The Chairperson of the Commission of Inquiry into the Usindiso Building Fire, Justice Sisi Khampempe, has recused Commissioner Advocate. Thulani Makhubela from the proceedings after a number of anti-foreign nationals and pro-Operation Dudula posts were found on his X account. The Commissioner was appointed to assist Justice Sisi Khampepe's investigation into the Usindiso building fire, which killed 77 people and injured 60 more. The Socio-Economic Rights Institute (SERI) brought the application, alleging that Makhubela made xenophobic remarks on the social media platform X. SERI also accuses the commissioner of being close to and actively supporting Operation Dudula, which is known for its anti-foreign-national views. In her ruling, Justice Sisi Khampempe delivering her rulling had this to say.
Controversial advocate Thulani Makhubela has been recused as a Khampepe Inquiry commissioner, following complaints about his purported anti-foreigner views and support for anti-foreigner organisations on social media. The inquiry was established to probe the circumstances that led to a blaze that claimed the lives of 77 people in Marshalltown in August. Some of the people who perished in the fire were foreigners. In November, the Socio-Economic Rights Institute wrote to the commission after it saw a series of tweets on X, formerly known as Twitter. SERI, which is participating in the commission, will submit information on what it calls a "housing crisis" on behalf of inner-city residents. The institute alleged that public statements Makhubela had made on X over six years showed that he was closely associated with Operation Dudula and a supporter of Put SA First movements, which are xenophobic. On Wednesday, inquiry chairperson Justice Sisi Khampepe delivered her judgment on SERI's application for the recusal of Makhubela. She went through Makhubela's profile on X, including some of the posts he had made over the years. One post read: South Africa for South Africans first. "Commanders morning. Being nice and respectful is not giving us results. It is time for accelerated programmes around illegal foreigners. Politicians who prioritise illegal foreigners over South Africans can also start packing. We will win this war," he said in another tweet. A third one read: "You won't find South Africans in other countries dominating a city. We cannot surrender our country to foreign nationals." News24 previously reported that Makhubela's X timeline was peppered throughout the years with comments about illegal foreigners. Still, the tweet pinned to the top of his timeline speaks about all foreigners, not just illegal foreigners. "Attacks on illegal foreigners won't stop until gvt stops the take over of towns & townships by foreigners! government keeps wishing the problem away (sic)," he wrote on 21 February 2017. Another tweet, from 24 March was made in response to a post from African National Congress secretary-general Fikile Mbalula about a Zimbabwean man telling the president to leave office. Khampepe said impartiality was a cornerstone of fair and just proceedings and that an appearance of bias would impair the proceedings.

The decision by the Minister of Home Affairs Aaron Motsoaledi to scrap the Zimbabwean Exemption Permit (ZEP) will be challenged in the Pretoria High Court today. If the Minister's decision is upheld, the government will terminate the permits at the end of June, affecting roughly 180 -thousand Zimbabweans living in South Africa. The Helen Suzman Foundation as the main applicant will be joined by the Consortium for Refugees and Migrants (CORMSA) as an intervening party. South Africa's health minister has warned that it is not up to ordinary citizens to enforce the country's immigration law. Operation Dudula has been accused of xenophobia, but its members say foreign nationals are putting a strain on the country's health system. Mr Phaahla told journalists that a growing number of people from neighbouring countries were coming to South Africa for treatment. He says if that continued, South Africa would reach a stage where it could not cope. He stressed that the constitution was clear about the right of anyone who lived in the country to access healthcare.

The oddly-named "Taliban" slate of the ANC in KZN emerged victorious over the so-called "Ankole" slate over the weekend. The former is aligned with the new provincial chairperson of the ANC's biggest region, Siboniso Duma, while the latter included the now outgoing leadership headed by Sihle Zikalala (current KZN Premier) - largely aligned with party president Cyril Ramaphosa. BizNews spoke to political analyst Dr Ralph Mathekga about the precarious position Ramaphosa now finds himself in come the ANC's December elective conference. Nine out of 11 of the party's regions in KZN have endorsed disgraced former health minister Dr Zweli Mkhize to contest Ramaphosa for the party's top spot. Mathekga says the biggest takeaway from this weekend's conference is that, "there is just no compromise. The ANC will most likely look very different after President Ramaphosa. It looks quite dicey for him going into an elective conference on the back foot like this." Rollance Mabula, The regional coordinator of Operation Dudula in Rustenburg, North West province, has resigned from the movement. Mabula has cited a number of reasons for his resignation, among them, that the movement has deviated from its mandate and principle of being 'apolitical'. The anti-immigrant attitude is common in South Africa. But in recent months it has taken an organised shape in the form of a rapidly growing populist movement. Young people united as the movement called "Operation Dudula" are demanding that illegal immigrants be sent home. The ruling party, the ANC, will have to respond. Authorities are firm in their stance of: "No jobs for undocumented migrants", but the situation can quickly get out of hand. Nobody wants to relive the tensions of 2008, 2015 and 2019.
Hundeds of Tshwane residents affiliated with Operation Dudala splinter group, Tshwane Bahlali Dudula, are currently picketing outside the Lion Match factory in Rosslyn in Tshwane. The group has accused the company of employing more foreign workers than locals. Tshwane Bahlali Dudula has also accused Lion Match management of renaging on an earlier agreement to employ 120 general workers from nearby areas in order to address the inconsistant foreigner to local ratio at the company. Pan African Mall Stall owners are reported to have lost thousands in stock and damages from a recent fire in Alexandra, Johannesburg. Operation Dudula has long held that it is not a xenephobic or violent movement and that it is being greatly misrepresented by the media and certain politicians. Operation Dudula again formed a major feature of SA's news cycles following a death in Pimville in Soweto on Monday. A group of people, allegedly South African residents of Pimville, together with Operation Dudula members from the community, marched on Monday to protest against continuous power outages due to cable theft. The group alleged that they could trace the theft to a group of undocumented foreign nationals, who live in the area. During a community march to confront the foreign nationals Kgomotso Vincent Diale, a father of two, died in circumstances which are under investigation by police. Following Diale's death Operation Dudula leader Nhlanhla 'Lux' addressed community members in Soweto, reiterating that the organisation and the people of the community are not vigilantes' but that they have been misbranded by media houses. In an attempt to allow Operation Dudula to clarify its mission, aims and purpose TimesLIVE allowed a national executive member and representative from the organisation, Nango Enoch, to outline their intentions and debunk what the movement believes to be misconceptions spread by the media.

There seems to be a new kid on the block that political analyst Dr Ralph Mathekga warns has all the makings of a vigilante grouping playing outside of the political realm of accountability. All of which, Mathekga says, makes for a worrying situation. Operation Dudula has been in recent headlines and rose to prominence as a single-issue movement intent on dealing with illegal foreign nationals. It has been accused of heightening xenophobic tensions in the country but fobs off this assertion. Its leader, Nhlanhla ‘Lux' Mohlauli – forever clad in military fatigues complete with bulletproof vest – is out on R1,500 bail after his initial arrest on several charges, including housebreaking, theft and malicious damage to property. Operation Dudula members are accused of ransacking the home of Soweto resident Victor Ramerafe. The trial was postponed to 27 May following Monday's bail application. Mohlauli is something of an enigma. A matriculant of St David's Marist Inanda, and a former ANC Youth League Secretary at the University of Johannesburg, Mohlauli is also an entrepreneur, a pilot, a pro golfer and now the face of a movement that Mathekga says is filling in the leadership and policy vacuum on immigration issues in South Africa.
Operation Dudula members in Tshwane marched to businesses in the largely industrial suburb of Rosslyn to hand over a memorandum against the employment of illegal foreigners. Talking to TimesLIVE, members emphasised the movement was not xenophobic and that one of their requests was for foreign nationals to acquire proper documentation when residing and working in the country.

The Roodepoort Magistrate's Court has granted the Operation Dudula leader Nhlanhla Lux Dlamini a R1 500 bail. Dlamini is facing charges of house breaking, theft and malicious damage to property. On Wednesday last week, an elderly man laid charges of breaking and entering, intimidation as well as assault against Dlamini at the Dobsonville police station, in Soweto.
Operation Dudula leader Nhlanhla "Lux" Dlamini is expected to apply for bail at the Roodepoort Magistrate's Court today. This after Dlamini was arrested last week after a criminal case was opened against him by Dobsonville, Soweto resident Victor Ramerafe. Ramerafe's home was allegedly ransacked by members of Operation Dudula, led by Dlamini, after the movement accused Ramerafe of being a drug dealer. Ramerafe denied the allegations and registered a case with the Dobsonville police station - with the assistance of the EFF. Dlamini has since been charged with housebreaking, theft, and malicious damage to property and is set to apply for bail again after his initial application was dismissed. Civil society group, Kopanang Africa Against Xenophobia will THIS MORNING hold a march against what they call Xenophobia after being initially denied by the police. The group had planned to demonstrate on Human Rights Day this past Monday. However this was stopped by the Johannesburg Metro Police after threats by Operation Dudula members. The anti xenophobia group had to turn to High Court to overtun the prohibition of the march.

Dlamini's arrest stems from charges laid against him at the Dobsonville police station on Wednesday by Soweto resident Victor Ramerafe with the support of the EFF.
