David Seymour hopes a 'peaceful debate' can come out of Waitangi - in the wake of backlash to his proposed Treaty Principles Bill. The ACT leader is being welcomed alongside the coalition at the Waitangi Treaty Grounds in the Bay of Islands today. He skipped both last month's Kingitanga's hui-a-motu and Ratana commemorations. Iwi representatives spoke at Waitangi yesterday, expressing criticism over various Government leaders, and stances, in relation to Māori. Seymour told Francesca Rudkin he hopes some of the rhetoric in recent days can be dialled down. I reckon that even if ACT leader David Seymour had gone to the Rātana Church celebrations yesterday, he wouldn't have batted an eyelid.  Because that's the thing about the ACT Party leader, isn't it? Nothing seems to ruffle the feathers.   Not even the fact that his coalition partners don't seem to want a bar of his treaty principles bill, which would define the principles of the Treaty of Waitangi along the lines of the Government having the right to govern all New Zealanders; all New Zealanders having the right to own their land and property; and all New Zealanders being treated equally.  And David Seymour's modus operandi is to sell his bill as one of these great opportunities to “have a conversation”. If there's an overused term that drives me nuts, it's that one about having a conversation.  Because most of the time, that doesn't happen. If we look at how things went down at Rātana yesterday, it didn't look much like a conversation to me.  We had the Prime Minister being told in no uncertain terms not to mess with the treaty.  And we had the Prime Minister himself saying ‘hey, don't worry people…nudge nudge, wink wink…not on my watch'. I'm just letting old David have his moment in the sun and look, he'll be deputy Prime Minister in just over a year and he'll be too busy to worry about all this treaty stuff. All G.'  But despite all that, David Seymour —the eternal optimist— was still talking on Newstalk ZB this morning about the “debate” and the “conversation”, saying we shouldn't be getting too far ahead of ourselves and to have a debate.  But there's a fly in the ointment.  David Seymour can bang on as much as he likes about having a national conversation about the treaty principles, but I don't think that, as a country, we are anywhere near capable of doing that.  It's only been five minutes, and we've had hui, and probably the most fiery Rātana Day I've ever seen. We've got that guy in the Far North planning to try and stop the big fishing contest this weekend. Not to mention all that hysteria we had last year about 3 Waters and co-governance.   Then there was all the nutbar stuff that happened before the referendum on the assisted dying legislation. I remember some clown not far from where we live having a sign up on their fence saying not to vote for assisted dying because kids would be able to do it without their parents knowing about it.    There weren't “conversations” about those things. Just like we can see already that there isn't going to be a “conversation” about the Treaty of Waitangi principles. It's just going to be more hysteria.  And the reason for that, is that I don't think we are capable of discussing issues without it turning into a bunfight.  Now you might say that, if we are going to have public “conversations” about big issues, then an inevitable part of that —or a critical part of that— is saying how we really feel about stuff.  Problem is, though, the tendency for people to come out firing like a bull at a gate, like we're seeing with the treaty principles stuff, like we've seen with 3 Waters, and co-governance, and assisted dying legislation.  The problem with that, is that most people just step aside and don't get involved. It becomes too much of a freak show for too many people.   Many of them don't want to say how they feel about something because they're scared they'll be shot down and get into arguments they're not interested in having.  And if that's how things are, what does that say about democracy in this country?  If we are incapable of discussing critical issues facing our country, without it turning into protests and shouting matches, are we kidding ourselves when we say that we are a democratic country? See omnystudio.com/listener for privacy information.

Looks to me like it's a tough old start to the year for the new Government. This is basically day one of the news year, the TV news shows were back this morning, most of the big radio shows are back today- and what are we all talking about? The big hui at Turangawaewae at the weekend, and the unexpectedly big Māori opposition to the Government's Māori related policies. And it's not a one-off, there is more to come. We've got Ratana on Wednesday, Waitangi Day in a couple of weeks, that's a run of stories about how grumpy the coalition Government is making some Māori. And that is not how the Government will be wanting to kick off this year. Generally, Governments like to start the year giving the impression they're winning, they're doing things for you, they're announcing some stuff they're gonna get stuck into this year, gloating over a good bounce in the polls over summer and capitalising on us still feeling good. Basically, they want to be able to set the tone and have it be a positive one, rather than have it set for them on day one with a negative tone. I suspect - I could be wrong - but I suspect this is not a blip. I suspect this is how it's going to be for the next few months on and off. David Seymour is planning to introduce that Treaty Principles bill by May this year, that's gonna get hairy. The media are quite hostile to the new Government, and apparently so is the Wellington Public Service, judging by yet another leak of a justice paper about the Treaty Principles bill. Perfect timing- the day before the big hui. The question is- how much do you and I, the voters, care about it? If National can show they're cracking the cost of living crisis, well that's more important to most voters. But getting that message out when everyone's talking about grumpy huis? The man who killed a New Zealand-born London police officer will spend the rest of his life in prison. Met Police Sergeant Matiu Ratana died of a chest wound after being shot with an antique gun smuggled into a custody block in September 2020. The judge has handed down a whole life sentence to 26-year-old Louis De Zoysa. UK correspondent Vincent McAviney told Francesca Rudkin he's only the 65th person ever to receive that punishment. Politicians of all stripes descended on the small village near Whanganui for the political year's unofficial curtain raiser. Draped in a korowai, the outgoing PM walked onto the pā with her party colleagues, on her last official day in the job. 'You do you' - is the advice she's given her successor, Chris Hipkins, who will be sworn in tomorrow. Our political reporter Giles Dexter was there.

I thought Christopher Luxon looked like a fish out of water yesterday at Rātana, where hundreds of people and politicians from across the political divide go every January. It's the home of the Rātana Church and the annual gathering is considered to be the start of the political year. When I say politicians from across the political divide go there, there was one exception yesterday. The ACT party didn't bother going because David Seymour thinks it's nothing more than a Labour Party lovefest. Nevertheless, the other parties were there. And it was, of course, Jacinda Ardern's last official engagement as Prime Minister. When I say Christopher Luxon looked like a fish out of water - I say that knowing full well that I would probably look like a fish out of water if I went, as well. But I'm not wanting or trying to be Prime Minister. And I thought for someone who does want to be PM, and is trying very hard to be Prime Minister, he looked like someone who was turning up and ticking a box. Rātana. Done. What's next on the diary? As others have said, it was clear that Christopher Luxon's main objective when he turned up was to make it loud and clear that Maori can forget about co-governance if National forms the next government. I thought it was interesting that, after he spoke yesterday, he told reporters that people are opposed to co-governance because the Government hasn't communicated it properly and hasn't got people on board with the idea. Another thing that hasn't helped is the National Party's best mate in Parliament - the ACT Party - re-branding co-governance as “co-government”. You might have seen this on the ACT Party billboards. I thought it was a typo but David Seymour confirmed to me that that was what it meant to say - because he doesn't think there's any difference between co-governance and co-government. Which is plain stupid, because there's a world of difference. But back to Luxon's comments yesterday and his message to the Rātana community that they can forget about co-governance if he becomes Prime Minister. On one hand, it was somewhat refreshing hearing this from the National Party leader because I think most of us would agree that Christopher Luxon has been very good at saying a lot but not much at the same time. So that was a nice change. But did he really have to do it there and then? I don't think so. If you were cynical, you could be forgiven for thinking that he probably said what he did because he didn't want Jacinda Ardern getting all the coverage because it was her last official engagement in the top job. And if you were cynical, you'd probably think he was doing it because he was still brassed off that on the day he was announcing his line-up, the old kindness merchant stole his thunder by announcing she was standing down. The nerve of it all! When it comes to co-governance, I have mixed views. Generally, I have no problem with it - but I don't think it's a one-size-fits-all kind of thing. For example, the  non-elected Ngāi Tahu representatives at the Canterbury Regional Council (ECAN). I don't think that arrangement is necessary because ECAN pretty much doesn't do anything without talking to Ngāi Tahu first. But, generally, I'm a supporter of the concept of co-governance. For the simple reason, that I can't think why I should be terrified of it or opposed to it. I just can't. But there are people who are. And they are the people Christopher Luxon was talking to yesterday. Political party leaders are gathering at the settlement of Rātana Pā - just south of Whanganui - to kick off what's regarded as the start of the political year. An emotional farewell is expected for Jacinda Ardern in what will be her last official political outing, with incoming Prime Minister Chris Hipkins by her side. It's the first in-person celebrations in two years, to mark the 150th birthday of founder Tahupōtiki Wiremu Rātana. New Zealand First leader, Winston Peters, paid a surprise early visit  to the Pā yesterday, but he isn't expected to be back today. Party member Shane Jones spoke to Corin Dann.

The Ratana faithful are being urged to stay away from the church's annual celebrations and tune into the event online instead.  Citing Covid-19 concerns, the Rātana Kōmiti Marae has cancelled today's traditional ceremony marking the 149th anniversary of the birth of  Tahupotiki Wiremu Ratana.  Only the formal procession from the marae to the temple will proceed, along with speeches at the marae afterwards.  Te Tai Hauāuru Labour MP Adrian Rurawhe spoke to Susie Ferguson.
