I bet if you drive a petrol vehicle and you've said anything about how much cheaper it must be to have a diesel, anyone who does have a diesel has jumped down your throat and started banging-on about road user charges. Or RUCs, as they're known.  Because when you buy petrol you pay a fuel tax. When you buy diesel, you don't. But you have to —or you're supposed to— pay road user charges.   And, as we know, the EV drivers who have been getting away paying nothing are getting brought into the road user charge regime.  So, while the diesel might be cheaper at the pump, it kind of all evens-out once you take the RUCs into account. That's the thinking anyway.  But the New Zealand Initiative think tank is saying today: “Wrong, it doesn't even out at all”. They're saying it's actually very uneven.  They're saying today that we need to ditch the current road-user charging model because it's old-hat and isn't a fair way of getting the money needed to build and maintain roads.   And they're not just saying ‘stop doing what we're doing'. They've also come up with an idea that they think would be fairer - which I agree with, to a point. And I'll get to where I have reservations about it.  So what the New Zealand Initiative wants to see is a system using things like smart technology to monitor vehicles and set individual charges for every vehicle owner based on the types of vehicles we drive, how far we drive and when we drive.   It says a system like this would also make it easy to bring-in congestion charging, which it believes is also necessary to get traffic flowing more freely in our cities.   So, essentially, what it's proposing is a different type of user-pays system to fund our roads instead of the petrol taxes and road user charges we currently have.   It says it wouldn't necessarily increase the revenue the Government gets from motorists, but it would spread the cost burden more evenly and fairly.  Example: the impact of flat fuel taxes on people on low incomes. The NZ Initiative  makes the assumption that if you're on a low income, you tend to have a vehicle or vehicles that are less fuel efficient than something that's rolled-of the production line this year.  So you might not actually use the roads any more than the flash Harry with the new car. But you are penalised because your car's less fuel efficient.  So, generally, I get the thinking and I like the idea. But you're not going to get me installing devices in my vehicles that keep a record of what I do with them.   Call me paranoid, but I think there is enough monitoring going on. Find my iPhone, cameras everywhere. So, if this went ahead, I'd be saying ‘no thanks' to the “smart” part of all this —the electronic monitoring— and I'd have to pay my road user charge ahead of time. Just like the system we have in place now.  So, yes, I agree that the way we do it now is cack-handed and clumsy and we need to do things differently.  And, yes, taxing people on the basis of road use instead of fuel consumption makes much more sense.  But it's a definite 'no' from me when it comes to installing more devices to keep tabs on what I'm up to. See omnystudio.com/listener for privacy information.

The country's largest insurer, IAG, has been inundated with flood and cyclone claims, more in the last two months than in all of last year. IAG's brands include AMI, State Insurance and NZI. Since January, it has received nearly 40,000 claims. IAG New Zealand Chief Executive Amanda Whiting says they estimate 20,000 homes across the country are at risk of severe flooding, and the company is actively working with the government's Cyclone Recovery Taskforce, lead by Sir Brian Roche, about where flood-damaged houses should be written off for good.

New Zealand's largest insurance company has revealed the rising cost of climate change. IAG, the parent company of AMI, State and NZI, ran a Wild Weather Tracker, showing there were more than 13,000 weather-related claims in the past six months - rising 34 percent from last year. It shows 71 percent of New Zealanders agree climate change is a key contributor to wild weather  - but only 40 percent have taken action to prepare in the past six months. CEO of AMI, State and NZI, Amanda Whiting told Mike Hosking they have outlined a three step plan to the Government to help mitigate climate risks. The country's biggest insurer IAG, which owns State, NZI and AMI, is no longer writing new contents cover in risk areas like Wellington.IAG is defending itself against claims it's abandoning Wellingtonians by banning new customers, saying it's due to the city's earthquake risk factor.Mortgage broker Bruce Patten told Kate Hawkesby the government needs to step in before it becomes worse.He says other insurers have been turning people away as well."It's very concerning. This is a major issue covering nearly 50 percent of the market, which they never should have been able to gain. People who don't currently have policies with IAG will most likely not be able to get them now."Asked if this could result in a rise of premiums for the region, Patten said he expects to see a snowball effect ripple through the market."You take 50 percent of the market out, it puts all the pressure on the other insurers and they will start pulling out because they will have the market share in the area, it's a snowball effect."You can't let this happen quickly early on without intervening."Patton says although he thinks IAG have done a poor job reassuring customers, it's a problem many other insurers will now have to grapple with."This has been really poorly marketed by IAG, they have done a terrible job. I have seen evidence of people ringing around insurers in Wellington and being told they won't be covered."It's not just an IAG problem, there are others as well. The Minister needs to get everyone around the table to try and sort this out."

Hine Ransfield from Occupy Auckland, social networker and Lisa Er, an ASB Auckland business woman of the year and Founder of the Awareness Party, have a conversation on Occupy Wall St to Occupy Auckland.Is it a revolt, an uprising, an insurrection, a rebellion, or a revolution?YES! all of these, by the 99% who see global control firmly in the hands of the 1%. Yet we trust the outcome will be conscious, peaceful and by a dynamic successful process.Touch typing is mightier than the truncheon! And it can be.Americans presently occupying Wall St and countrywide financial centers need our principled support. As New Zealand is the first major country to see tomorrow first, can we be a moral template for a peaceful resolve towards cleansing a global economic system based on debt, exclusiveness and adversity. Here in NZ, many say that mainstream media is in the camp of the status quo, as it's a media that keeps us content, distracted, compliant and titillated. But in reality it is also a media of censorship by omission. For though Wall St has been occupied for a month, you will notice mainstream NZ media by not covering this, are either very conservative or compliant.Yet, NZ can be the seedbed for a new consciousness.  We are a stable country, with no war or starving, fairly well educated and connected by the web.We also come from a deep knowingness of welfare and social safety nets, as well as once being a country based on numerous nationwide co-operatives, especially in the rural sector, trust banks, mutual insurance societies, building societies and liquor trusts.
