Recorded at the PSE-CEPR Policy Forum 2026.A country wants a stable exchange rate, it wants money to move freely across its borders, and it wants to set its own interest rates. It's a well-known trilemma. Central bankers must pick any two, because you cannot have all three. History, it turns out, did not read that memo.Eric Monnet has spent years reading the balance sheets that central bankers kept on each other. Since 1891 the Bank of France paid teams of multilingual economists to copy out the weekly and monthly accounts of every other central bank in the world. Those ledgers, now digitised, show that central banks have been far more than interest-rate setters. For more than a century they have quietly expanded their balance sheets to cushion their economies against shocks arriving from abroad. In this week's VoxTalk, Monnet argues we have seriously underestimated how much room to manoeuvre they have used since the 19th century. The research behind this episode:Bazot, Guillaume, Eric Monnet, and Matthias Morys. 2024. "Central Banks and the Absorption of International Shocks (1891-2019)." CEPR Discussion Paper No. 19646. (Gated.)To cite this episode:Phillips, Tim, and Eric Monnet. 2026. "Absorbing shocks since 1891." VoxTalks Economics (podcast).About the guestEric Monnet is Professor at the Paris School of Economics and EHESS, and a Research Fellow at CEPR. An economic historian, his work spans central banking, the international monetary system, and the history of European financial systems across the 19th and 20th centuries. He previously worked as an economist at the Bank of France, and his book Controlling Credit examines monetary policy in postwar France.Research cited in this episodeThe Mundell trilemma. Formulated by Robert Mundell in the 1960s, the trilemma holds that an open economy cannot simultaneously maintain a fixed exchange rate, free capital movement, and an independent monetary policy; it can have any two. Mundell received the Nobel Prize in part for the idea. The global financial cycle and the dilemma. Helene Rey argues that even a floating exchange rate does not buy full monetary autonomy, because a common global financial cycle, driven by the risk appetite of large financial institutions, moves interest rates and exchange rates across countries at once. A shock in one emerging market prompts investors to demand higher compensation across others they treat as similar. The trilemma, in this view, is really a dilemma. The Bank of France archive. The research department of the Bank of France was founded to track the financial operations of foreign central banks, collecting their weekly and monthly balance sheets from 1891 onward. The dataset assembled from these records covers 23 countries, essentially every central bank in existence by the late 1930s, and combines balance-sheet data with monthly figures on industrial production, consumer prices, and stock markets.Discount loans, open market operations, and foreign exchange interventions. The specific tools have changed completely; the behaviour has not. In the 19th century central banks intervened by discounting commercial bills and holding gold or foreign deposits; today they conduct open market operations in government bonds and hold US Treasury bills. Across all these forms, the response to an external shock, expanding domestic assets to supply liquidity, has been consistent.Taming the Global Financial Cycle. The predecessor study by the same authors: Bazot, Monnet, and Morys, "Taming the Global Financial Cycle: Central Banks as Shock Absorbers in the First Era of Globalization," Journal of Economic History 82(3), 2022, which established the pattern for the classical gold standard period.More VoxTalks Economics episodesThe Bank of England's Capital Mistake. Former Bank insiders David Aikman and John Vickers argue that cutting equity capital requirements for UK banks could raise the odds of a financial crisis, a companion piece on what central bank balance sheets are for.Related reading on VoxEU.orgCentral banks and the absorption of international shocks, the authors' own VoxEU column setting out the dataset and the two main findings in brief.

Charlotte Cohen is joined by former Dundee and Ross County manager Tony Docherty and Arbroath midfielder Ryan Flynn to analyse Dunfermline's impressive progress under Neil Lennon, St Johnstone's shock exit after defeat to East Fife and what it means for the newly-promoted side heading into the Premiership season. The panel also discuss a mouth-watering last-16 draw, including Dundee United's home tie against Celtic and an Ayrshire derby between Kilmarnock and Ayr United. Elsewhere, there's debate over Celtic's transfer business, Aberdeen's encouraging start under Stephen Robinson, Rangers' ongoing rebuild and why young players like Finlay Curtis and Alex Lowry could have important roles to play in the months ahead.

Start spreading the news… because the U.S. national championship for track and field has officially landed on the East Coast, taking over Randall's Island and Icahn Stadium for the next four days of action. As the sun set over the Harlem River, U.S. titles were handed out in the men's and women's 10,000m, men's long jump and hammer throw, and women's javelin. The finals were set in the 1500ms and the steeplechase, and we got our first look at Noah Lyles, Sha'Carri Richardson, and more of the country's best sprinters in the first round of the 100m.The most memorable moment of Day 1 wasn't exactly a feat of history-making speed — it was the 1:39.55 first 400 meters of a ridiculously tactical women's 10,000m final, where the field crawled through halfway over 18 minutes before Sydney Vaught took control and never looked back, covering the second half in 15:21 to break the field and the tape with a 33:30.60 victory. In the men's race, a similarly slow early pace (16:12 through halfway) seemed to be playing perfectly into Grant Fisher's hands, but after he dropped a 60-second lap with 4k to go to winnow his rivals down to Drew Bosley and Woody Kincaid, the pace over the final laps slacked just enough that Kincaid was able to uncork his signature finishing speed to lethal effect, closing in 25.95 for the final 200m to beat Fisher to the line, 30:13.66 to 30:14.66. While Fisher has two Olympic medals, he only has one U.S. 10,000m title, and Kincaid picks up his third at the age of 33.Despite a relatively light program, there was plenty of drama in the middle-distance prelims, as pre-race contenders like Sam Prakel and Gracie Morris found themselves on the wrong side of the time cutoffs in the men's and women's 1500m, respectively. Nikki Hiltz had no problem advancing to the final in their heat in pursuit of a fourth straight U.S. outdoor title, and Andy Powell disciples had a romp of a time with the men's heats, as four of the twelve finalists are current or former UW Huskies. The biggest shock of the day came in the men's steeple prelims, because for the first time since 2022 there will be a new national champion. Kenneth Rooks failed to advance to the final after a spotty 2026 season to date, which opens the door for someone like Parker Stokes, who led all qualifiers, or last year's third-placer Benard Keter to claim the title. Our YouTube channel is full of mixed-zone interviews with all the top athletes. Make sure to follow along on Twitter, Instagram, and Bluesky as we continue to bring you live action as the weekend of running, jumping, and throwing continues.

The team takes a deep dive into the vol surface to analyze why the equal-weighted VIX EQ is surging past 50 while index-level vol remains relatively contained. Are we looking at a localized tech overreaction, or the brink of a massive correlation-one sell-off? Plus, they break down a bizarre, head-scratching 100-strike VIX put trade, structural "mullet" vs. "tulum" strategies, and the latest reverse splits shaking up the vol ETP space (SVIX, UVXY, and UVIX). Headline: The Great Divergence and Geopolitical Climate Shocks Guest: Professor Peter Frankopan Book Title:The Earth Transformed: An Untold History The "Great Divergence" explains why Europe accelerated in science and technology over Asia despite the latter's long history of learning. Frankopan suggests that geography played a crucial role; for example, England's coal fields were located near its capital and waterways, whereas China's were far from its population centers, making exploitation expensive. Additionally, while China's efficient bureaucracy stifled new ideas, European competition and the exploitation of colonial resources provided a "kickstart" for industrialization. Climate shocks also played a role; the Bengal famine in the 1770s shattered state revenues and destroyed families. A specific instance of climate impacting geopolitics occurred after the 1783 Laki eruption. As the Ottoman Empire struggled with internal disorder and crop failure in Egypt, Catherine the Great seized the opportunity to annex Crimea. This highlights how ecological pressures can distract major powers, allowing rivals to redraw global maps. (6)1900 JULIAETTA IDAHO
