Minister of Co-operative Governance and Traditional Affairs, Thembi Nkadimeng, has expressed satisfaction at what the National State of Disaster to deal with the country's energy crisis has been able to achieve - even as government terminates it with immediate effect. Nkadimeng says it was a necessary response to the impact of critical levels of load shedding on the economy at the time. Following the declaration of the State of Disaster in February, she says the government adopted wide-ranging regulations to mitigate the impact of severe load shedding in support of the Energy Action Plan. Cyclone Gabrielle is moving offshore, but the danger isn't over in many parts of the North Island. About 25,000 people have now been forced from their homes and about 225,000 are without power and communications. Two people have been confirmed dead in Hawke's Bay and a volunteer firefighter is still missing and another remains in a critical condition in Auckland. More than 200 military personnel are working to get supplies to many communities that have been cut off by the storm. A National State of Emergency is in effect for Northland, Auckland, Waikato, Bay of Plenty, Gisborne, Hawke's Bay, and the Tararua District. Emergency Management Minister Kieran McAnulty told Mike Hosking he's worried about the situation in Hawke's Bay, particularly in Wairoa. The severe weather has now eased in most parts of the country, but heavy rain could continue in parts of the lower North Island and upper South Island. The Emergency Management Minister has declared a National State of Emergency. Emergency Management Minister Kieran McAnulty says it is an unprecedented event. "Since Sunday, NEMA have been in close contact with local civil defence emergency management (CDEM) teams of affected areas to assess the need of a declaration of a state of National Emergency. "NEMA has been giving advice to myself and the Prime Minister on the need of a national State of Emergency based on the assessments of the local teams, and until now the advice has been that it was not necessary. "NEMA met with the affected CDEM groups. Based on feedback from the groups and NEMA I consider that the criteria have now been met and a National State of Emergency would be beneficial."
President Cyril Ramaphosa, has declared a 'state of disaster' over the country's energy crisis in his state of the nation address. This measure would enable the government to accelerate its response, and announced plans to give tax breaks to businesses and households that generate their own solar power. President Cyril Ramaphosa announced the termination of the National State of Disaster in early April. Any celebratory relief, however, is premature. The Draft Health Regulations published in March for public comment are highly ominous. Various organisations have spoken out against these regulations, one of them being Solidarity which has vowed to take legal action in the event that the Bill is passed.
It's been a bad week for KZN, Eskom and the economy: The human and economic costs of the recent KZN rains and floods mount: in announcing another National State of Disaster this week to deal with the socio-economic consequences the recent overwhelming floods in KZN President Cyril Ramaphosa confirmed that the National Treasury would make R1 billion immediately available for the disaster effort. He said that the Finance Minister would also approach Parliament for additional resources. What was also noteworthy about Ramaphosa's message was the acceptance that the public did not trust the government with emergency funds and resources, and that special steps would be taken to prevent any ‘looting' and corruption. The rand has been in freefall along with the national mood. The question on most employers minds after the National State of Disaster was lifted after two long years by the president on Monday evening is what's next? As the government races to devise new measures for managing the coronavirus pandemic in order to lift the national state of disaster, health minister Joe Phaahla has released a slew of proposed changes to current health regulations, some of which have left experts baffled. At the same time, labour & employment minister Thulas Nxesi published a new code of conduct for managing Covid-19 in the workplace, reaffirming employers' rights to introduce vaccine mandates and tightening the grounds on which employees may refuse to get jabbed. The flurry of directions, codes and regulations dealing with the various aspects of the pandemic where there is no State of Disaster create a complex landscape of rules and regulations for employers to navigate. And one has to ask whether any of the lessons on how to deal effectively with the pandemic were learned in the ensuing health regalations which have been widely criticised. The Individual Ready Reserve (IRR), sometimes called the Inactive Ready Reserve, is composed of former military personnel who still have time remaining on their enlistment agreements but have returned to civilian life. They are eligible to be called up in "states of emergency".
