With government saying there are no funds to employ doctors, qualified unemployed doctors say the government should bail out the health sector as with Eskom and other public entities. Dr Sanelisiwe Shozi who studied at the University of KwaZulu-Natal has been without a job since the beginning of 2023 and has been looking for employment in government. He feels the state is not willing to help the sector: “This is not an issue of finance, it's an issue of horrible mismanagement of funds from government.” An unemployed doctor from Tsomo, Eastern Cape, spoke anonymously to TimesLIVE. He was sent by the government to study medicine in Cuba. He returned to Eastern Cape to complete his internship because he says he wanted to fulfil his promise to serve rural people. He dismissed reports that doctors do not want to work in rural areas. According to South African Medical Association Trade Union (Samatu) which represents doctors throughout the country, as of January there were 825 unemployed doctors. Deputy president of Samatu Dr Nkateko Mnisi said they are concerned that there are no funds, as this compromises health as a public commodity. “There's been many public entities that have found themselves at risk and have been bailed out; we speak about entities such as Eskom, such as SAA. Is the health of our community, is the health of South Africans not important? I feel it is highly important and we urge that government and our leaders take action to bail out healthcare.” The union, as well as the other unemployed doctors, dismissed a claim by the health department that young doctors reject rural employment. Last month the department said: “Several vacant posts are in rural areas, places that some prefer to sit out for a year, rather than venture into unfamiliar territory. This is a yearly problem where some young doctors reject rural placements using a variety of reasons.” The Health and Allied Workers Indaba Trade Union (Haitu) also released a statement rebuking the health department for “lying”: “The health department must be strongly condemned for shamelessly padding lies and for scapegoating junior doctors for their own joblessness.” Presenting the health department budget vote last year, minister Joe Phaahla said the health sector is underfunded, citing the Covid-19 pandemic and load-shedding. “The 2023/24 budget allocation for national department of health shows a decline of R4.4bn, from R64.5bn in 22/23 to R60.1bn in 2023/24.” Finance minister Enoch Godongwana, will table the national budget speech later this month. The ministry said “the budget allocation aims to strike a balance between growing the economy and supporting the vulnerable amid limited resources”. The ministry asked the public to share suggestions on the budget and submit their views.

A report was launched by Minister of Health, Dr Joe Phaahla and the Health Ombud, Professor Malegapuru Makgoba. A report on the findings of an investigation into allegations against the Rahima Moosa Mother and Child Hospital has found that the hospital is unsafe, dirty and filthy. The investigation took just over a year to conclude and some of the complaints that led to the investigation suggested that  the dignity of the patients at the hospital was not taken seriously. Professor Makgoba says the report also found that allegation and that Mkabayi was not at the hospital full-time,were true.

He was speaking to SABC NEWS on the side-lines of the memorial service for the victims of the truck explosion held at the Boksburg Civic centre on Gauteng's Eastrand.  According to the Health Department 11 health care workers and 23 members of the public are now confirmed dead from this tragedy.  A truck carrying liquified petroleum gas exploded after it got stuck under a low bridge it was trying to pass under. The question on most employers minds after the National State of Disaster was lifted after two long years by the president on Monday evening is what's next? As the government races to devise new measures for managing the coronavirus pandemic in order to lift the national state of disaster, health minister Joe Phaahla has released a slew of proposed changes to current health regulations, some of which have left experts baffled. At the same time, labour & employment minister Thulas Nxesi published a new code of conduct for managing Covid-19 in the workplace, reaffirming employers' rights to introduce vaccine mandates and tightening the grounds on which employees may refuse to get jabbed. The flurry of directions, codes and regulations dealing with the various aspects of the pandemic where there is no State of Disaster create a complex landscape of rules and regulations for employers to navigate. And one has to ask whether any of the lessons on how to deal effectively with the pandemic were learned in the ensuing health regalations which have been widely criticised. Phaahla says the infection rate is stable with a positivity rate of less than two percent. New cases declined by 22% over the last seven days, hospitalisations by 14.5% and deaths by 18%. Phaahla, however, warned if the country wants to keep the current trajectory, people must remain vigilant.

“The police have made sex workers their ATMs. Whenever they feel broke they go arrest sex workers and make them pay the guilty fine, but also when their wives don't give them sex they just go and want to get sex for free. This can't continue … we want to trade freely as entrepreneurs,” Bogopane-Zulu, who described herself as a chief sex worker, said. Speaking at a dialogue with sex workers on Monday to discuss the impact of the lockdown on sex work, Bogopane-Zulu said that unless everyone in the country started putting themselves in the shoes of sex workers, they would always be treated as outcasts. “There is no 'us and them'. We are all sex workers, the difference is … are you pre-paid, are you pay-as-you-go or are you on contract? Either way, you are a sex worker,” she said, to the applause of sex workers and other delegates in attendance. “The idea of us and them should never exist,” said Bogopane-Zulu, adding that, as a married woman, she too fell into the category of sex workers, the only difference being that she was prepaid as lobola was paid for her. She said claiming this title would help government departments provide better service to this group, which remains at greatest risk of HIV, pregnancy, cervical cancer and gender-based violence. Deputy police minister Cassel Mathale committed the police ministry and police to doing better when dealing with sex workers. While sex work was still criminalised in SA, Mathale said that didn't give the police the right to victimise sex workers such as assaulting them, as they too had human rights and should be “treated as human being first”. “We will continue to learn and work with you. We will continue to make sure that police officers who take money must be dealt with. The cases must be reported and we need to deal with that,” he said. He said decriminalisation of sex work would make the jobs of police officers easy. Mathale was in agreement that sex workers ended up bribing police to avoid arrest. “Because sex workers don't want to be arrested they end up paying so that they don't go to jail. We are fully aware of that and will make sure that these things are dealt with,” he said. The South African National Aids Council (Sanac), the UN Fund for Population Activities, UNAIDS and sex worker advocacy groups such as Sonke Gender Justice formed part of the dialogue. Deputy minister of justice & correctional services John Jeffrey, and deputy health minister Joe Phaahla were also among those who attended. Sanac CEO Dr Fareed Abdullah said SA was one of the worst countries in terms of HIV infections, with the highest prevalence of HIV among sex workers. A study done among street-based sex workers who worked on the national road between Johannesburg and Bloemfontein, found that 88% of them were HIV-positive and 75% became pregnant. “I can tell you that there is no higher prevalence of HIV in any community in any part of the world. In which country do you see sex workers not having access to contraceptives? It's unbelievable. Only in this country where sex workers who are at risk of pregnancy cannot have access to condoms,” he said.
