Gauteng has a new premier in former MEC for education Panyaza Lesufi who was elected during a special sitting of the legislature on Thursday. Lesufi defeated Democratic Alliance candidate Solly Msimanga by 16 votes. He received 38 of the 60 votes that were cast while Msimanga got 22. There were 13 members that did not vote. His election comes as a result of the resignation of former premier David Makhura who has been at the helm of the province since 2014.

Provincial secretary Thembinkosi "TK" Nciza said "the new premier always comes with his own cabinet". Nciza refused to comment further on Lesufi's replacement. "We will have to await the new premier's announcement of his own cabinet; it's his prerogative," Nciza said. He warned that no one "owns any positions within the ANC" and that members should not take offence if they are moved to a different portfolio or if they are not considered for any of the 10 MEC positions. Lesufi declined to comment on the looming reshuffle and said: "I don't even have a draft list as it stands. "The choice does not lay entirely with me; I must consult with the ANC and then the alliance before we can announce the new MECs," he said. PEC members who were part of the deliberations said Finance and e-Government MEC Nomantu Nkomo-Ralehoko, who was Education MEC for a day in May 2019, could replace Lesufi. At least seven people have been arrested after shootings in Alexandra township in the past two days. One murder weapon, empty bullet magazines and cartridges were also found, according to Bheki Cele. The police minister added that the death toll had risen to six, with four people said to be in hospital. The suspects are believed to be members of a local gang which has been terrorising the community. A fierce contest to determine who should lead the African National Congress (ANC) in Gauteng is expected to take centre stage at the party's provincial conference in Benoni this weekend. Deputy chairperson in Gauteng, Panyaza Lesufi, will go up against provincial executive committee (PEC) member Lebogang Maile for the chairpersonship. Despite the provincial leadership's assurances that there will be less security at the conference, roads leading to the Lakes Hotel and Conference Centre were barricaded and there was a heavy police presence. Gauteng secretary Jacob Khawe, who condemned the heavy security at the Ekurhuleni conference, gave the assurances. The conference was delayed on Thursday because some delegates had not yet finalised their accreditation. It will begin on Friday with an address by outgoing chairperson David Makhura. ANC delegates from the province's five branches arrived in ANC regalia. News24 understands meetings by those who support the two slates contesting the conference were held on Thursday. These caucuses are the norm during ANC conferences and are often used to solidify numbers ahead of voting. Crunching the numbers Maile, in his "Adiwele" slate, is running alongside Ekurhuleni regional secretary Thembinkosi Nciza and Mzi Khumalo, who was expected to vie for the deputy chairperson position. Lesufi has a more diverse gender dynamic in his slate, with deputy provincial secretary Nomantu Nkomo-Ralehoko set to contest the deputy chairperson position. Sedibeng regional chairperson Thulani Kunene is expected to vie for the provincial secretary position. Khawe, who does not belong to any of the popular slates, wants to keep his position, even though there is no word on whether branches support him. He told News24 that he was still in the running and was confident that he had served his last term to the party's satisfaction - despite some views that his time was unsatisfactory. News24 understands that Lesufi and Maile have considerable support in the five regions: Ekurhuleni, Johannesburg, West Rand, Tshwane and Sedibeng. Those who have intimate knowledge of the slate dynamics in the province told News24 that most branches in Tshwane supported Maile. In Sedibeng, there's considerable support for Lesufi, with some backing Maile. In Ekurhuleni, the numbers were close, with both men showing a support base. In the West Rand, Maile is said to have the upper hand. In Joburg it's seen as too close to call, with both men sourcing support from the region's branches. There will be 1 300 delegates who are eligible to vote, and credentials are expected to be adopted on Friday. Those who will vote include the ANC leagues and the PEC.

The Gauteng African National Congress's (ANC's) two most significant regions, Johannesburg and Tshwane, will hold elective conferences this weekend with a tighter security presence set to keep a closer eye on proceedings. The two conferences were delayed mainly for weeks due to unresolved branch disputes. ANC conferences held in recent weeks had been dominated by accusations of branch exclusions and dozens of disputes. The Gauteng ANC had been resolving disputes in these regions to ensure regional conferences were held ahead of the provincial elective conference expected at the end of June, ANC provincial chairperson David Makhura said. The Tshwane conference was announced late on Thursday as the region worked on resolving disputes with branches. The region said some of these disputes were being resolved while delegates registered ahead of the conference. Makhura singled out the Tshwane region as having several disputes. The region's regional secretary Eugene Modise said the conference would be held under strict security in anticipation of disruption. The Tshwane conference would be held in Fourways, Johannesburg. A higher level of security was also present at the Ekurhuleni ANC conference last weekend. Makhura lamented this, saying it was symptomatic of the conflict between members. "We can state here without fear of contradiction that security will be very tight in and around the conference venue. Critical risk and security assessments have already been carried out together with the SAPS at the venue. The region said, "Sufficient security personnel will also be deployed throughout the three-day duration of the conference. We want to sternly warn anyone who may want to disrupt conference proceedings to think twice." Modise was expected to contest the regional chairperson position against Kgosi Maepa, the incumbent, in terms of the leadership tussle in Tshwane. Maepa did not enjoy much support in the region and was often left out of negotiations over coalition talks following the local government elections. Modise was aligned with a faction that supported Cogta MEC Lebogang Maile's ambitions to lead the ANC in Gauteng. In Johannesburg, the leadership race lost some steam following the death of former mayor Mpho Moerane. Moerane died in hospital after being injured in a car crash. Moerane would have contested for the regional chairperson position against regional secretary Dada Morero. Both camps had adopted campaign slogans. Morero's camp was called Fire Brigade and Moerane's Unity for Purpose or Spirit. Those in Moerane's camp may still stand for positions. The Spirit slate included deputy chairperson Eunice Mgcina (currently the acting chairperson), regional secretary Justice Ngalonkulu, deputy secretary Loyiso Masuku, and Maxwell Metsamba as treasurer. Morero's slate was expected to include Simon Motha as deputy chairperson, regional spokesperson Sasabona Manganye contesting for the secretary position, and Nomoya Mnisi for the deputy secretary position. Nonceba Molwele was expected to stand for the regional treasurer position. While the dominance of who would lead these regions was set to take centre stage at the conferences, the ANC in Gauteng faced declining electoral support. The party does not govern in these key metros, and how the party rebuilds on the lost ground following the 2021 municipal elections may be critical to the conference agenda. Gauteng Premier David Makhura has warned that if more people don't have themselves vaccinated voluntarily, mandatory orders could be implemented. Speaking during an update on the province's Covid-19 situation, the premier lamented the low vaccination turnout. So far, more than seven-million people in Gauteng are vaccinated. There are 755 210 people who have still not shown up for their second Pfizer jabs. The West Rand has the highest vaccination rate at 45%. This week, the province vaccinated an average of 500 000 people a day, Makhura said. He said the low vaccination levels were worrying, especially because the province is recording the highest number of new daily Covid-19 cases as the country moves towards a fourth wave of infections. "The best thing is to persuade people first and foremost to take responsibility for their health, and that is what we are doing. We are seeing that more people are coming out. We want to persuade more people to come voluntarily. [With] mandatory vaccination, you only go there when you see that the risk is still very high for everybody. "Here in Gauteng, we still have eight-million people who are not vaccinated. If we end up with more people not vaccinated, mandatory vaccination might be the only option we have for the sake of all of us." On Sunday, President Cyril Ramaphosa announced that he had set up a team to look into whether mandatory vaccination is a viable option. Makhura said it was important to vaccinate as many people as possible before the festive season. "Our province is at the cusp of the fourth wave. With the new variant, we are the principal focus. We need to catch people here in Gauteng and get them vaccinated. We don't want people to be carrying this variant to other provinces, especially those who are not vaccinated. The only way to beat the fourth wave is that we now have more vaccines than we have ever had before." Omicron The chairperson of the Gauteng premier's advisory committee, Dr Mary Kawonga, announced that the Omicron variant of the virus that causes Covid-19 was the dominant variant in the province. "A lot of work is going on to determine the severity of Omicron. Currently there is no evidence that the SARS-CoV-2 vaccines we use against the disease will not work against Omicron." Technically, the province is not in a new wave, but residents need to behave like they are in one, according to Kawonga. Kawonga added that early hospitalisation data indicated that people under 40 were making bigger contributions to hospitalisation figures. Hospitalisation rates were lower in the over-60s cohort. This, Kawonga and her team said, might be because of lower vaccination rates among people in younger age groups. On Wednesday, the province recorded 6 168 new daily cases. This was higher than the number of recorded cases during the peaks of the second and third waves. Professor Bruce Mellado said: "We are experiencing levels of acceleration we have not seen in the past." He added that a peak was expected in the second week of December. "The peak of the resurgence is not the end of the resurgence. We are still going to see community transmission into January. We are going to have very large numbers still in January." Makhura said that despite the worrying increase in case numbers, the province was prepared. "We are getting ready for the worst but there is no need to panic. We are not panicking but we are deeply worried about those who are not coming forward for their jabs. We are worried about the rapid rise . and we want to prepare for the worst. We have learnt."
Gauteng Premier David Makhura says the province will be not deterred by anti-vaxxer's and fake news about the COVID-19 vaccine and encouraged communities to get the jab against the virus. Makhura and Gauteng Health MEC Nomathemba Mokgethi visited the Saaberie Chishty drive-thru vaccination site in Lenasia on Sunday. The Lenasia pop-up vaccination site is a partnership between the provincial government and Saaberie Chishty Society.
The Treatment Action Campaign or TAC, says it is deeply concerned about the level of services offered at Gauteng public hospitals and clinics. However, the group has been unable to secure a meeting with premier David Makhura and the MEC for Health, Dr Nomathemba Mokgethi to discuss their concerns. Gauteng Premier, David Makhura, says that law enforcement will be stepped up in the coming days to enforce lockdown regulations, especially in Covid-19 hotspots. The Pretoria High Court has reserved judgement in former Gauteng Health MEC, Dr Bandile Masuku's application to have the findings of the Special Investigating Unit (SIU) against him declared irrational, illegal and unlawful. The public meeting that will incude the community of Mamelodi, has been set for Sunday, in an effort to resolve the Autopax/taxi operators clashes. The clashes, accompanied by incidents of violence has left several busses damaged and four people injured. The dispute started as a result of PUTCO terminating it's services in Gauteng, including in Mamelodi and the new operator, Autopax taking over. The taxi operators in Mamelodi say they do not want Autopax to operate. Leaders including, Gauteng premier David Makhura and Tshwane mayor Kgosientsho Ramokgopa met on Friday in a bid to resolve this dispute.
