JACKSON, Miss. (WLBT) - Rankin County Rep. Fred Shanks has filed House Bill 1028 that would increase the penalties for statutory rape. “Essentially, if there's a child involved, 13 or younger, and the offender is 17 or older, it's surgical castration,” explained Shanks. It would be a new option for the judge in sentencing, and it would be in addition to their time in jail. “I'm a father, and my daughter is 13, and you know it really hit home when this came up,” noted Shanks. “I think it's the right thing to do. It sends a strong message. And to be honest, if you know this unfortunate event ever happened to my child, the least of their worries would be this bill.” We asked more of you what you think of the proposal. “I don't have no problem with it,” said Karlos King. “Young children, innocent, pure, I don't think it would be a problem with it.” “I'm not opposed to it,” described Angela Jones. “I just think there needs to be some stipulation. I think if it's a repeat pedophile, absolutely.” “That 13-year-old or under has got to live with that for the rest of their lives,” noted Gayla Book, whose daughter was raped at 13. “There's no getting out of it. You know, there's no 10-year limit for them on whether they get to forget about it in 10 years.” Several states have laws on the books allowing for chemical castration as a consequence of certain sex crimes. However, last year, Louisiana was the first to approve surgical castration. Rep. Shanks is hoping it will clear the committee and be brought up for a vote by the full House of Representatives. “I'd be very curious as to who would vote no on it on the House floor,” he added.

Sandra's family had been looking for a positive male role model, for thirteen year old Sandra. She had a difficult home life and the family thought they had found, that role model, with the leader of the explorers program. Sgt. William Devine had been tasked with making the program work for local kids. Reportedly, the explorers went off the rails quickly. Sandra developed an infatuation with first responders. Before long it appeared grooming type activities allegedly began. She'd be found dead in her apartment in 2021.Three police officials have been the recent focus of a variety of investigations, by the FBI, the Massachusetts Attorney General's office and the Mass state police. No charges have been filed to date, however a civil suit may bring new light to this case. Officer Matthew Farwell, his twin brother Officer William Farwell and Deputy Chief Robert Devine are accused of inappropriate sexual contact, including statutory rape of Sandra Birchmore.Sandra was admittedly raped, as she was too young to consent to sex, during an affair with a married cop, for whom she provided child care. She was apparently pregnant with Officer Matt Farwell's baby. He was the last person to see Sandra alive, before he went to deliver his baby with his wife, at a nearby hospital. His brother had also had an affair with Sandra, when she was young. Deputy Chief Devine is also credibly, accused of having a physical affair with Sandra. This story is completely rancid. “Is It Still Possible for a Minor to Stautorily Rape Another Minor? Unfortunately, the answer is not clear and will depend largely on one's jurisdiction. As described above, in states where there is a different age of consent versus age of majority, minors over the age of consent are typically able to be charged with statutory rape for anything occurring to minors under that age bar. The springboard for this conversation is the news making headlines about the 10 year-old Ohio girl who was brought to an Indiana abortion clinic to terminate a pregnancy. The supposed father has been arrested for statutory rape. Neither the 10 year-old nor her mother have made allegations of unconsented conduct between the two. But there is no doubt. This case is quite complex factually and morally. Norm shares that the age of consent at the time of America's founding was 7. That is shocking. But so is the notion that a 27 year-old could have a consensual sexual relationship with a 10 year-old. Should the mother be prosecuted? Under what theory? Looking back, it is important to understand that the Supreme Court of the United States did not render abortion illegal in the United States. States have the freedom to set their own course. In this case, Ohio's law made abortion unavailable to the 10 year-old because of the maturity of her pregnancy. She thus was referred by a clinician to an Indiana clinic because of the 'favorable' contrast in state law. But Norm shares his deep feelings about abortion and the battle lines being drawn around the abortion issue: life for life vs. quality of life. In other words, when the mother to-be is at existential risk in connection with the pregnancy, it appears obvious that the moral case for abortion is clear. However, when the justification locates around "quality of life" for the unborn baby, the moral case is extremely murky. What life can be more important than that of being a parent? Activism runs in Urmi Basu's family; her grandfather was a doctor who set up a school for dalit children (India's untouchable caste) in his own home. Urmi says her family "always challenged everything that's traditional in India." Thirteen years ago, she combined her passion for gender equality and her background and education in social work—along with 10,000 rupees, or $200—to found New Light India. New Light is non-profit organization based in the red light district of Calcutta, intended to help victims of sex trafficking and provide healthcare to people living with HIV/AIDS. With an estimated 40,000 new trafficked sex workers in the city each year, it's no small task. But Urmi is a woman of great determination. She was in Louisville recently and she sat down to talk with us about her work, and how sex trafficking in India is part of the larger global culture of gender inequality.
