Today's arts philanthropy is being guided by new voices. Bahia Ramos shares her approach to funding, beginning with the fact that she collects art as a form of advocacy. A Brooklynite, she is director of arts at The Wallace Foundation, where she has sought to respond to the needs of artists and arts organizations of color during the pandemic. Part of a new $53 million grant initiative to develop the capacity of arts organizations of color is to develop a clear understanding of future needs. Before arriving at Wallace, Bahia served as program director of the arts for the Knight Foundation, where she led the organization's strategy for a $35 million annual investment in arts funding across the country. She addresses the need for greater transparency in grantmaking, new alternatives to non-profit management, how the Biden administration has served the needs of arts organizations during the pandemic, and much else.

Today on Midday,it's Midday on Politics, with a focus on local government. Tom's guests today are three members of the Baltimore City Council: Phylicia Porter lives in Pigtown and represents the 10th district. Odette Ramos lives in Charles Village and represents the 14th District. Mark Conwaylives in North Guilford and represents the 4th District. They were all elected in 2020. They are part of a group of five freshman lawmakers who have been in office about 10 months. In 2016, the Council had eight new members. Two of them, Shannon Sneed and Leon Pinkett, chose not to run for re-election to their council seats, choosing instead to run in the primary for City Council President. Nick Mosby won that election. He is serving in that position for the first time. Comptroller Bill Henry and Mayor Brandon Scott were also elected to their offices for the first time. All of which is to say that of the 17 public officials elected to run City Hall, only two, Council Vice President Sharon Green Middleton and 11th district Councilman Eric Costello have served more than one term. Some would say that this infusion of new people brings fresh perspectives and new ideas to city government. Others worry that lack of experience in elective office might impede efforts to govern effectively. We welcome listener comments and questions for our three Council members. Cuban vocalist, flautist, and percussionist Yaité Ramos Rodriguez pays tribute to a folkloric legend with her musical moniker La Dame Blanche, or "the white lady" in French. "She doesn't have a very good reputation but I wanted to pay tribute to her," she explained to French news and current affairs public radio station RFI. "I represent her as black, a mother, with a daily routine just like many other women in the world. People smile when I say I'm the white lady. It's quite ironic." The daughter of Jesús 'Aguaje' Ramos, trombonist and bandleader of the Buena Vista Social Club orchestra, La Dame Blanche grew up around music, establishing herself as a classically-trained flautist. With her own music, she combines hip hop, cumbia, reggae, and more to her mastery of the flute. Today's Song of the Day was inspired by lockdown.
