This morning we unpack or examine the crisis in South African municipalities. The latest Auditor General report found that there were no clear improvement in audit outcomes, financial management, service delivery performance, accountability, transparency or institutional integrity. Only 151 government entities received unqualified audits out of 417. Professor Joseph Sekhampu, Chief Director of the North West University Business School says hundreds of local councils operate as if the Constitution demanded their existence but not their viability. He says South African municipal landscape is not collapsing in a single moment of crisis. It is eroding in slow motion and that the Auditor General's warnings that only a small fraction of municipalities remain functionally stable no longer sound like outliers, they describe the system. Meanwhile, in April this year President Cyril Ramaphosa called for urgent reforms to unlock local economies, warning that poor governance at municipal level is undermining service delivery and stifling economic growth. South Africa's National Disaster Management Centre (NDMC) has classified an additional National Disaster in response to a more severe, intense weather system hitting the country. The Head of the National Disaster Management Centre (NDMC), Dr Elias Sithole, classified another national disaster this week. The Western Cape, Eastern Cape, Northern Cape, and Free State have been heavily impacted, with the Cape Metro, Winelands, and West Coast seeing massive rainfall and flooded informal settlements. The National Health Department has warned of a rising rate of mortality from Non-Communicable Diseases with significant increases in deaths due to cardiovascular diseases, cancer and chronic respiratory diseases. According to Stats South Africa, NCD's account for 57.8 percent of all deaths, with 60 percent occuring prematurely before the age of 70 years. A massive global safety alert has hit home this week as the National Consumer Commission and the Department of Health issued an emergency recall for a specific batch of Nestlé NAN Special Pro HA infant formula. The recall is not just a local issue, it is part of a major international recall spanning more than 25 countries due to a serious food safety risk. The concern centers on a toxin called Cereulide, which is produced by the bacteria Bacillus cereus. Health experts warn that this toxin is extremely heat-resistant and can cause symptoms like severe vomiting and stomach cramps within hours of consumption. While no illnesses have been confirmed yet, the Department of Health is urging an immediate stop to the use of the affected batch. In this episode of the South Africa Growth Though Inclusion series, Tim O'Brien, Senior Manager of Applied Research at the Growth Lab, speaks with Nomvuyo Guma, Chief Director of Microeconomic Policy at the National Treasury and Saul Musker, Director of Strategy and Delivery Support of the private office of the President of South Africa. The discussion centers on Operation Vulindela - a joint initiative of the presidency and the National Treasury. Operation Vulindela has been at work for about three years, focusing on many areas that the Growth Lab has found are most critical to growth and inclusion in South Africa: electricity, water, transport, digital communications and the visa regime.

So good that it is becoming more common for the LGBTQ+ crowd to be honored with Emmy's, Oscars, and all types of film acknowledgements. Sharing her journey as Founder of Tello Films, a queer content driven film house, Christin Baker talks candidly about where the film industry stands and why more fluidity in the industry helps  LGBTQ+ individuals have more impact in the arts. About Christin Kristin is the founder of Tello Films, which focuses on lesbian/queer content and is the first LGBTQ network to receive an Emmy nomination. Their 2017 series “Secs & EXECS” earned an Emmy nomination for Outstanding Actress in a Short Form Comedy or Drama Series for Austin Powers actress Mindy Sterling. Also, in 2019, their series Riley Parra received two Emmy nominations for actresses Liz Vassey and Carolyn Ratteray. The SVOD platform has a wide library of the best LGBTQ+ women's titles and thousands of paid subscribers. The majority of their million-dollar revenue goes back to filmmakers, enabling them to make more shows. Christin is also the Founder and Chief Director of A Baker Production, which focuses on bigger budget films and a range of genres, including LGBTQ, horror, and socially relevant stories. The project is built upon the values of respect, inclusion, diversity, creativity, fiscal stewardship, profitability, and artistic integrity. In 2016, Christin was awarded Best Director at the London Raindance Film Festival for her work on Maybelle, a series that follows the story of a 35-year old gay woman in the south after the death of her mother. Over the last four years, as an indie producer, she has made five features on SAG Ultra Low Budgets, but she believes the storytelling quality is as high as anything on Netflix.
