until a couple of weeks. He is also a Board Director on The Healing Foundation, Yarra Valley Water, and Aboriginal Housing Victoria. Marie joined Marisa on the show  to discuss deaths in custody, and Vals' services. Truth-telling, particularly in the context of overpolicing,  Aboriginal deaths in custody, child protection, the Yoorook report and the impacts of colonisation were discussed. Cynthia McKinney has made a career of speaking her mind and challenging authority. With her opinions, actions, and even her sense of style, McKinney has inspired both admiration and controversy. McKinney´s political career began unofficially in 1986 when her father, Georgia State Representative Billy McKinney, put her name on the ballot as a write-in. Cynthia McKinney was living in Jamaica at the time and did not take the matter seriously; still, she garnered a large percentage of votes without even trying. Two years later, McKinney ran for and won the seat, creating the first father/daughter combination to serve together in the Georgia State House of Representatives. Cynthia immediately began making her own mark, defying House dress codes for women by wearing trousers instead of dresses. She spoke out against the first Persian Gulf War, and despite being in the House with her father, she often disagreed and voted against him. In 1992, McKinney won a seat in the US House of Representatives in Georgia´s newly created 11th district. She was the first African-American woman to represent Georgia in the US Congress. McKinney became Secretary of her Democratic freshman class and was placed on both the Agricultural Committee and the International Relations Committee. Her gold tennis shoes and braided hairstyle became her trademarks, and effectively raised her profile on a House floor dominated by white men. Though a Democrat during President Clinton's tenure, McKinney voted against NAFTA, showing that she was not one to simply follow the Party line. McKinney worked hard in Washington to clean up pollution in her district and improve its rural roads. During her second term, McKinney earned distinctive committee assignments with the National Security Committee and the International Relations Committee's International Operations and Human Rights Subcommittee. A supporter of a Palestinian State in Israel-occupied territory, she sparked controversy by criticizing American policy in the Middle East. After the 9/11 attacks, McKinney suggested the President might have had prior knowledge of 9/11. The criticism she received from this highly controversial idea probably contributed to her defeat in the 2002 election; however, she ran for the seat again and was re-elected in 2004. Between terms in office, McKinney traveled the country and Europe, speaking against the war in Iraq war and also about her 2002 defeat, which she attributed to Republicans being organized to “cross over” to vote against her in the Democratic primaries. Her career, including this episode of her defeat, was made into a documentary film titled American Blackout. Once back in office, she continued her criticism of the Bush administration on the first anniversary of the 9/11 Commission Report by gathering victims' families and intelligence experts together on panels to address the flaws in the report and critique its recommendations regarding foreign and domestic policy. Believing the government should not keep secrets from the people, McKinney introduced legislation to release the documents related to the death of Tupac Shakur and twice submitted a bill to release the sealed documents pertaining to Martin Luther King Jr.'s assassination. McKinney was very active in the aftermath of Hurricane Katrina and a vocal critic of the government's response. When Democratic Party leaders encouraged a boycott of a Select Bipartisan Committee to Investigate the Preparation for and Response to Hurricane Katrina, she chose to participate and submitted her own report on the matter. Beginning June 1, dairy producers and processors will see noticeable changes to the way milk is priced. After years of discussion and debate, finally the Federal Milk Marketing Orders have seen some revision. In Wisconsin, that could mean some lower prices initially. Leonard Polzin, UW-Extension Dairy Markets and Policy Outreach Specialist, has done all the modeling for the new orders. He says everything continues to focus on the value of fluid milk, but it also should protect Wisconsin dairy operators for big losses when other categories are in demand. Stu Muck goes through the weekend forecast which still has a frost advisory out for much of northern Wisconsin.Thursday the Make America Healthy Again commission finally released their much anticipated report. Agriculture was quick to respond with overall disappointment. Chad Smith speaks with Sam Kieffer, vice president of public policy for the American Farm Bureau for reaction. Kieffer says any efforts to adjust the food system have to be based on science. Some people are looking forward to camping this Memorial weekend. Sheila Everhart, executive director of the Wisconsin Agricultural Tourism Association(WATA) tells Pam Jahnke that one of the most popular breaks for people is to "glamp". Basically that's a camping experience in a unique location - like a farm. In Wisconsin, however, that can come with permit expense and inspection. Everhart says WATA is working on changing language in state statutes that would allow farms to offer campsites for up to 3 locations without that requirement. Everhart says it's just a language change with no expense to tax payers, but the senator that's working on the bill says he wants at least 10 farmers to commit to testify for the change before he'll introduce it. Spring planting continues as weather allows. Matt Wagenson, grower and board member of the Wisconsin Soybean Marketing Board, gives Pam Jahnke a quick planting update from his tractor cab. Wagenson says they just concluded a consumer survey designed to find out both opinion and knowledge of what soybean growers do and provide to them product-wise. Wagenson tells Jahnke that older consumers generally still have confidence in farmers and the practices they use. Younger demographics however are less engaged, and have less knowledge about the unique products they use everyday that contain soy-based products. The Mental Health Commission has this morning released a report showing significant gaps in the mental health services offered in hospital emergency departments across Ireland. Speaking to Shane this morning on the show was Professor Jim Lucey, Inspector of Mental Health Services and the Author of the Report.

The Commerce Commission and Auckland Airport's latest interactions are being seen as a sign regulation is working. Auckland Airport isn't lifting its airline charges for the next two years as much as intended, after the commission's report showed their targeted returns were too high. The report also found the airport's multi-billion dollar infrastructure investment plan is appropriate. CEO Carrie Hurihanganui told Mike Hosking they said last year that if the commission continued to see a difference between the returns they targeted and what they received, they would change it, and they did. Auckland Airport is lowering its prices after the Commerce Commission said it was overcharging by $190 million. The Commission has today published its final report on Auckland Airport's 2022-2027 price setting event, concluding the Airport's forecast revenue is excessive and its targeted returns are unreasonably high. The Commission says businesses and consumers are the ones likely carrying much of this cost-burden. Last year Air New Zealand said the airport's charges were expected to add about $46 to the price of a domestic ticket by 2032. Last year the Commission issued a draft report suggesting prices were too high - and Auckland Airport said it would consider lowering them once the final report came through. Today, that report confirms the findings and as a result Auckland Airport said it would drop prices for the remaining two years of the price period. Commissioner Vhari McWha talks to Kathryn.

For those of you watching the mass killings in Gaza (nearly 14,000 dead in seven weeks, over 2/3 of them women and children) you might find it helpful to think back to an earlier time when Israel was once again implicated in a mass killing.  This was what happened in September, 1982 during the Israeli invasion of Lebanon.  The Israelis are quick to point out that they did not themseslves do the killing, but neither were they free of  responsibility.  This podcast has two purposes:  to describe what happened in those terrible three days, and to tell you what the Israeli Kahan Commission subsequently concluded.  It is very clear that there will be a post-war commission to study why the Israeli security system failed to detect the extensive planning for this attack.  What is less clear is whether there will be an Israeli commission to study the response.  We can be certain that international bodies will conduct such investigations. Notice:  This is not easy listening.  (Below is my original introduction) In September, 1982, during the Israeli invasion of Lebanon,  the Israeli army took control  of West Beirut and the Palestinian refugee camps of Sabra and Chatillah.  Bashir Gemayel, the leader of the Phalangist movement (Kataeb in Arabic), had just been assassinated.  He had supported the Israelis in their invasion, hoping to free his land of the PLO and of Syrian domination.  The individual convicted of the assassination was a Christian.  He claimed he had acted because of Gemayel's support of Israel.  Many people think Syria was behind the attack. Gemayel's followers were bent on revenge.  The visible target was the Palestinian refugee camps.  The PLO forces had been evacuated to Tunis by an American-brokered agreement.  Part of that agreement was that the U. S. agreed to protect the Palestinian civilians who would be left without security.  President Reagan's personal representative, Ambassador Phillip Habib, had negotiated the withdrawal of Palestinian forces and had guaranteed the security of the civilian refugees left behind in the camps.  But there was extremely bad blood between the Phalangists and the PLO and this was an opportunity to get revenge for past offenses.  The Israelis controlled access to those camps and allowed military units to enter.  The killing went on for three days.   There was a story in the Jerusalem Post as the massacres were going on.  The sun was setting and a  military rabbi was leading an outdoor religious service.  There were sounds of shooting and screams in the distance.  The Jerusalem Post said this will go down in history as the “Rosh Hashana of Shame.” Under domestic and international (i.e., U.S.) pressure, the Israelis set up a three-person commission headed by a very respected member of their high court, Justice Kahan.  This is the story of that report. There are two award-winning films that might be of interest.  One is an Israeli film called Waltz With Bashir, a graphic-novel type film.  An officer is having nightmares of wild dogs.  He starts talking to others in his unit.  They are also having nightmares.  It turns out they were all present during the massacres but they have suppressed what happened on their watch.  The other film is The Insult, a Lebanese film.  It starts with a simple confrontation between two men in which one calls the other a name. This happens many times every day without consequence so why does this incident escalate?  It turns out the two parties are connected personally to these massacres. The Honorable Franklin Miller is a principal at the Scowcroft Group in Washington, DC. He dealt extensively with nuclear policy and nuclear arms control issues during his 31-year government career, which included senior positions in the Defense Department and on the NSC staff.He was directly in charge of US nuclear deterrence and targeting policy from 1985 to 2001 and also chaired NATO's senior nuclear policy committee, the High-Level Group, from 1997 to 2001. He is a member of the Strategic Command Advisory Board and served on the Defense Policy Board from 2008-2020.He served on the 2008 Secretary of Defense Task Force on DoD Nuclear Weapons Management (Schlesinger Task Force), on the 2013-2014 Congressional Advisory Panel on the Nuclear Security Enterprise (Mies-Augustine Panel), and is currently a member of the on-going Congressional Commission on Strategic Posture.He publishes frequently on deterrence and arms control issues. He has been awarded the Defense Department's highest civilian award, the Defense Distinguished Civilian Service Medal, five times and received the Defense Distinguished Public Service Medal in lieu of a sixth award.Mr. Miller has also been awarded an honorary knighthood by Queen Elizabeth II, the Norwegian Royal Order of Merit (Grand Officer), the French Legion of Honor (Officer), and Japan's Order of the Rising Sun (Gold Rays with Neck Ribbon). A member of the Council on Foreign Relations and a Director of the Atlantic Council, he received his BA from Williams College and his MPA from Princeton University. The Wildfire Mitigation and Management Commission, established in 2022 at the behest of Congress following the 2021 Infrastructure Act, recently released a substantial report highlighting recommendations that will shape the future of wildfire policy and action in the US. Fifty commission members were charged with creating the recommendations, one of which was Kelly Martin—who is a founding member of the Grassroots Wildland Firefighter organization and a longtime wildland firefighter. We had the chance to chat with Kelly about the commission, and she was able to provide us a glimpse into the process and efforts behind their whopping 340-page report. We spoke explicitly about how the recommendations relate to wildland firefighters, as well as what Kelly was able to bring to the commission with her extensive background working in wildland fire operations.We're hoping to release a few more episodes about the commission report, which will focus on other recommendations and themes—including community resilience/adaptation, Indigenous burning and scaling up projects that reduce wildfire risk.
