Clement Manyathela speaks with Risenga Maluleke, the Statistician-General of South Africa and Head of Statistics South Africa, about the ongoing crisis of crime in the country. Maluleke clarifies that crime in South Africa can be divided into two categories: reported crime, which is recorded in SAPS (South African Police Service) administrative records, and unreported crime – those incidents that are experienced but never reported to the police. He highlights some of the most frequently reported crimes in South Africa, including: Murders Sexual offences, with around 84% of these incidents reported Housebreaking (when the victim is not home) and home robberies "Housebreaking remains the highest crime in South Africa," Maluleke says. He further explains that a key indicator of a community's safety is whether people feel comfortable walking freely at night, confident in their security. Unfortunately, he notes, this is not the reality in South Africa, particularly for women. Maluleke also points out that many South Africans tend to trust the police more than the judicial system. He explains that, in the court of law, the process begins with the defendant pleading, followed by the trial. The annual consumer inflation remain steady at 3.2% in February 2025, unchanged from January. That's according to a data from Statistics South Africa. The main contributors to inflation in the month came from housing and utilities, food, non-alcoholic beverages, restaurants and accommodation services. Inflation remains broadly under control and well below the Reserve Bank's midpoint target. Stats SA CPI operations director Lekau Ranoto says recreation, sport and culture, food and non-alcoholic beverages, alcoholic beverages and tobacco and communication recorded higher annual inflation rates in February.

Former Treasury budget office chief Michael Sachs highlighted that the decline in national electoral turnout in favour of the African National Congress (ANC) has been accelerating since 2004. Polls have predicted that the ANC will fall below 50% in electoral support in the upcoming May 29 general election. Ahead of the elections, Sachs' analysis of the voting trends and party support over 20 years, reflects on data from the Independent Electoral Commission and Statistics South Africa, over four general elections. He noted that he did not include the 1994 election because it was "in so many ways a special and unique election". He explained that elections were a contest for power, in general, and control over legislative and executive authority, in particular, adding that the only criterion for success was the percentage a party wins. He said percentages were important in this respect, but the absolute number of votes cast in favour of various parties was also an important indicator of long-term trends in political support and participation. He explained that votes for the ANC surged in KwaZulu-Natal (KZN) in the 2009 election thanks to former President Jacob Zuma's candidacy. "This factor may also have led to an increase in ANC votes in Gauteng and Mpumalanga, which are home to large numbers of people with roots in KZN. This Gauteng surge may partly reflect the emergence of the Congress of the People (Cope)," he noted Sachs said that in addition to the surge in KZN for the ANC, the entry of Cope into the 2009 election, following its formation when Thabo Mbeki stood down as President, boosted the total vote for this bloc. He said if KZN was excluded from the numbers, the surge was still witnessed in support for the ANC in 2009. "The combined vote of the ANC and Cope in 2009 was 10.7-million outside KZN, higher than the vote the ANC had received in the 2004 election. In other words, the creation of Cope (which garnered 1.3-million votes in 2009) probably had the effect of mobilising new voters into the 2009 election," he said. He highlighted that the combination of significant threats to the ANC's KZN base and declining effective turnout in the rest of the country could be fatal for the ANC's majority. If the ANC's support in KZN fell back to pre-Zuma levels, it would have 750 000 fewer votes in that province, a major blow to the ANC nationally, Sachs stated. He noted that the ANC's support as a share of registered votes or as a share of the eligible population had fallen even faster. He added that the result was that active support for the ANC - in the form of voting - had been falling faster than the electoral outcomes suggest. He said less than one-third of the eligible electorate voted ANC in 2019. Meanwhile, he said opposition votes have increased substantially in absolute terms between 2004 and 2014, however the increase slowed into 2019. "While the opposition has gained in percentage terms, this does not reflect an increase in support amongst the whole electorate. In the last two elections, the opposition vote barely kept pace with the increase in registered voters, and opposition support fell as a share of the voting population in the 2019 election," Sachs said.

South Africa's headline consumer inflation fell to 5.3% year on year in March from 5.6% in February, statistics agency data showed on Wednesday. Analysts polled by Reuters had forecast that inflation would slow to 5.4% in annual terms. The South African Reserve Bank (SARB) kept its main interest rate unchanged at 8.25% last month, saying its policy stance needed to remain restrictive to tackle higher inflation expectations. It expects headline inflation to reach the midpoint of its target range of 4.5% only near the end of 2025. SARB Governor Lesetja Kganyago told Reuters earlier in April that South African policymakers were in discussions to lower the bank's current inflation target range of between 3% and 6% to bring it more in line with peers. On a month-on-month basis, inflation was at 0.8% in March compared to 1.0% a month before, Statistics South Africa said.

South Africa's consumer inflation ticked up for the second month in a row in February, moving closer to the central bank's upper target, which economists say could mean a longer wait for rate cuts this year. Headline consumer inflation rose to 5.6% year on year from 5.3% in January, Statistics South Africa data showed. Key contributors to the annual inflation rate included food, housing, transport and miscellaneous goods and services, which include medical insurance, according to its report. The South African Reserve Bank, which targets inflation of between 3% and 6%, will announce a monetary policy decision next week. The higher inflation print was considered a surprise by some analysts, who said this could further delay interest rate cuts by the central bank. "The news doesn't bode well for expectations of rate cuts in our local economy for the first half of 2024," said Shaun Murison, senior market analyst at IG. A February poll showed the central bank is expected to wait until at least the third quarter of this year before announcing any rate cuts. David Omojomolo, Africa Economist at Capital Economics, said the stronger-than-expected inflation number gave impetus to the central bank to hold until after the national elections on May 29. "Officials will want to see some clarity in the make-up of the next government and the direction of fiscal policy before feeling comfortable lowering interest rates," Omojomolo said. Core inflation, which excludes food and fuel prices, accelerated in February to 5.0% in annual terms from 4.6% in January.

African National Congress (ANC) national spokesperson Mahlengi Bhengu-Motsiri has opined that through the party's election manifesto, the ANC is working to secure a renewed mandate from South Africans to accelerate the country's economic growth and job creation efforts. She said it was only through a sustained period of economic growth that the party would be able to transform the country's economy, reduce unemployment and ensure a better life for all. The ANC noted the latest Statistics South Africa report which indicated that the South African economy grew by 0.6% in 2023. This compared with 1.9% growth in the previous year. Bhengu-Motsiri praised "the ongoing economic programme of the ANC-led government" following the release of the Statistics South Africa report, and said the party's programmes prioritised interventions to promote growth. She said investment in South Africa's present and future was key to unlocking higher levels of economic growth and job creation. The party believes that through structural reforms, investment conferences, and close, ongoing work with business and labour constituencies, "investment levels are steadily being raised". "Sectors that contributed to growth during 2023 were finance, real estate, and business services; transport, storage and communication; personal services and manufacturing," Bhengu-Motsiri said. She acknowledged the negative effects of loadshedding on South Africans and the economy, and said through the "determined implementation" of the country's Energy Action Plan, the ANC aimed to bring an end to the era of loadshedding. "The ANC is determined to turn this situation around and restore the energy security that is required to grow our economy and accelerate employment creation, especially for young people," she said. Bhengu-Motsiri explained that the ANC would also expedite the implementation of the Freight Logistics Roadmap to ensure the improved performance of the rail and ports logistics sectors, weak performance of which contributed to the slow growth in the economy last year.

South Africa's economy escaped a technical recession in the fourth quarter as fewer rotational power cuts helped energy-intensive industries including mining and manufacturing rebound. Gross domestic product expanded 0.1% in the three months through December, compared with a contraction of 0.2% in the prior quarter, Statistics South Africa said in a report released in the capital, Pretoria, on Tuesday. That undershot the 0.2% median estimate of 12 economists in a Bloomberg survey. Growth for the full year was 0.6%, compared with 1.9% in 2022. Other sectors that contributed to growth in the fourth quarter included finance and transportation. The figures are likely to be used by opposition parties to attack the ruling African National Congress (ANC) handling of the economy before a general election on May 29. Opinion polls show support for the ANC dipping below 50% for the first time since it came to power in 1994. The economy's lackluster performance last year was partly caused by logistical challenges at state-owned port and rail operator Transnet that hobbled exports and held up materials and goods needed for production. The number of ships waiting to berth at the Port of Durban, which handles the largest volume of sea-going traffic of any port in Southern Africa, stood at more than 60 vessels in mid-November before being reduced to just 12 by the end of January. The logistical constraints and almost daily power cuts will likely continue to weigh on economic growth in the near term. The National Treasury expects the economy to grow 1.3% this year - insufficient to address rampant unemployment and poverty. Household spending, which comprises about two-thirds of GDP, rose 0.2% in the quarter, after declining a revised 0.2% in the prior period.

The official unemployment rate was at 32,1 % in the fourth quarter of 2023. According to data released by Statistics South Africa, the unemployment rate among the Black African population group remains higher than the national average and other population groups, at 36,1%. This as, Anglo American Platinum has announced that it is set to cut three-thousand-700 jobs in South Africa as the mining company attempts to improve performance. Amplats says it aims to cut jobs after a sharp drop in platinum metal prices, which had led to a collapse in profits last year. In a first, South Africans living and working abroad can now register online to vote in this year's provincial and national elections. This weekend, on 26, 37 and 28 January, they will also have the opportunity to register in person at diplomatic missions. However, Chief Electoral Officer Sy Mamabolo said that in-person registration will not be available for South Africans in Israel, Ukraine and Israel as the Department of International Relations and Cooperation, which are their overseas partners, has indicated that these three diplomatic missions are not operational. In an interview with Biznews, Mamabolo said that he would however encourage voters in those countries to register online in the event of any changes to the security situation. He said Statistics South Africa has estimated that approximately 2 million South Africans are living abroad, but in the 2019 elections only 19,000 votes were cast ‘out of country.' He expressed the hope that there are going to be many expats taking part in the coming elections more this election as it is now much easier to register for the elections. Overseas voters would still have to go to diplomatic missions to vote on the day and the IEC indicated that it would not be able to increase the number of voting stations, as requested by the Democratic Alliance, without legislative amendment. Mamabolo said he was encouraged by the trend of increased registration among young people, noting that 78% of new registrations during the registration weekend in November were from the youth. Despite some uncertainties, Mamabolo said the IEC was ready for the election which could for the first time have a two-page ballot. He also revealed that Elon Musk's Twitter or X has “been a bit difficult” and have not signed a cooperation agreement that the IEC negotiated with other tech giants to combat misinformation.

Basic Education Minister, Angie Motshekga has tabled before Parliament, her department's policy on the prevention and management of learner pregnancy in schools. The policy aims to, amongst other things, prohibit the expulsion of pregnant learners from schools and to provide them with pre and post-natal support. According to research conducted by Statistics South Africa, 4 percent of learners between the ages of 14 and 19 years fell pregnant between the year 2018 to 2022.  The Basic Education Department now wants proactive support for learners who fall pregnant. Sakina Kamwendo spoke to Deputy Director for  Learner Pregnancy Prevention and Management at the Department of Basic  Education, Busisa Nokama.

This comes as data released by Statistics South Africa shows that consumer price inflation moderated from five-point-five percent in November, to five-point-one percent in December 2023.
