This Day in Legal History: First SCOTUS DecisionOn August 11, 1792, the United States Supreme Court issued its first reported decision in Georgia v. Brailsford. The case arose from the complex aftermath of the Revolutionary War, when questions about debts owed to British creditors came before the new federal judiciary. The State of Georgia had enacted laws seizing debts owed to British subjects, while the 1783 Treaty of Paris required those debts to be honored. The dispute involved a British creditor, Samuel Brailsford, seeking repayment from a Georgia resident. Georgia argued that its confiscation laws extinguished the debt, but the Court was faced with balancing state statutes against treaty obligations. In its decision, the Court reaffirmed that treaties made under the authority of the United States were binding on the states, even when they conflicted with local laws. This early opinion helped cement the principle of federal supremacy in foreign affairs and treaty enforcement. It also demonstrated the Court's willingness to decide politically sensitive disputes involving state sovereignty. Yosemite National Park welcomes millions of visitors per year, according to the National Parks Service. The massive figure means that seasonal workers are integral for all of the park's services to function smoothly. But an NPR investigation revealed that dozens of seasonal workers at Yosemite were on the job for weeks, without getting paid for it. More than 2,000 DACA recipients in California are on track to lose their health insurance at the end of August, after the Trump Administration axed a rule that allowed them to obtain health coverage through Covered California. The National Student Financial Aid Scheme (NSFAS) has denied that it owes R62-million in unpaid accommodation fees. The scheme refuted these claims after Private Housing Student Association (PHSA), which represents private landlords, claimed that this money is owed from January 2024 to July 2025. Kagisho Mamabolo, PHSA CEO, says landlords in private accommodation are at financial risk due to the late payments made by NSFAS. Especially those who account for the majority of available beds. A tax expert says there is a concerning trend as businesses owe more and more to Inland Revenue. Businesses owe more than $1.4 billion in unpaid GST and PAYE from the 2025 tax year. Only $66 million of that is from businesses or individuals that are bankrupt or in liquidation. Deloitte Tax Partner Robyn Walker told Mike Hosking the construction sector alone owes about $1 billion. She says it is difficult to say how it stacks up against other industries. Although Montrealer Philip Khazzam has never set foot inside his family's nearly-century old mansion in the Iraqi capitol of Baghdad, he has heard many stories about the lush gardens, fountains, bedrooms to sleep 12, and pool. The residence, built in 1935, was home to his grandparents' and also to his great-uncle's families-brothers Ezra and Khedouri Lawee–wealthy Jewish automobile dealers who were pillars of Iraq's business community. They lived there for over a decade, until growing support for Nazism in Iraq during the Second World War and widespread resentment of Israel in the years afterword made life dangerous for the historic Jewish community. Some 130-thousand Iraqi Jews were forced to give up their citizenship and leave behind all their property, in exchange for a permit to flee the country in 1951-52. The ancestral home, still in the family's name, was eventually rented out to the French government as an embassy, but 35 years ago, in 1968, a coup eventually brought dictator Saddam Hussein to power. His regime froze the family's ownership and ordered France to pay the rent directly to Iraq instead. Philip Khazzam has spent years pursuing Iraq for the legal rights to his family's stolen house. He is also suing the French government for $30 million in back rent. Can One Use Borrowed Tefillin—And What If They Were Bought on Credit or Unpaid For? Tefillin are holy objects—handwritten, expensive, and often personalized. As a result, situations arise where someone needs to borrow a pair or buy one on credit , and the Halacha must clarify when that's permitted and under what conditions the Tefillin are valid. Can You Borrow Tefillin Without Explicit Permission? According to the Shulhan Aruch (Orah Haim 14), it is generally permissible to borrow Tefillin without asking , as long as: The Tefillin are in a public or communal place , such as a synagogue shelf. The owner is known to be a religious, Torah-observant individual who would be pleased to fulfill the Misva of helping another Jew perform the commandment. This is based on the concept of "Nicha le'le'insah de'te'avid Misva b'mamoneh" —a person is happy for others to fulfill a Misva using his belongings. However: If the Tefillin case is clearly labeled with a note such as "Do not borrow," or if the owner is known to be particular, they may not be used without permission . If the Tefillin are custom-made, unusually expensive, or rare (e.g., very small, lightweight, or adorned), one may not assume permission to borrow them. Are Tefillin Purchased on Credit Kosher to Use? A person who buys Tefillin on credit or with a payment plan —meaning, they took the Tefillin before completing payment—can still use them , and they are halachically valid. However, several points must be observed: The seller must have willingly agreed to this arrangement. There must be no deception or unresolved protest from the seller. If the seller later expresses dissatisfaction or demands the return of the Tefillin due to non-payment, the buyer must stop using them until the matter is resolved. This is because ownership is not fully transferred when there is a dispute over payment. Using Tefillin that one does not fully own—against the will of the seller—is improper. What If the Seller Cannot Be Located Later? If a person purchased Tefillin (even years ago) and later realized: The full payment was never completed, Or they can't remember whether it was ever paid, Or they cannot locate the original seller, Then the person must try to track down the seller , even through friends or family. If all reasonable attempts fail: He should donate the estimated value to a Torah cause or Misva, such as a yeshiva , Tefillin fund , or synagogue in need . This shows good faith effort to settle the financial obligation, and avoids benefiting from a Misva object that may be partially stolen. Summary: You may borrow Tefillin without permission only if the owner would be pleased, and there's no sign or reason to assume otherwise. Tefillin bought on credit are valid if the seller agreed—but must not be used if the seller later protests or withdraws permission. If the seller cannot be found, donate the value to a Torah cause to ensure proper use of the Tefillin.

Whether it's a friend, family member, or fellow believer, unpaid debt can strain even the strongest relationships. So, how should we respond when repayment never comes? Let's explore that together.Start with CompassionIt's natural to assume the worst when someone avoids repaying a debt. But Scripture calls us to pause and lead with understanding.“Whoever is slow to anger has great understanding, but he who has a hasty temper exalts folly.” – Proverbs 14:29The person who owes you might be experiencing genuine hardship, such as job loss, medical emergencies, or family struggles. Begin by asking how they're doing. Show empathy. Offer flexibility, if possible, such as a revised payment plan. This can foster honest dialogue and reflect Christ's love in action.Before confronting the situation, pray. Ask God for wisdom, peace, and soft hearts on both sides. When you enter the conversation with prayerful humility, your response becomes a witness, not just a reaction.Follow Biblical Steps for ConflictIf the debtor is a fellow believer and continues to avoid the issue, Jesus outlines a redemptive process in Matthew 18:Speak privately to them.If unresolved, bring one or two others.If the issue remains unresolved, involve the church leadership.The goal isn't shame—it's restoration. Seek truth and preserve the relationship, creating a path forward instead of building a wall.Should Christians Ever Take Legal Action?In 1 Corinthians 6, Paul warns believers not to sue one another over civil matters, saying, “Why not rather be wronged?” Unity and love matter more than financial recovery. However, this doesn't mean legal action is never appropriate.If fraud, abuse, or serious legal injustice is involved, Romans 13 affirms that civil authorities exist to uphold justice. Seeking legal recourse in these situations may be necessary, especially if livelihoods are at stake. Just be sure your motivation is fairness, not revenge.The Bigger PictureRegardless of the outcome, Jesus commands us to forgive:“Whenever you stand praying, forgive, if you have anything against anyone…” – Mark 11:25Forgiveness doesn't ignore the debt—it chooses not to hold bitterness. Sometimes it leads to repentance; other times, it simply frees your heart.Unpaid debt is frustrating—but temporary. Relationships, witness, and Christlike character endure.
