In many ways, Texas is representative of the demographic and economic dynamism of America. The Lone Star State is very diverse with Latinos as the largest ethnic group; plus, it boasts the largest African American population in the country. Despite the sweeping demographic change of the last few decades, Texas remains deeply conservative with only one Black and one Latino among statewide elected officials – pushing political observers to begin questioning why Texas politics have remained unchanged. The economic boom of the last decade, dubbed the Texas Miracle, has also skipped over Black and Brown families who are themselves helping to drive this growth and expansion. This is especially true for historic Black communities in one of the wealthiest parts of the world – Houston and the Texas Gulf Coast. Join us as I SEE U's Eddie Robinson speaks unguarded with award-winning filmmaker, Alex Stapleton. Her documentary, “The Price of Oil,” is part of HBO's ‘God Save Texas,' a three-part docuseries now streaming on Max. The renowned director turns a critical eye on the lucrative oil and gas industry – and documents how these companies created a toxic hell for her family and their Houston-area community – destroying the hard-won oasis where Black families could finally own their homes and build wealth. When outsiders would merely suggest to these Texas residents that they should simply move – Stapleton turns the table to question why business leaders and government officials failed from the start to fully compensate generations of Black and Brown communities through adequate health resources and regulation of an industry run amok.

Karina Quesada Leon appeared on PDR to discuss the State of Texas takeover of the Houston Independent School District in an attempt to privatize it. The Houston Independent School District (HISD) has been taken over by the state of Texas, a move seen by many as an attempt to privatize the district, fostering control eventually through private charter schools. The takeover was facilitated by the implementation of laws such as HB 1842 and SB 1365, which introduced the concept of “districts of innovation,” allowing districts to exempt themselves from various Texas Education Code regulations, including the requirement to have certified teachers and maintaining a limit on class sizes. Karina Quesada-Leon, a mother of three and former teacher, discussed her dismissal from the district advisory committee (DAC) by the new administration following the takeover. She noted that the DAC is primarily an advisory body without substantial power. However, it plays a significant role in approving plans for a district to become a “district of innovation,” ensuring that community members, parents, and teachers agree to possible exemptions from certain regulations. Karina emphasized that the dismissal of several members from the DAC, including her, seemed strategically aimed to favor the district's transformation into a “district of innovation,” a process she sees as circumventing established rules and disregarding community voices. The initial justification for the HISD takeover was the poor performance of a single school, Wheatley High School, even though the school was showing signs of improvement. There are several other districts in Texas performing worse than HISD but have not faced a takeover. Karina contended that the takeover seems more politically motivated, as HISD resisted pressures to convert some of its schools into charter schools, a move many other districts took to avoid a state takeover. Discussing the management approach of the new HISD superintendent, Mike Miles, Karina confirmed that Miles had a history of scandals in Dallas and criticized his administration's lack of sensitivity and disregard for community input, highlighting an instance where the voices of parents, teachers, and even students who spoke out in a meeting were dismissed as lies. Karina stressed the need for the community to come together and engage in direct actions to resist the ongoing changes, which she perceives as guided primarily by the intention to privatize and potentially monetize the education system, eroding the standards of public education. Her work has evolved hand in hand with the exploration of her place as a woman and as a Latina in this age and time. Therefore, she has come to use mixed media in her paintings, as well as thick paint as an exploration of materials and storytelling. She uses the physicality of her works as a symbol to the subject matter, making the viewer feel closer to the work, and giving clues about the story behind it. Arielle Masson, being born from a Mexican mother and a French father, being bilingual from birth, and now trilingual, and, after having grown up in Europe and traveled extensively in Africa, in India, and in Latin America, and having elected to live in Houston for the past 30 years, has given up trying to define, fit and belong to any specific cultural idiosyncrasy. Her hybrid position makes her acutely aware that most people identify seamlessly with their native culture without questioning it. It is only in the movement of migration, immigration that the problem of identity arises. In turn, she understand the contemporary discourse of multiculturalism, pluralism, and today's globalism, being generated mostly by relentless human technological advancements. BIPOC Arts Network and Fund, or BANF, was created to provide resources and networks that support the vibrant Black, Latinx, Indigenous, Asian American, Pacific Islander, Middle Eastern and other communities of color of Greater Houston in fully displaying their power, values and traditions. Its goals are achieved through grant funding, advocacy, and community-building networking initiatives that revolutionize the local funding landscape, break down silos within the arts ecosystem, and welcome everyone to support and learn from BIPOC arts communities.
