The country's two largest labour federations, COSATU and SAFTU have been at each other's throat and trading barbs in the days leading up to Workers Day as they sharply differ over proposed labour law amendments. The proposed amendments include changes to the Labour Relations Act, the Basic Conditions of Employment Act, and the Minimum Wage Act. COSATU says it remains confident that the final legislation will continue to protect workers' rights and that such protections will be further extended while SAFTU on the other hand has criticised the amendments claiming that they will put workers under siege and erode workers' hard-won rights guaranteed by the Constitution. COSATU has accused SAFTU of peddling of fake news and falsehoods in pursuit of headlines while SAFTU is accusing COSATU of being party to what they call "secret talks at Nedlac" that will betray workers rights. Die Cosatu-woordvoerder, Matthew Parks, sê dit bedreig duisende Suid-Afrikaanse werksgeleenthede in talle sektore, waaronder landbou, mynbou, juweliersware, chemikalieë, die motorbedryf en klerasie. Hy sê met 'n werkloosheidskoers van 41,9 persent kan Suid-Afrika nie bekostig om nog werksgeleenthede te verloor nie:
Cosatu sê hy is bekommerd oor die groot aantal werkgewers wat met werkers se finansiële toekoms speel en steeds nie hul pensioenfondsbydraes oorbetaal nie. Die Gedragsowerheid vir die Finansiële Sektor sê die aantal werkgewers wat versuim om werknemers se pensioenfondsbydraes te betaal, het vanaf 4 000 tot 7 700 verdubbel. Zanele Sabela van Cosatu sê hulle is daartoe verbind om te verseker hierdie gewetenlose werkgewers vereffen die agterstallige skuld en voldoen in die toekoms aan die vereistes.
Cosatu verwelkom die Amerikaanse administrasie se uitbreiding van voordele in die Wet op Groei en Geleenthede in Afrika, of Agoa, vir Suid-Afrikaanse uitvoere. Matthew Parks van Cosatu sê die federasie verwelkom ook die Amerikaanse Kongres se beëindiging van 'n wetsontwerp wat daarop gemik is om betrekkinge tussen die VSA en Suid-Afrika, insluitend sy lidmaatskap van Agoa, te hersien en moontlik af te gradeer. Hy sê dit bied sekerheid aan belangrike Suid-Afrikaanse uitvoerbedrywe en bemoedig die betrokke werkers.
Cosatu sê hy sal sy voorlegging afhandel, ter ondersteuning van die aanbevelings van die Nasionale Minimumloonkommissie van ʼn verhoging van 1,5-persent vir die nasionale minimumloon vir die 2025-boekjaar, en sy voorstelle aan die minister van Indiensneming en Arbeid, Nomakhosazana Meth finaliseer. Woordvoerder Matthew Parks sê die federasie versoek die minister om die finale verhoging aan te kondig om te verseker dit tree op 1 Maart 2025 in werking:
Cosatu beskryf 2024 as 'n jaar van gemengde wedervaringe met hoogte- sowel as laagtepunte. Matthew Parks van die federasie sê een van die hoogtepunte was die inwerkingstelling van die tweepot-aftreestelsel in September. Meer as 35-miljard Suid-Afrikaanse rand is uit die tweepotstelsel se spaarpot onttrek. Parks sê die laagtepunte sluit in die volgehoue pogings om die inwerkingstelling van Nasionale Gesondheidsversekering en die Wet op Basiese Onderwyswette te verhoed. Parks het meer.
Cosatu sê dringende ingryping en 'n nuwe befondsingsmodel is nodig om plaaslike owerhede te stabiliseer en te herbou. Die vakbondfederasie het verlede week sy voorlegging in die parlement oor die Mediumtermynbegrotingsraamwerk se Wysigingswetsontwerp op Inkomste ingedien. Die wetsontwerp dek aanpassings in begrotingstoewysings aan provinsiale en plaaslike regerings vir die 2024-/2025 boekjaar. Matthew Parks van Cosatu sê die stand van plaaslike regerings is uiters kommerwekkend.
Cosatu sê die werkloosheidsyfer se effense daling van 33,5-persent tot 32,1-persent, word verwelkom nadat werkloosheid drie agtereenvolgende kwartale gestyg het. Sowat 294 000 meer mense het in vanjaar se derde kwartaal werk gehad. Cosatu-woordvoerder Matthew Parks sê werkloosheid onder jongmense bly gevaarlike hoog. Hy sê die privaat sektor moet die vlaag afleggings staak en alternatiewe soek.
Cosatu is geskok oor die drukkoste van matriekvraestelle wat van 1-miljard tot 3,6-miljard Suid-Afrikaanse rand gestyg het na die aanstelling van Siviwe Gwarube as Basiese Onderwys-minister. Woordvoerder Zanele Sabela sê die besluit om provinsies toe te laat om hul drukkers te kies, het tot hierdie reuse-toename gelei. Net in Limpopo het die koste met meer as 130-persent gestyg. Sabela het Gwarube gekritiseer oor haar hantering van befondsing te midde van die begrotingskrisis, en beklemtoon ook die uitwerking op onderwysers wat die besnoeiing van poste vrees.
Cosatu verwelkom die indiening van die Wetsontwerp op Tabakprodukte en Beheer oor Elektroniese Leweringstelsels by die Nasionale Ekonomiese Ontwikkelings- en Arbeidsraad, Nedlac. Dit volg na toenemende druk van die sakesektor, arbeid en verskeie partye in die regering van nasionale eenheid. Matthew Parks van Cosatu sê dit is 'n belangrike wetsontwerp om die regering se vermoë te versterk om 'n bedreiging vir openbare gesondheid te bestuur.
